PUBLIC HEARINGS ID#24-001 Planned Unit Development Permit 2022-001; Second Amendment to Planned Unit Development Permit 2014-001 - Northridge Mall Shopping Center at 1700 North Main Street in the Commercial Retail (CR) Zoning District Recommendation: Approve a Resolution finding the project categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15332; and approve Planned Unit Development Permit 2022-001 to add a new 1.651-acre building pad, construct a 3,501 square-foot restaurant with a drive-through, outdoor seating, 41 off-street parking spaces, and an increase in maximum sign area of 87.6 square-feet above the maximum allowed 149.48 square-feet for a total of 237.08 square-feet of sign area located at the Northridge Mall Shopping Center at 1700 North Main Street. CONSIDERATION ID#24-002 Quarterly General Plan Update Recommendation: Receive and accept the quarterly General Plan report and provide comments. ID#24-003 City Council Committees/Regional Board Appointments Recommendation: Approve the committees/regional board appointments for 2024. CONSENT AGENDA All matters listed under Consent Agenda may be enacted by one motion unless a member of the Council or the public requests discussion or a separate vote. ID#24-004 Minutes Recommendation: Approve minutes of December 5, 2023. ID#24-020 Financial Claims Recommendation: Approve financial claims report. City of Salinas Page 3 Printed on 1/5/2024 City Council Meeting Agenda - Final January 9, 2024 ID#24-005 Cellebrite Software Recommendation: Approve a Resolution authorizing the Interim City Manager to execute an Agreement for the subscription of Cellebrite software for a total cost not to exceed $297,433.12. ID#24-006 Direct Purchase of Police Vehicles for FY 24 Recommendation: Approve a Resolution authorizing the direct purchase of seventeen (17) Police Department vehicles for a total cost not to exceed $1,073,759.64. ID#24-007 Street Sweeping No Parking Signage Outreach - Phase 2 Recommendation: Approve a Resolution approving a Professional Services Agreement in the amount of $140,000 between the City of Salinas and California Public Relations & Advocacy LLC for Phase 2 of Community Outreach and Engagement for No Parking Street Sweeping signage program. ID#24-008 City Hall Emergency Roof Repair, Project No. 8170 Recommendation: Approve a Resolution authorizing Contract Change Order No. 8 to F C & Sons Roofing, Inc. for the City Hall Emergency Roof Repair Project No. 8170 in the amount of $118,056.40 and authorizing the Interim City Manager to execute all necessary documents related to Contract Change Order No. 8. ID#24-009 All-Way Stop Requests Along Freedom Parkway and Sconberg Parkway Recommendation: Approve a Resolution establishing All-Way STOP installation at the intersections of Freedom Parkway at Tuscany Boulevard and Sconberg Parkway at Monte Bella Boulevard. ID#24-010 California Interagency Council on Homelessness Encampment Resolution Fund Program Grant Award Acceptance Recommendation: Approve a Resolution authorizing the Interim City Manager or designee to accept a California Interagency Council on Homelessness Encampment Resolution Fund grant award in the amount of $8,081,101.25 and execute all required Agreements and related documents necessary to implement the grant program; and authorizing an additional appropriation of $8,081,101.25 to the ERF fund and the establishment of a corresponding ERF2 revenue budget. ID#24-011 Delegation of Authority - Industrial Disability Retirement Determinations Recommendation: Approve a Resolution authorizing the Interim City Manager to make and certify determinations of disability to the California Public Employees Retirement System (CalPERS) under Government Code Section 21152(c), 21156, and 21173. ID#24-012 AT&T Services Inc., 445 Airport Blvd. Facility Lease at the Salinas Municipal Airport Recommendation: Approve a Resolution authorizing the Interim City Manager to execute a Facility Lease Agreement between the City of Salinas and AT&T Services Inc., for property located at 445 Airport Blvd. Facility Lease (Salinas Municipal Airport). ID#24-013 Acceptance of California Aid to Airports Program (CAAP) Annual Credits for Eligible Projects at the Salinas Municipal Airport FY 2023-2024 City of Salinas Page 4 Printed on 1/5/2024 City Council Meeting Agenda - Final January 9, 2024 Recommendation: Approve a Resolution accepting the appropriation of $40,000 to the Airport Enterprise Fund from the State of California, Department of Transportation, California Aid to Airports Program (CAAP) for eligible projects at the Salinas Municipal Airport; and authorize the Airport Manager and Finance Director to execute all required documentation with respect to the application for and the acceptance of State of California, Department of Transportation, California Aid to Airports Program (CAAP) funding. ID#24-019 Second Amendment to the Agreement with MV Cheng & Associates, Inc. for Accounting Services Recommendation: Adopt a resolution authorizing the City Manager to negotiate and execute a Second Amendment to the Professional Services Agreement with MV Cheng & Associates, Inc. (MV Cheng & Associates) for accounting and financial reporting services to increase the maximum compensation from $250,000 to $350,000 and exercise the option to extend the term one additional year through December 31, 2024. ID#24-021 Modification to the Classification - Salary Schedule and Workforce Allocation Adjustment Recommendation: Approve a Resolution modifying the Classification - Salary Schedule to reflect the minimum wage rate of $16.00 per hour effective January 1, 2024 and adjustments to impacted classifications; cost of living and wage adjustments due January 8, 2024 to include Retired Annuitant classifications and temporary Senior Planner; the addition of the previously authorized Plan Check Engineer; and additionally approve workforce allocation adjustments for the Community Development and Public Works Departments. ID#23-714 Red Light Abatement Act Ordinance Recommendation: Consider adopting an Ordinance to amend the Salinas Municipal Code to provide for the abatement of public nuisances. ID#23-699 California Senate Bill 329 (Dodd): City Council Compensation Recommendation: Consider adopting an Ordinance amending the Salinas Municipal Code to increase compensation for the Mayor and City Council Members.
