Transportation Plan; and authorizing the use of Active Transportation Plan funds
up to $266,168.41 for the agreement; and authorizing a transfer to the Active
Transportation Account of $60,000 from the Bicycle Lane Installations Account
was approved. The motion carried by the following vote:

(Alisal Vibrancy Plan Implementation) appropriation of up to $399,900 and use of
fund balance.

directing the Mayor of Salinas to execute a Certificate of Acceptance,
transferring the rights, title and interest in and to a portion of land described in
the Quitclaim Deed located at 545 Work Street to the City of Salinas was
approved. The motion carried by the following vote:

ID#23-253 2023 Illegal Fireworks Enforcement Plan
Received report from Battalion Chief/Fire Marshal Skylar Thornton regarding Salinas
Police and Fire 2023 Fireworks Enforcement Plan as required by Measure C, an initiative
measure approved by the voters of Salinas in June 2016, which allows for the sale and
use of “Safe and Sane” fireworks within the city. Measure C requires the Salinas Fire
Department and the Salinas Police Department to present a plan outlining public
education and enforcement efforts to address illegal fireworks use during the Fourth of
July holiday.
Upon motion by Councilmember Sandoval, seconded by Councilmember
Barrera, the 2023 Illegal Fireworks Enforcement Plan was received and
approved. The motion carried by the following vote:
Ayes: 6- Councilmember Barrera, Councilmember Gonzalez, Councilmember Osornio,
Councilmember Rocha, Councilmember Sandoval and Mayor Craig

PUBLIC HEARINGS
ID#23-193 Annual Adjustment of Development Impact Fees
Received report from City Engineer Adriana Robles regarding a requested to approve a
resolution adjusting the City development impact fees by 4.9% which becomes effective
July 1, 2023. The increase is based on the Engineering News Record (ENR) construction
cost index (CCI) increase, which is consistent with the City's fee ordinance.
Upon motion by Councilmember Rocha, seconded by Councilmember Osornio,
Resolution increasing City Development Impact Fees by 4.9% effective July 1,
2023 was approved. The motion carried by the following vote:
Ayes: 6- Councilmember Barrera, Councilmember Gonzalez, Councilmember Osornio,
Councilmember Rocha, Councilmember Sandoval and Mayor Craig

ID#23-126 Fiscal Year 2024 City-Wide Schedule of Fees and Service Charges
Received report from Finance Director Mark Roberts regarding the City’s fee schedule
which is reviewed and adjusted annually, as applicable, to ensure fees and charges keep
pace with inflation, ensuring full recovery of City service costs. The updated Schedule of
Fees and Charges increase of 5.6% is effective 60 days after adoption on July 1, 2023.
