ID#23-085 Alisal Safe Routes to School Project (Exempt from CEQA: CEQA Guidelines Section 15301, Class 1(c)) Recommendation: Approve a Resolution approving the Plans and Specifications for the Alisal Safe Routes to School Project; categorically exempting the Alisal Safe Routes to School Project; authorizing the Public Works Director to execute all agreements and any required paperwork with Caltrans for the Active Transportation Grant Program; and authorizing the establishment of a new CIP Account "Alisal Safe Routes to School Project" with the establishment of Special Const Assist - Fed & St Fund appropriation totaling $998,000 and corresponding revenue budget for the Alisal Safe Routes to School Project with no matching funds required. ID#23-104 California Infrastructure and Economic Development Bank Application for Financing the Industrial Wastewater Treatment System Improvements Project Recommendation: Approve a Resolution authorizing the submission of an application to the California Infrastructure and Economic Development Bank for financing the Industrial Wastewater Treatment System Improvements Project and declaration of official intent to reimburse certain expenditures from the proceeds of an obligation. ID#23-160 Central Park Tennis Courts Wall Replacement and Resurfacing and Claremont Park Tennis Courts Resurfacing; CIP No. 9022 Recommendation: Approve a Resolution accepting the Central Park Tennis Courts Wall Replacement and Resurfacing and Claremont Park Tennis Courts Resurfacing; CIP No. 9022, for maintenance and responsibility. ID#23-175 Emergency Motel Program Room Rental Agreements Recommendation: Approve a Resolution authorizing the City Manager to execute a Room Rental Agreement with JS Inc. for the purpose of providing emergency housing to unhoused City residents in an amount not to exceed $1,500,000; and to execute Amendment No. 2 to Agreement No. 22MoCoARPA03 with Marina Hotels Ci, LLC to add an additional $115,000 of City Encampment Resolution Funds (ERF) and $135,000 of City American Rescue Plan Act (ARPA) funds for a total amount not to exceed $907,000. ID#23-181 California Energy Commission Acceptance and Appropriation of Funding Recommendation: Approve a Resolution authorizing the City Manager or designee to execute any agreement or related documents necessary to accept up to $80,000 from the California Energy Commission for the California Automated Permit Processing Program (CalAPP); and authorizing an appropriation of up to $80,000 in funding to the Community Development Department, Permit Services Division to fund said program. ID#23-157 Annual Public Art Plan Recommendation: Approve a Resolution accepting the annual public art plan and authorizing use and appropriation of up to $8,000 from the Municipal Art Fund to fund the proposed Fiscal Year 2023-2024 Annual Public Arts Plan. ID#23-093 Request for Blue Zone at 1224 Hawaii Place Recommendation: Approve a Resolution denying the request for one (1) blue accessible zone designation at 1224 Hawaii Place. ID#23-167 2022 Housing Element Annual Progress Report Recommendation: Approve a Resolution approving the City of Salinas 2022 Housing Element (HE) Annual Progress Report (APR) and authorizing its submittal to the California Department of Housing and Community Development (HCD) and the Governor's Office of Planning and Research (OPR) as required by Government Code Section 65400(b). ID#23-131 Execution of an American Rescue Plan Act (ARPA) Grant Funding Agreement with Eden Housing, Inc. for a Proposed 100% Affordable Multifamily Rental Housing Project at 855 East Laurel Drive Recommendation: Approve a Resolution authorizing a one-time deviation from the City of Salinas Zoning Code to allow the County of Monterey to process entitlements for the Eden Housing, Inc. 100% affordable multifamily housing project at 855 E. Laurel Drive in coordination with the City; and authorize the City Manager or designee to execute an ARPA Grant Agreement with Eden Housing, Inc. in the amount of $500,000 for pre-development costs; and authorize the Community Development Director or Housing Division Planning Manager to approve any future revisions, amendments and/or modifications to the ARPA Grant Funding Agreement provided compliance with the terms and conditions of the ARPA Grant Funding Agreement. PUBLIC HEARINGS ID#23-165 United States Department of Housing and Urban Development HOME Investment Partnership Program American Rescue Plan Act Allocation Plan Recommendation: Approve a Resolution authorizing the submission of an updated HOME Investment Partnership Program American Rescue Plan (HOME-ARP) Allocation Plan (AP) to the United States Department of Housing and Urban Development; and authorize the City Manager or designee to execute any required Agreements necessary to support the acceptance of funds and implementation; and authorize an increase of up to $2,772,835 to the HOME-ARP fund appropriation and corresponding revenue budget.
