CONSIDERATION ID#24-003 City Council Committees/Regional Board Appointments Recieved report from Mayor Craig regarding the City Council Committees/Regnional Board Apponitments. She noted that majority of the appointment were ratified by the Council on January 23, 2024 with the exception of the appointment to the City Charter/Decorum Committee and the appointment to Monterey One Water. She added that the City Council requested appointment of Councilmember Rocha to both the City Charter/Decorum Committee and Monterey One Water. Mayor Craig expressed concerns regarding the appointment without the presence of Councilmember Rocha on January 23 to have a thorough discussion in open session. Mayor Craig stated that she would like to continue to serve on Monterey One Water as the City’s representative and opened the item for discussion. Motion was second by Mayor Craig. SUBSTITUTE MOTION Councilmember Sandoval made a substitute motion to appoint Councilmember Rocha as the primary appointment to Monterey One Water and the City Charter/Decorum Subcommittee appointments will remain in place with Councilmember Sandoval and Councilmember McShane. Motion was second by Councilmember Gonzalez. Upon motion by Councilmember Sandoval, seconded by Councilmember Gonzalez, the Substitute Motion to appoint Councilmember Rocha as the primary appointment to Monterey One Water and Councilmember Sandoval as the alternate appointment; and reappointment of Councilmember Sandoval and Councilmember McShane to the City Charter/Decorum Subcommittee was approved. ID#24-028 Fiscal Year 23-24 Mid-Year Budget Review and Supplemental Appropriation Requests Received report from Assistant Finance Director Selina Andrews regarding the Mid-Year review. She stated that the mid-year review provides the City Council with a status of the adopted Fiscal Year 23-24 budget after the first six months and allows for necessary adjustments to ensure the continuity of municipal services and operations. The updates typically focus on the City’s General Funds, including Measures E & G. The mid-year budget adjustments requested would increase the City’s combined general funds appropriations by $1,099,200. The amount exceeds the year-end estimated fund balances of $565,000. Corresponding revenue budget adjustment increases of $503,000 to General Fund Sales Tax and $596,200 to Measure G Transaction and Use Tax are also recommended to offset the increase in appropriations. Mrs. Andrews added that staff has analyzed the year-to-date sales tax revenues and determined the 1.3% increase in the General Fund and 1.7% increase in the Measure G Fund to be appropriate. The use of fund balance will be used to cover the $138,000 increase in appropriations for the Airport fund. A transfer from General Fund will be necessary to cover the $60,000 increase in appropriations for the Storm Sewer fund. Approve a Resolution authorizing the direct purchase of body worn cameras for Code Enforcement Officers with total costs not to exceed $44,051.73 was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Gonzalez, Councilmember McShane, Councilmember Osornio, Councilmember Rocha, Councilmember Sandoval and Mayor Craig Enactment No: RES 22895; RESO 22896 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember McShane reported that he met with Big Sur Land Trust leadership and announced that they are working on a ground breaking ceremony for the Carr Lake project. He reported the Salinas Valley Chamber of Commerce and the Business Council hosted a delegation from China toured various agriculture facilities and shared ag innovations in the region. Councilmember McShane appointed Aurelio Salazar, Jr. to the Measure G Oversight Committee. In closing, he commended the work on behalf of the City Council and staff to address blighted and illegal dumping on Monterey Street and W. Market Street. Councilmember Rocha reported that he attended the Salinas Valley Solid Waste Authority Executive Committee meeting and stated that the board is working on a FY 2024-25 budget that is supported by the entire board and one that will fund AB 939 creating customer stability and establishing a funding mechanism without impacting ratepayers. He reported that he attended the Community Human Services Board meeting and the Board approved a resolution to lease a facility for a Safe Place Youth Navigation Center. Councilmember Sandoval reported he attended a Traffic Calming meeting at Kamman Elementary School that was well attended. He stated he also attended the Salinas Valley Solid Waste Authority meeting and is looking forward to establishing the best customer rates. Councilmember Sandoval requested an analysis on the parking garage fees, contract and subsidies. Request was second by Councilmember Barrera. In closing, he invited the community to attend a Black History Month event hosted by the Juneteenth Committee on February 10 at the El Gabilan Library. Councilmember Gonzalez thanked the residents present at the meeting for sharing their personal struggles in a public setting regarding housing issues. She stated, housing is a complex issue that requires continued collaboration with the City to identify and implement housing solutions. She invited the community to attend the Alisal Center for Fine Arts open house event on Saturday, February 10, and the Community Budget meeting on Thursday, February 7. Councilmember Barrera commended Building Healthy Communities for their advocacy and participation at City Council meetings to address housing issues. He requested an illuminated 4-way stop sign at Chaparral Street and Linwood Drive. Councilmember Osornio invited the community to attend the AMOR Salinas book reading City of Salinas Page 5 City Council Meeting Minutes - Final February 6, 2024 at Northridge Mall on February 7. He commended the Youth For Change Association a program of the Center for Community Advocacy for their engagement. Mayor Craig thanked and honored Yolanda Cervantes for her service on the Police Community Advisory Committee and appointed Maria C. Garcia as her successor on the Committee. Mayor Craig reported that she attended the League of California Cities Mayors and Council Members Seminar in Monterey and attended sessions on ethics, social media and networked with local elected officials in Monterey County and other Councilmembers in the region. She reported that See Monterey will be reaching out to Councilmembers as they seeking input as they develop new branding for Salinas as part of their marketing plan. Mayor Craig stated that she had an opportunity to travel to San Jose to speak about reproductive rights and freedom with other elected women in the County. She also reported that she attended a Monterey County Mayors meeting and thanked Assistant Chief Murray who gave an overview on the Police Services of Salinas to those in attendance. The City Council commended newly appointed Assistant Chief of Police John Murray, Commanders Gabriel Gonzalez and Luis Bravo, and Sergeant Dave Crabill on their promotion.
