PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may further
limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications on items that are not on the agenda and that are in the
City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and
Closed session items should be held until the items are reached. The public may
request that the legislative body consider adding an item for consideration on a future
agenda. The public may comment on scheduled agenda items, including closed session
items, as they are considered.

Recommendation: No action required. This report presents information to the City Council regarding the FY

Recommendation: No action required. This report presents information regarding Pension Update & Cost
Management Strategies.
PUBLIC HEARINGS
ID#23-200 Establishment of new Industrial Wastewater Rates for Fiscal Years 2024
through 2028
Recommendation: Approve a Resolution establishing New Industrial Wastewater rates for fiscal years 2024
through 2028 that includes annual rate increases of 22% effective July 1, 2023 (FY 2024),
22% on July 1, 2024 (FY 2025), 2% on July 1, 2025 (FY 2026), 2% on July 1, 2026 (FY
2027), and 2% on July 1, 2027 (FY 2028); and implements a new four-part rate structure
effective July 1, 2023.
ID#23-211 Residential Rental Registration
Recommendation: Adopt an Ordinance amending Chapter 17 (Housing) of the Salinas Municipal Code by
adding Section 1 to incorporate Rental Registration requirements for residential rental
units; and approve a Resolution amending the City of Salinas Schedule of Fees and
Charges for City Services to incorporate applicable Residential Rental Registration fees,
authorizing the establishment of a Residential Rental Registration enterprise fund with
corresponding revenue and expense budget in the amount of $400,000 for a Residential
Rental Registration Program.
CONSIDERATION
ID#23-201 Alisal Vibrancy Plan (AVP) Implementation
Recommendation: Approve a Resolution receiving and accepting the 2022-2023 AVP Implementation Report
and updated AVP Implementation Budget for activities through fiscal year 2024.

Authorization to over-hire five (5) Firefighters; Workforce Allocation
Adjustment
Recommendation: Approve a Resolution to provide authorization to over-hire five Firefighters and one
Administrative Fire Captain within the Fire Department.
ID#23-166 Certificate of Correction for the Parcel Map Recorded in the County of
Monterey as Volume 12 of Parcel Maps at Page 75
Recommendation: Approve a Resolution accepting the Certificate of Correction for the parcel map recorded
as Volume 12 of Parcel Maps at Page 75 in the County of Monterey to delete the area
designated as "1.0 access denial" in accordance with Section 66472.1 of the Subdivision
Map Act.
ID#23-174 Professional Service Agreement between the City of Salinas and Kimley Horn
and Associates Inc.
Recommendation: Approve a Resolution approving a Professional Services Agreement between the City of
Salinas and Kimley Horn and Associates Inc. for the Salinas Broadband Master Plan and
Alisal Neighborhood Broadband Fiber Network Design; and authorizing the use of Special
Const Assist - Fed & St Funds up to $411,970 for said agreement.
ID#23-185 City Hall Emergency Roof Repair
Recommendation: Approve a Resolution authorizing procurement by negotiated contract pursuant to City
Code Section 12-27 for the Salinas City Hall Emergency Roof Repair and authorize the
City Manager to execute a construction contract.
ID#23-195 Direct Purchase of One (1) PB Loader BC-6; Additional Allocation of Funding
Recommendation: Approve a Resolution authorizing an additional expenditure of up to $7,041.16 above an
original quote of $327,040.67 that was approved by City Council on September 14,
2021(Salinas City Council Resolution No. 22180) for the direct purchase of a PB loader
BC-6 for a total purchase price of $334,081.83.
ID#23-199 Additional allocation of funding for the direct purchase of one (1) Ford 350
Transit from Salinas Valley Ford
Recommendation: Approve a Resolution authorizing an increase of up to $18,779.40 to CIP 9285 and
transfer from the General Fund to the CIP Fund and use of General Fund fund balance in
the same amount to purchase one new 2023 Ford Transit van for a total cost of
$57,008.16.
ID#23-205 HVAC Maintenance Service Agreement
Recommendation: Approve a Resolution awarding HVAC service agreement for four city buildings to
Environmental Systems Inc; and approve an appropriation of $26,975.00 to cover the
services through the end of the fiscal year.
ID#23-206 Natividad Creek Park Restroom Rehabilitation Project (CIP 9346)
Recommendation: Approve a Resolution approving the Plans and Specifications for the Natividad Creek Park
Restroom Rehabilitation Project (CIP 9346) and rejecting all bids received in response to
the City's Request for Proposals released on December 16, 2022.
ID#23-209 Agreement with One Workplace for Purchase and Installation of Workspace
Improvements for the Permit Services Division at 65 W. Alisal Street

Recommendation: Approve a Resolution authorizing the City Manager to execute an agreement with One
Workplace in an amount not to exceed $38,935 which includes a 10% contingency for
the purchase and installation of workspace improvements for the inspector's room located
at 65 W. Alisal Street at the Permit Center.
ID#23-214 Organic Materials Direct Service Provider Agreement between the City of
Salinas, Atlas Organics and the Member Agencies of the Salinas Valley Solid
Waste Authority
Recommendation: Approve a Resolution to approve an organic materials direct service provider agreement
between the member agencies of the Salinas Valley Solid Waste Authority, City of
Salinas and Atlas Organics.
ID#23-222 Award of Contract for the Hebbron Family Center Demolition and Site
Improvements
Recommendation: Approve a Resolution awarding a contract for the Hebbron Family Center demolition and
site improvements to Randazzo Enterprises, Inc for the sum of $316,016.00.
