PUBLIC HEARINGS ID#23-602 Substantial Amendments to United States Department of Housing and Urban Development Fiscal Year 2017-18, 2018-19, 2019-20, 2020-21, and 2022-23 Annual Action Plans Recommendation: Approve a Resolution authorizing the submission of Substantial Amendments to the United States Department of Housing and Urban Development for Fiscal Year 2017-18, 2018-19, 2019-20, 2020-21, and 2022-23 Annual Action Plans; authorizing the allocation of an additional $1,410,000 in available Community Development Block Grant program funds to the Hebbron Family Center project; and authorizing the Mayor or designee to execute, for and on behalf of the City, any agreements or related documents applicable to the Substantial Amendments and the allocation of additional CDBG funds. ID#23-697 Master Service Agreements for On-Call Streetlight Maintenance Contractors Recommendation: Approve a Resolution authorizing the Interim City Manager to negotiate and execute Master Service Agreements with Bear Electrical Solutions, Inc., and St Francis Electric LLC to provide on-call contracting services related to various City of Salinas streetlight maintenance, repair, modification, and emergency work, as needed in an amount not to exceed $50,000. Agreement for Playground Repairs Recommendation: Approve a Resolution authorizing the Interim City Manager to negotiate and execute an agreement with Miracle Playsystems, Inc. for the purchase and installation of playground equipment at designated park locations in an amount not to exceed $67,781.29. ID#23-701 Conditional Funding Reservation Letter for Predevelopment Cost of the Proposed 100% Affordable Multifamily Housing Development at 467-479 E. Market Street Recommendation: Approve a Resolution authorizing the Interim City Manager or designee to execute a Conditional Funding Reservation Letter with Envision Housing LLC in the amount of $500,000 from the California Department of Housing and Community Development (HCD) Prohousing Incentive Pilot (PIP) program funds for predevelopment costs of a proposed 100% affordable multifamily housing development at 467-479 E. Market Street. ID#23-711 Addendum No. 1 to the Jet West, Inc. Facility Lease Agreement at the Salinas Municipal Airport Recommendation: Approve a Resolution approving Addendum No. 1 to the Salinas Municipal Airport Facility Lease Agreement at the Salinas Municipal Airport in consideration of rental abatement for American Disabilities Act (ADA)Tenant Improvements. ID#23-713 Cadence Team Agreement Renewal Recommendation: Approve a Resolution authorizing the Interim City Manager to negotiate and execute renewal of a service agreement with Cadence Team, Inc. to provide network infrastructure, network maintenance, and support in an amount not to exceed $45,000. ID#23-715 Surplus Fire Vehicles and Equipment for Disposal Recommendation: Approve a Resolution declaring certain vehicles and equipment surplus and authorizing the donation of two surplus fire apparatus and fire suppression equipment to the Mexican communities of Chavinda, Michoacan and San Luis Rio Colorado, Sonora, and the disposal of several surplus vehicles through contracted auction services. ID#23-716 Federal Urban Area Security Initiative (UASI) Grant Equipment Purchases Recommendation: Approve a Resolution authorizing the Interim City Manager or designee to approve the 2022 Urban Area Security Initiative (UASI) grant award expenditures related to the Mobile Command and Communications Vehicle (MCCV) technology upgrades in an amount not to exceed $179,500. (ShotSpotter) for a one-year subscription from December 14, 2023 through December 13, 2024 in an amount not to exceed $490,000. ID#23-728 2023 Justice Assistance Grant, MOU with the County of Monterey, and Lease of Flock LPR Cameras Recommendation: Approve a Resolution accepting the 2023 Justice Assistance Grant (JAG), execution of all grant acceptance documents, establishment of the 2023 JAG Grant appropriation of up to $92,532 and corresponding revenue budget to support grant activities, and authorizing the Interim City Manager to execute a Memorandum of Understanding between the City and County of Monterey for activities related to the 2023 JAG; and authorize the Interim City Manager to execute a 60-month lease renewal for 20 License Plate Reader (LPR) cameras from Flock Group, Inc. for an amount not to exceed $250,000. ID#23-732 Funding Agreement with the Housing Authority of the County of Monterey for the United Way Housing Stabilization Program Recommendation: Approve a Resolution authorizing the Interim City Manager or designee to execute a Subgrantee Funding Agreement between the City of Salinas and Housing Authority of Monterey County to implement a Community Impact Housing Stabilization Program in an amount not to exceed $331,000.
