PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may further
limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications on items that are not on the agenda and that are in the
City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and
Closed session items should be held until the items are reached. The public may
request that the legislative body consider adding an item for consideration on a future
agenda. The public may comment on scheduled agenda items, including closed session
items, as they are considered.
PRESENTATION
Councilmember comments on presentations are generally limited to three minutes.
ID#23-515 2022-2023 AmeriCorps Vista Homeless Prevention Coordinator Report
Recommendation: No action is required. This is an administrative report to the City Council on the activities
performed and outcomes achieved by the 2022-2023 Alisal Homeless Prevention
Coordinator (AmeriCorps VISTA).

ID#23-519 Forbes Reinventing America Summit 2024
Recommendation: Receive report regarding the proposed 5th Annual Forbes Reinventing America Summit in
Collaboration with the Agriculture and Land-Based Training Association (ALBA) and
provide direction to staff.
ID#23-494 Pavement Restoration: Pothole Repair Plan
Recommendation: Receive a report regarding the Pavement Restoration: Pothole Repair Plan; and approve a
Resolution prioritizing a street list for permanent pothole repair within each Council
District.
ID#23-405 Special Curb Marking Policy and Ordinance Update
Recommendation: Approve a Resolution approving the proposed Salinas Blue Zone Policy and adopt an
Ordinance amending Chapter 20, Article VI, Stopping, Standing and Parking, of the
Salinas Municipal Code.
ID#23-490 2022 Commercial Cannabis Industry Annual Update
Recommendation: Receive and accept the 2022 Commercial Cannabis Industry Update as required by the
Salinas Municipal Code.
PUBLIC HEARINGS
ID#23-513 2022 AB 481 Annual Report, Renewal of Ordinance No. 2657, and Purchase
of AB 481 Equipment
Recommendation: Approve a Resolution to (1) renew Ordinance No. 2657 pertaining to military equipment
funding, acquisition, and use, and (2) authorize the direct purchase of AB 481 equipment
for a total cost not to exceed $97,043.01.

member of the Council or the public requests discussion or a separate vote.
ID#23-517 Minutes
Recommendation: Approve minutes of June 20, 2023 and August 8, 2023.
ID#23-516 Financial Claims
Recommendation: Approve financial claims report.
ID#23-389 2nd reading, General Plan Amendment 2022-003, Rezone 2022-003, and
Conditional Use Permit 2022-005; a request to change the General Plan
designation of an approximately 8,349 square-foot eastern portion of a 18,880
square-foot lot located at 2110 North Main Street from “Residential Low
Density” to “Retail”; rezone the above referenced 8,349 square-foot portion
of the project site from “Residential Low Density (R-L-5.5) to Commercial
Retail (CR); and operate an Extended Stay Hotel for 22 of 25 on-site rooms

