Public comments generally are limited to two minutes per speaker; the Mayor may
further limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications on items that are not on the agenda and that are in the
City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and
Closed session items should be held until the items are reached. The public may
request that the legislative body consider adding an item for consideration on a future
agenda. The public may comment on scheduled agenda items, including closed
session items, as they are considered.

CONSIDERATION
ID#23-362 Update to Public Art Program to Increase the Appropriations to the
Municipal Art Fund
Recommendation: Adopt an ordinance amending Sections 5-01.08 of the Salinas Municipal Code to
increase the per-project and annual funding contributions to the Municipal Art Fund.

ID#23-336 Surplus Vehicles and Equipment for Disposition
Recommendation: Approve a Resolution declaring vehicles and equipment surplus and authorizing their
disposal through auction or recycling.
ID#23-346 Master Agreement for the Use of Regional Transportation Funds
Recommendation: Approve a Resolution authorizing the Mayor to execute a Master Agreement with the
Transportation Agency for Monterey County (TAMC) for the use of TAMC-administered
transportation funds.
ID#23-361 Soundwall Damage Repair Reimbursement
Recommendation: Approve a Resolution authorizing the reimbursement of repair costs totaling $10,395.00
from Measure G Funds for a damaged soundwall in the North-East Maintenance
District.
ID#23-367 “No Stopping” Red Zones at the Intersection of El Sur Avenue and
Pescadero Drive
Recommendation: Approve a Resolution establishing a total of 35 feet of "No Stopping" red zones at the
intersection of El Sur Avenue and Pescadero Drive
ID#23-368 20-Minute Green Zone Designations at 431 Abbott Street
Recommendation: Approve a Resolution establishing approximately 116 feet of 20-minute green zone
designations located at 431 Abbott Street.
ID#23-369 Monte Bella Phase 5B Street Sweeping Signs Plan
Recommendation: Approve a Resolution establishing the street sweeping signs plan for Monte Bella
Subdivision Phase 5B.
ID#23-371 No Parking Signs on Freedom Parkway between Tuscany Boulevard and
Padova Drive
Recommendation: Approve a Resolution establishing No Parking signs on Freedom Parkway between
Tuscany Boulevard and Padova Drive.

ID#23-370 Preliminary Fiscal Year 2023 - 2024 Operating and Capital Improvement
Budget
Recommendation: Provide further direction to staff regarding the Preliminary Fiscal Year 2023 - 2024
Operating and Capital Improvement Budget.
