GENERAL PUBLIC COMMENTS
Receive public communications on items that are not on the agenda and that are in the
City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and
Closed session items should be held until the items are reached. The public may
request that the legislative body consider adding an item for consideration on a future
agenda. The public may comment on scheduled agenda items, including closed session
items, as they are considered.
PUBLIC HEARINGS
ID#23-389 General Plan Amendment 2022-003, Rezone 2022-003, and Conditional Use
Permit 2022-005; a request to change the General Plan designation of an
approximately 8,349 square-foot eastern portion of a 18,880 square-foot lot
located at 2110 North Main Street from “Residential Low Density” to
“Retail”; rezone the above referenced 8,349 square-foot portion of the
project site from “Residential Low Density (R-L-5.5) to Commercial Retail
(CR); and operate an Extended Stay Hotel for 22 of 25 on-site rooms
Recommendation: Approve a Resolution affirming the findings, adopting the proposed Mitigated Negative
Declaration and Mitigation Monitoring and Reporting Program, and approving a General
Plan Amendment (GPA 2022-003) changing the General Plan Land Use designation of an
approximately 8,349 square-foot eastern portion of a 18,880 square-foot project site
located at 2110 North Main Street property from Residential Low Density to Retail and
approving a Conditional Use Permit to establish and operate an Extended Stay Hotel;
and adopt an Ordinance to Rezone the same above referenced 8,349 square-foot eastern
portion of a 18,880 square-foot project site located at 2110 North Main Street from
Residential Low Density (R-L-5.5) to Commercial Retail (CR).

ID#23-392 Draft 2023-2031 Housing Element and General Plan Update Quarterly
Report
Recommendation: Approve a Resolution authorizing the submittal of the Draft 2023-2031 Housing Element
to the State of California Department of Housing and Community Development (HCD) for
review.
ID#23-407 Salinas Blue Curb Marking Policy Update
Recommendation: Approve a Resolution approving the Salinas Blue Curb Marking Policy; and adopt an
Ordinance amending Article VI of Chapter 20 (Stopping, Standing and Parking) of the
Salinas Municipal Code.

Recommendation: Approve a Resolution authorizing the City Manager or designee to execute Amendment
No. 3 to County of Monterey Agreement #5010-197 to accept and appropriate an
additional $543,336.17 of County of Monterey American Rescue Plan Act funds to the
Project Roomkey Motel Program fund and extend the agreement term through to March
31, 2024.
ID#23-322 Agreement for Services with Jayson F. Cardinalli, an Individual Doing
Business as Clean Brothers
Recommendation: Approve a Resolution authorizing the City Manager or designee to execute an Agreement
for Services with Jayson F. Cardinalli, an individual doing business as Clean Brothers, in
an amount not to exceed $118,260 and a term of July 1, 2023 to June 30, 2024 to provide
portable toilets and handwashing stations at homeless encampments throughout the
city.
ID#23-323 United Way of Monterey County Community Impact Grant Agreement
Amendment No. 2
Recommendation: Approve a Resolution authorizing the City Manager or designee to execute Amendment
Number 2 to United Way of Monterey County Community Impact Grant Agreement for
Emergency Rental Assistance Program Round 2; and execute a new United Way of
Monterey County Community Impact Grant Agreement for Housing Stabilization.
ID#23-353 Set Public Hearing date for Levying Annual Assessments for the Landscape
and Maintenance Assessment Districts
Recommendation: Approve Resolutions ordering Engineer's Reports for the Airport Business Center
Landscape Maintenance District, and the North/East Area, Harden Ranch, Vista Nueva,
Mira Monte and Monte Bella Maintenance Districts stating the intention to levy and
collect an assessment and set a public hearing date for August 8, 2023.
ID#23-380 Acceptance of On-Call Job Order Contract for Sidewalk Improvements
Recommendation: Approve a Resolution to accept the On-Call Job Order Contract for Sidewalk
Improvements with Hemi's Landscape and Concrete Inc., and C2 Builders Inc., for
maintenance and responsibility.
ID#23-386 Agreements for Professional Services with CSG Consultants Inc. and 4LEAF
Inc. for FY 2023-2024
Recommendation: Approve a Resolution authorizing the Mayor to enter into Agreements for Professional
Services with CSG Consultants Inc. and 4LEAF Inc. to provide Building Official, technical
permitting, plan review, and construction inspection services to the City's Permit Center
through Fiscal Year 2023-24.
ID#23-393 Natividad Creek Park Restroom Rehabilitation Project (CIP 9346)
Recommendation: Approve a Resolution accepting the bid from HA Construction for the Natividad Creek
Park Restroom Rehabilitation Project and authorize the award of and execution of an
Agreement between the City of Salinas and HA Construction in an amount not to exceed
$181,200 and inclusive of the $151,000 bid amount and an approved 20% contingency of
$30,200; and authorize the City Manager or designee to execute the Agreement.