Recommendation: Adopt an Ordinance to Rezone the same above referenced 8,349 square-foot eastern
portion of a 18,880 square-foot project site located at 2110 North Main Street from
Residential Low Density (R-L-5.5) to Commercial Retail (CR).
ID#23-434 Agreements for Services with Downtown Streets, Inc and Hope Services
Recommendation: Approve a Resolution authorizing the City Manager execute an Agreement for Services
between the City of Salinas and Downtown Streets, Inc. in an amount not to exceed
$164,920.00; and enter into a License Agreement with Downtown Streets, Inc., to use
the rear portion of city-owned property at 282 East Alisal Street to store equipment; and
execute an Agreement for Services between the City of Salinas and Hope Services to
provide regular cleanup of Alisal commercial corridors for an amount not to exceed
$32,760.00.
ID#23-463 Master Services Agreements for On-Call Class A Contractors
Recommendation: Approve a Resolution approving Master Services Agreements with A. Teichert & Sons,
Inc., Coastal Paving & Excavating, Inc., Grade Break Engineering, Inc., Granite
Construction Company, and Granite Rock Company to provide on-call Class A
contracting services related to construction of various City of Salinas Public Works
Capital Improvement Program (CIP) projects, and emergency work.
ID#23-483 Fiscal Year 2023-24 NPDES Water Quality Monitoring Program
Recommendation: Approve a Resolution approving the expenditure of $250,000 for the implementation of a
water quality monitoring program for Fiscal Year 2023-24 per NPDES permit
requirements.
ID#23-488 Declaration of City-Owned City of Salinas Real Property at 1341 Mercer
Way as Exempt Surplus Land
Recommendation: Approve a Resolution declaring city-owned real property at 1341 Mercer Way,
immediately adjacent to the Salinas Municipal Airport, as Exempt Surplus Land pursuant
to the Surplus Land Act California Government Code Section 54221.
ID#23-492 Professional Services Agreement with Rowe Policy and Media Inc for the
Cannabis Social Equity Assessment
Recommendation: Approve a Resolution authorizing the City Manager or designee to execute an Agreement
for Professional Services with Rowe Policy and Media Inc (RPM) for a total compensation
amount not to exceed $84,350 to apply for grant funding for and to prepare the Cannabis
Social Equity Assessment for the City of Salinas; and authorizing the submission of
applications for, and acceptance of grants to offset the cost of Cannabis Equity
Assessment preparation.
ID#23-496 Ordinance amending Article VI of Chapter 9 of the Salinas Municipal Code -
Flood Damage Prevention
Recommendation: Consider adopting an Ordinance amending Article VI of Chapter 9 the Salinas Municipal
Code to update the regulations governing flood damage prevention.
ID#23-497 Emergency City Hall HVAC System Replacement
Recommendation: Approve a Resolution approving the emergency replacement of the City Hall HVAC
system as part of the existing on-call service contract with ESI in the amount of
$225,972.00 plus a 20% ($45,194.40) contingency; and authorize the City Manager to
execute all necessary documents related to the HVAC System Replacement.

ID#23-504 Hebbron Family Center Demolition Project Completion
Recommendation: Approve a Resolution accepting the Hebbron Family Center Demolition Project for
maintenance and responsibility.
ID#23-506 Salinas Fire Department City Hall Tenant Improvement, CIP 9300
Recommendation: Approve a Resolution authorizing the City Manager to execute Contract Change Order
No. 9 to Premier Builders Inc. for the Salinas Fire Department City Hall Tenant
Improvement, CIP 9300, in the amount of $3,858.00; and authorize the City Manager to
execute all necessary contract change orders for overtime work and remaining work, as
needed, to complete the project for a not to exceed amount of $15,000.
ID#23-510 Quake Safe City Partnership with Cal OES
Recommendation: Approve a Resolution authorizing the Mayor to execute a joint Cal OES - City Resolution
affirming the City's partnership with Cal OES as part of the Quake Safe City initiative.
ID#23-512 Agreement with Carollo Engineers for Grant Reporting and CEQA
Assistance
Recommendation: Approve a Resolution approving a Professional Services Agreement in the amount of
$50,000 between the City of Salinas and Carollo Engineers for Grant Reporting and
CEQA Assistance; and authorize a transfer of funds of $50,000 from the Industrial Waste
Fund to CIP 9317 Professional Services.
ID#23-514 Modification to the Classification - Salary Schedule and Workforce
Allocation Adjustment
Recommendation: Approve a Resolution to amend the Classification-Salary Schedule and workforce for FY
23-24 to include adjustment of the Classification - Salary Schedule to include 1) Senior
Economic Development Manager in the Association of Management Personnel of Salinas
(AMPS) unit; the addition of a Retired Annuitant Librarian I, Emergency Vehicle Upfitter,
and Plan Checker II; re-title the Park Grounds Forestry Operations Manager; and
adjusting the authorized workforce allocation for the Police Department to include one
Forensic Specialist I and one Administrative Analyst I in the place of the vacant
Management Analyst.
ID#23-511 Cal Cities Voting Delegates
Recommendation: Approve appointment of Councilmember Andrew Sandoval as the voting delegate for the
annual Cal Cities' business meeting.
