CONSIDERATION ID#23-087 Fiscal Year 2023 Mid-Year Budget Review & Supplemental Appropriation Requests Received report from Finance Director Mark Robert and Kristan Lundquist highlighting the City of Salinas Page 1 City Council Meeting Minutes - Final March 7, 2023 Community Budget Outreach process, results, and mid-year budget review for Fiscal Year 2023. The report included recommended appropriations for various funds based upon staff analysis of actual fiscal-year-to-date expenditures and estimated expenditures through the end of the fiscal year. The City’s Fiscal Year 2023 operating and capital budgets were adopted on June 14, 2022. As adopted, the combined general funds budget included a budgetary surplus of approximately $2.2 million. As a member of the JPA, the City Council is required to make an appointment of a primary and an alternate member. Staff recommends a representative from the Ad Hoc Committee representatives which included Mayor Craig and Members Gonzalez and Barrera. Upon motion by Councilmember Rocha, seconded by Councilmember Barrera, Resolution appointing Councilmember Gonzalez to the Hitchcock Road Animal Services Agency JPA Board to represent the City of Salinas with Mayor Craig to serve as alternate member was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Gonzalez, Councilmember Osornio, Councilmember Rocha, Councilmember Sandoval and Mayor Craig Absent: 1- Councilmember McShane Enactment No: RES 22604 ID#23-133 Application to the California Department of Housing and Community Development Prohousing Incentive Pilot Program Upon motion by Councilmember Gonzalez, seconded by Councilmember Barrera, Resolution authorizing the submission of a Prohousing Incentive Pilot (PIP) Program application to the California Department of Housing and Community Development; and authorizing the City Manager or designee to accept awarded PIP Program funds and execute all required Agreements and related documents necessary to implement the program; and authorize establishment of an HCD PIP Program appropriation of up to $1,660,000 for allowable redevelopment, development, acquisition, rehabilitation, and preservation of multifamily, residential live-work, rental housing and homeownership opportunities was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Gonzalez, Councilmember Osornio, Councilmember Rocha, Councilmember Sandoval and Mayor Craig Absent: 1- Councilmember McShane Enactment No: RES 22606 ID#23-153 Police Hiring Incentive The following audience in-person and Zoom attendees commented on the report: Eric Petersen Brandi Hurst Ariam Coronado Unidentified audience member Veronica Garcia Abby Cesar Lara MOTION Motion made by Councilmember Rocha requesting to eliminate the new hiring incentive; change the lateral incentive to $15,000; and further requested any remaining funds be set aside for the annual budget process to further discuss and consider hiring additional Community Service Officers. Motion was second by Councilmember Gonzalez. Councilmember Sandoval requested an amendment to consider a $5,000 incentive for new hires. Amendment was accepted by makers of the motion. Motion failed by a 3:3 vote with Councilmembers Barrera, Osornio and Mayor Craig as the dissenting votes. Upon motion by Councilmember Osornio, seconded by Councilmember Barrera, Resolution authorizing a Police Officer and Police Recruit hiring incentive and a staff referral incentive was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Gonzalez, Councilmember Osornio, Councilmember Rocha, Councilmember Sandoval and Mayor Craig Absent: 1- Councilmember McShane Enactment No: RES 22607 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Gonzalez thanked the Areli Garcia family for coming together as a City of Salinas Page 5 City Council Meeting Minutes - Final March 7, 2023 community to show support. Additionally, she stated she is pleased to see residents and youth be more engaged in the budget process for the coming fiscal year. She added that she attended a meeting with the Alisal Union School District parents regarding language access and accessibility. Councilmember Gonzales stated she met with the Salinas Regional Sports Authority, gave a presentation at the Central Labor Council for their La Academia program. In closing, she reported she attended the Salinas Valley Solid Waste Authority meeting and is looking forward to the Fireworks Subcommittee meeting. Councilmember Barrera stated that National Little League is now in season at Closter Park with over 300 youth registered. Councilmember Barrera requested the crosswalks at Pacific Avenue/Garner Avenue be repaired as soon as possible. Request was second by Councilmember Sandoval and Gonzalez. He additionally requested a pedestrian crossing beacon at Grandhaven Street/Williams Road. Requested the meeting in solidarity and in honor of Areli Garcia. Councilmember Osornio thanked Library and Community Services Department and noted the importance of investment in the Hebbron Family Center and open green spaces. He reported he attended a ride-along with the Salinas Police Department Officer Danny Garcia in the Alisal area. He stated he received information from Officer Garcia regarding the importance of investment in technology for public safety to support their operations. Councilmember Rocha reported that he attended the Salinas Valley Solid Waste Authority meeting and they are on track to adopt the budget by the end of March 2023. He added that he attended the Airport Master Plan discussion at Alisal Union School District and stated that the city is looking at investment in an environmental justice element as part of the master planning process. He further reported that he attended the Housing and Land Use Committee and a budget community meeting with Councilmember Gonzalez. In closing, he reported that he will be attended a Salinas Valley Basin Groundwater Sustainability Agency meeting where the Authority will address issues of equity specific to water issues in South County. Councilmember Sandoval thanked the students at La Jolla Elementary School for the letters they wrote to the City regarding water pollution. He reported that he will be attending a career fair at Harden Middle School to share his role as a Councilmember. He reported that the met with the director of the Monterey County Food Bank, the Alisal Center for the Fine Arts, Rules and Decorum Committee, the Transportation Agency for Monterey County meeting, the Special District 2023 Leadership Academy with Salinas Valley Solid Waste Authority and a meeting with the Mixteco community to discuss traffic safety measures. In closing, he requested consideration of funding for council projects through the available fund balance or other creative means. Request was second by Councilmember Barrera. Mayor Craig reported that she was appointed to serve on the Coastal Commission by the Monterey County Mayors Association. She reported she attended a Monterey One Water meeting where they discussed customer billing and considered adding the service charges to the property taxes once a year. The discussion has been pushed back for further dialogue. She reported that she was a guest speaker at the Women’s Realtors Association and reported that the City of Salinas is making great strides ahead of other communities as it relates to housing. Mayor Craig adjourned the meeting in honor and in solidarity of Areli Garcia and her family.
