CONSIDERATION City of Salinas Page 1 City Council Meeting Minutes - Unofficial January 23, 2024 ID#24-030 2023 Permit Center Annual Report Received report from Community Development Director Lisa Brinton highlighting the 2023 Permit Center Annual Report which covered the past calendar year and consisted of a summary of the 2023 Performance Measures Dashboard. The report discusses the findings and recommendations of the 2023 Community Development Department Organizational Assessment and Permit Services staffing needs, analyzes key performance measure data, highlights current and future development projects, provides a Project Dox implementation update, and shares customer service survey feedback. She added that the Dashboard includes performance measure data and shows year over year comparisons for Permit Services, Current Planning, Code Enforcement, Economic Development (Small Business Support), Development Engineering and Fire, which are integral to Permit Center activities. Upon motion by Councilmember Barrera, seconded by Councilmember McShane, the City Council received and accepted the 2023 Permit Center Annual Report. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Gonzalez, Councilmember McShane, Councilmember Osornio, Councilmember Sandoval and Mayor Craig Absent: 1- Councilmember Rocha ID#24-003 City Council Committees/Regional Board Appointments Receive report from Mayor Kimbley Craig regarding the recommended City Council subcommittees and regional board appointments on which the City is represented for calendar year 2024. She added that the report is intended to present the City Council with the list of appointments for ratification annually as requested by the Council in January 2023 and appointment shall be made during the first meeting in January to ensure timely appointments and representation on all boards and committees. The City Council recommended the following modifications to the appointments: - Cannabis Subcommittee - Remove - Car Club Subcommittee - As Needed - Education and Outreach Subcommittee - Add Councilmember Sandoval - Litter and Debris Subcommittee - Remove Councilmember McShane and add Councilmember Osornio - Rodeo Subcommittee - Remove Councilmember Barrera and add Councilmember Sandoval MOTION Councilmember McShane moved to approve the appointments with the requested modification as outlined above. Motion was second by Mayor Craig. SUBSTITUTE MOTION Councilmember Sandoval made a substitute motion to approve the appointments with the requested modifications as outlined above, and requested the City Charter/Decorum Committee and Monterey One Water appointments remain status quo until the next Council meeting on February 6, 2024 for further consideration. Motion was second by Councilmember Sandoval. Upon motion by Councilmember Sandoval, seconded by Councilmember Osornio, the City Council Committee/Regional Board Appointments for calendar year 2024 modifications as requested and the request that the City Charter/Decorum Committee and Monterey One Water appointments remain City of Salinas Page 2 City Council Meeting Minutes - Unofficial January 23, 2024 status quo until the Council meeting on February 6, 2024 for further consideration was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Gonzalez, Councilmember McShane, Councilmember Osornio, Councilmember Sandoval and Mayor Craig Absent: 1- Councilmember Rocha ID#24-034 Financial Claims Upon motion by Councilmember Osornio, seconded by Councilmember Sandoval, the financial claims report was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Gonzalez, Councilmember McShane, Councilmember Osornio, Councilmember Sandoval and Mayor Craig Absent: 1- Councilmember Rocha ID#24-015 Professional Services Agreement with Placeworks, Inc for the East Area Specific Plan Upon motion by Councilmember Barrera, seconded by Councilmember Osornio, Resolution authorizing the Interim City Manager to enter into a Professional Services Agreement between the City of Salinas and Placeworks, Inc. to prepare the East Area Specific Plan for an amount not to exceed one million dollars ($1,000,000) was approved. The motion failed by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Gonzalez, Councilmember McShane, Councilmember Osornio, Councilmember Sandoval and Mayor Craig Absent: 1- Councilmember Rocha Enactment No: RES 22881 ID#24-017 North Main Street and Lamar Street Pedestrian Improvements Project Upon motion by Councilmember Sandoval, seconded by Councilmember McShane, Resolution approving the plans and specifications for the North Main Street and Lamar Street Pedestrian Improvements Project and awarding a contract to Coastal Paving & Excavating for the North Main Street and Lamar Street Pedestrian Improvements Project in the amount of $209,209.00 was City of Salinas Page 3 City Council Meeting Minutes - Unofficial January 23, 2024 approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Gonzalez, Councilmember McShane, Councilmember Osornio, Councilmember Sandoval and Mayor Craig Absent: 1- Councilmember Rocha Enactment No: RES 22884 ID#24-037 Meraki Enterprise License and Support Renewal Upon motion by Councilmember Osornio, seconded by Councilmember Sandoval, Resolution authorizing the Interim City Manager to renew the Meraki Enterprise License and Support from Cadence Team, Inc. for one year in an amount not to exceed $59,952.98 was approved.
