CONSIDERATION
ID#23-681 Wage Adjustments for City Attorney and Assistant City Manager;
Amendments to the Compensation Plans for Department Directors,
Confidential Management, and Confidential Non-Management
Recommendation: Approve a Resolution approving wage adjustments for the City Attorney and Assistant
City Manager, with modification to the Classification-Salary Schedule, and amending the
Compensation Plans for Department Directors, Confidential Management, and
Confidential Non-Management as shown in the attached proposed drafts.

ID#23-653 Zoning Code Amendment 2023-001; Amend Zoning Code Section 37-50.090
(Fences, Walls, and Hedges) of Chapter 37 of the Salinas Municipal Code
(Zoning Code) to modify the application process for electrically-charged wires
and fences in the Industrial General (IG) Zoning District and other
subsections of Section 37-50.090
Recommendation: Consider finding Zoning Code Amendment 2023-001 categorically exempt from the
California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section
15305 and adopt an Ordinance amending Chapter 37 of the Salinas Municipal Code
(Zoning Code) to modify the application process for electrically-charged wires and fences
in the Industrial General (IG) Zoning District and other subsections of Section 37-50.090.

ID#23-634 Ordinance amending Chapter 5, Article VII of the Salinas Municipal Code;
Cannabis Regulations
Recommendation: Consider Ordinance Amendment 2023-001 exempt from the California Environmental
Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3) and to adopt an
Ordinance amending Cannabis regulations Chapter 5, Article VII of the Salinas Municipal
Code.

Recommendation: Approve a Resolution pursuant to Salinas Municipal Code section 12-15 declaring
vehicles and equipment surplus and authorizing their disposal.
ID#23-652 Parks and Recreation Vehicle Replacement
Recommendation: Approve a Resolution authorizing the direct purchase of two (2) 2023 Toyota Tacoma
vehicles for a total cost not to exceed $79,630.43.
ID#23-656 2023 Engineering and Traffic Surveys for Speed Limits
Recommendation: Approve a Resolution establishing the speed limits as recommended by the 2023
Engineering and Traffic Survey for speed limits.
ID#23-665 On-Call Job Order Contract for Sidewalk Improvements 2023
Recommendation: Approve a Resolution rejecting all bids received for the On-Call Job Order Contract for
Sidewalk Improvements 2023.
ID#23-677 NEOGOV Software Renewal
Recommendation: Approve a Resolution approving the Governmentjobs.com, Inc. dba NEOGOV
subscription term extension through October 29, 2024, in an amount not to exceed
$45,664.94.

Employees Association (SMEA) / Blue Collar and Crew Supervisors
Memorandum of Understanding; Association of Management Personnel of
Salinas Memorandum of Understanding; Modification to Classification -
Salary Schedule
Recommendation: Approve a Resolution authorizing the Interim City Manager to sign the Memorandum of
Understanding (MOU) with the Association of Management Personnel of Salinas
(AMPS), for a term ending on June 30, 2026, and approving modification to the
Classification - Salary Schedule for the wage adjustments; and the Interim City Manager
to sign the Memorandum of Understanding (MOU) with the Service Employees
International Union, Local 521 (Salinas Municipal Employees Association (SMEA), Blue
Collar, and Crew Supervisors), for a term ending on December 31, 2026, subject to
ratification by SEIU members.
ID#23-685 Modification to the Classification - Salary Schedule, Reclassification, and
Workforce Allocation Adjustment
Recommendation: Approve a Resolution modifying the Classification - Salary Schedule to 1) add the
classifications of Assistant to the City Manager, Chief Assistant City Attorney, Payroll
Technician, Senior Finance Management Analyst, Fire Division Chief, and
Retired-Annuitant Deputy Librarian; 2) add Administrative Fire Captain classification to
the Salinas Firefighters (IAFF Local 1270) unit and remove from the Fire Supervisors
Association (FSA) unit; 3) approve an internal salary adjustment to the Deputy Librarian;
4) approve the recommended reclassifications in the Finance Department, Fire
Department, and Public Works Department; 5) add the Assistant to the City Manager
position to the approved workforce for the Administration Department; and 6) approve six
over hire Firefighter positions and one over hire Police Commander position.