Recommendation: Approve a Resolution authorizing the City Manager to execute a 30-month Service
Agreement with Fusus for a total cost not to exceed $250,000 to provide technology for
real-time monitoring of traffic system cameras and gathering of analytical data related to
traffic patterns and volume.
ID#23-408 National Development Council Agreement for Community and Economic
Development Services
Recommendation: Approve a Resolution authorizing the City Manager or his designee to execute an
Agreement for Professional Services (Agreement) between the City of Salinas and
National Development Council, ("NDC") for a total not to exceed amount of $231,818.00
over a three-year period for community and economic development consulting services.
ID#23-409 Agreement with Salinas Rotary Club for maintenance of the Salinas Rotary
Arch
Recommendation: Approve a Resolution authorizing the City Manager to enter into a Maintenance
Agreement with the Salinas Rotary Club for maintenance of the Salinas Rotary Arch.
ID#23-418 Tow Service Franchise Agreements for FY 2023-24
Recommendation: Approve a Resolution authorizing the execution of the Salinas Police Department's FY
2023-24 Tow Service Franchise Agreements.
ID#23-419 Appointments to the Salinas Valley Groundwater Sustainability Agency
Board of Directors
Recommendation: Approve a Resolution for the reappointment of Councilmember Anthony Rocha to serve
as the City's primary representative, and Councilmember Carla Gonzalez as alternate
and the appointment of Tom Adcock as the California Public Utilities Commission
(CPUC) regulated water company representative, and Brenda Granillo as alternate, to
serve on the Salinas Valley Basin Groundwater Sustainability Agency (SVBGSA) Board
of Directors JPA.

Recommendation: Approve a Resolution approving an Agreement for Services with Fluid Resource
Management in an amount not to exceed $69,000 for the Lake Street Lift Station Control
Upgrade.

Recommendation: Approve a Resolution authorizing the submittal of a Joint Application to the California
Department of Housing and Community Development ("HCD") for Homekey Round 3; and
authorizing the City Manager or designee to finalize a Memorandum of Understanding
with Bay Area Community Services Housing Corporation (BACS) to acquire ten (10)
residential properties throughout the City to serve as immediate housing for persons
experiencing persistent homelessness.
ID#23-427 Professional Services Agreement with MV Cheng & Associates, Inc.
Recommendation: Approve a Resolution authorizing the City Manager to execute a professional services
agreement with MV Cheng & Associates, Inc. ("MV Cheng") for accounting, financial
reporting, and other finance-related services for a not-to-exceed amount of two hundred
thousand dollars ($200,000), and approving payment of $1,645 to MV Cheng for the cost
of services previously provided to the City.
ID#23-428 Fiscal Year 2023-24 Assessment and Maintenance District Levies
Transmittal to the Monterey County Tax Collector
Recommendation: Approve a Resolution authorizing staff to transmit to the Tax Collector's office of the
County of Monterey the annual levies for assessment and maintenance district fees and
charges and agreeing to indemnify and defend Monterey County with respect to
challenges to the levy on the City's behalf.
ID#23-430 FY 23-24 Workforce Allocation Adjustment; Classification and Salary
Schedule Modification and Reorganization Plan for Community Development
Recommendation: Approve a Resolution adjusting the workforce allocation for Administration, and the
Community Development Departments and approve a reorganization of the Community
Development Department Permit Services Division with modification of the Classification -
Salary Schedule to include the classifications of Communications Specialist, Chief
Building Official, and Permit Center Manager.
