ID#23-655 Blue Zones Project Monterey County PUBLIC HEARINGS ID#23-641 Reconsider General Plan Amendment 2022-002 and Rezone 2022-002; City of Salinas Page 2 Printed on 10/19/2023 City Council Meeting Agenda - Final October 24, 2023 Amend the General Plan to change the General Plan designation of five (5) sites to Mixed Use and Rezone the same five (5) sites to Mixed-use (MX) Recommendation: Approve a Resolution rescinding Resolution No. 22797 (N.C.S.), approved by the City Council on September 26, 2023; and affirming the findings, adopting the proposed Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program, and adopting General Plan Amendment (GPA 2022-002) changing the General Plan Land Use Designations of five (5) "Project sites"; Alisal Marketplace, Edge of Downtown/Front and John Streets, Foods Co Shopping Center, Laurel West Shopping Center, and Sears (Northridge Mall) (portion) from Commercial Retail (CR) and/or Industrial General Commercial (IGC) to Mixed Use (MX); and Adopt an Ordinance to Rezone the same five (5) "Project sites" from Commercial Retail (CR) and/or Industrial General Commercial (IGC) to Mixed Use (MX) (RZ 2022-002). ID#23-627 Zoning Code Amendment 2022-004; Amend Zoning Code Section 37-50.620 (On-Site Sign Regulations) of Chapter 37 of the Salinas Municipal Code (Zoning Code) to allow consideration of public service information, marquee, changeable copy, and other signs for public/private school uses Recommendation: Consider finding Zoning Code Amendment 2022-004 categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15305 and adopting an Ordinance amending Chapter 37 of the Salinas Municipal Code (Zoning Code) to allow consideration of public service information, marquee, changeable copy, and other signs for public/private school uses. CONSIDERATION ID#23-631 Resolution of Intention to Form an Enhanced Infrastructure Financing District (EIFD) and Agreement for Professional Services with Kosmont & Associates to support EIFD Formation Recommendation: Approve a Resolution directing staff to prepare a Resolution of Intention (ROI) to Form an Enhanced Infrastructure Financing District (EIFD) to fund backbone infrastructure at the Salinas Ag Industrial Center (SAIC); and authorizing the Mayor to execute an Agreement for Professional Services (Agreement) between the City of Salinas and Kosmont & Associates Inc, ("Kosmont") for a total compensation amount not to exceed $129,000.00 for the Enhanced Infrastructure Finance District ("EIFD") Formation Advisory for the Salinas Ag-Industrial Center Specific Plan ("SAIC"). ID#23-648 Rent Stabilization and Tenant Protection Recommendation: Receive a report regarding rent stabilization and tenant protection and consider directing staff to return to the City Council with strategies and alternatives available to the City Council. ID#23-607 2022-2023 Pavement Maintenance Project, CIP No. 9981, 9120, 9080 Recommendation: Approve a Resolution approving Contract Change Order No. 1 to Granite Construction Company for the 2022-2023 Pavement Maintenance Project, CIP No. 9981, 9120, 9080 in the amount of $430,678.35; and approving Contract Change Order No. 2 to Granite Construction Company for the 2022-2023 Pavement Maintenance Project, CIP No. 9981, 9120, 9080 for an amount not to exceed $250,000.00; and authorizing the Interim City Manager to execute all necessary documents related to Contract Change Order No. 1 and No. 2 and authorize a 10% of the new contract amount for construction contingencies ($881,868.50) for the 2022-2023 Pavement Maintenance Project, CIP No. 9981, 9120, 9080. ID#23-620 Professional Services Agreement with Harris & Associates for the Gabilan Creek Restoration Design Recommendation: Approve a Resolution approving an addendum to the Master Services Agreement with Harris & Associates for the design work related to the Gabilan Creek Restoration Project in an amount not to exceed $90,640.50. ID#23-622 Purchase and Sales Agreement for 443 West Market Street (El Rey Motel) Recommendation: Approve a Resolution authorizing the Mayor to execute a Purchase and Sales Agreement (PSA) in the amount of $3,640,000 for the purchase of a 26 room motel located at 443 West Market St in the City of Salinas utilizing the American Rescue Plan Act (ARPA) funding for the purchase. ID#23-626 New Traffic Signal at East Alisal Street and JD Alvarado Circle (formerly Murphy Street), CIP No. 9094 Recommendation: Approve a Resolution accepting the New Traffic Signal at East Alisal Street and JD Alvarado Circle, CIP No. 9094, for maintenance and responsibility. ID#23-628 Agreement Amendment No. 1 with Smith & Enright Landscaping, Inc for Landscape Maintenance Services for City Parks and Facilities Recommendation: Approve a Resolution authorizing the Interim City Manager to execute an Agreement Amendment No. 1 with Smith & Enright Landscaping, Inc. for Landscape Maintenance Services for City parks and facilities to include an additional amount not to exceed $50,000 for general irrigation repairs. ID#23-630 Annual Maintenance Service Agreement with EnvisionWare, Inc. for Library Automated Self-Checkout System Recommendation: Approve a Resolution authorizing the Interim City Manager to enter into a service agreement with EnvisioinWare, Inc. for annual maintenance of the Library Automated Self-Checkout System in the amount of $33,219.97. ID#23-632 Journal Fund Transfer of Family Homeless Challenge Funds to the American Rescue Plan Act Affordable Housing Production Fund Recommendation: Approve a Resolution authorizing an administrative journal transfer of $690,000 of California Interagency Council on Homelessness Family Homeless Challenge grant fund to the American Rescue Plan Act Affordable Housing Production fund. ID#23-633 Purchase and Sales Agreement for 414 Crescent Way City of Salinas Page 4 Printed on 10/19/2023 City Council Meeting Agenda - Final October 24, 2023 Recommendation: Approve a Resolution authorizing the Mayor to execute a Purchase and Sale Agreement (PSA), and all other documents necessary to effectuate the property transfer to the City with private property owner for the purchase of a single-family residence located at 414 Crescent Way in the City of Salinas, for a price of $650,000. ID#23-635 Amendment to Professional Services Agreement with Harris & Associates for the Salinas Creeks Maintenance and Enhancement Plan Recommendation: Approve a Resolution authorizing the Interim City Manager to amend the agreement with Harris and Associates for the Salinas Creeks Maintenance and Enhancement Plan project to increase the total compensation by $278,139, for a maximum not to exceed $363,868. ID#23-639 Alisal Safe Routes to School Project, CIP No. 9360 Recommendation: Approve a Resolution awarding a contract to FBD Vanguard construction, Inc. for the Alisal Safe Routes to School Project; and authorizing an increase of $155,000 to CIP 9360 appropriation and use Measure G fund balance for construction. ID#23-647 Emergency Rotunda HVAC System Replacement Recommendation: Approve a Resolution authorizing the emergency replacement of the Rotunda HVAC system as part of the existing on-call service contract with Environmental Systems Inc. (ESI) for $139,660 to include a 20% ($27,932) contingency for a total cost not to exceed $167,592; and authorize the Interim City Manager to execute all necessary documents related to the HVAC System Replacement.
