MOTION
Councilmember Osornio made a motion to not approve placement of the Measure G
general sales tax renewal on the November 2024 General Election ballot. Motion was
second by Councilmember Valenzuela.
SUBSTITUTE MOTION
Councilmember Sandoval made a substitute motion directing staff to prepare a
Resolution for City Council consideration on August 6, 2024 to place the Measure G
general sales tax renewal on the November 2024 General Election ballot. Motion was
second by Councilmember Rocha.
Substitute motion was withdrawn by the makers of the motion.
Upon motion by Councilmember Osornio, seconded by Councilmember
Valenzuela, placement of the Measure G general sales tax renewal on the
November 2024 General Election ballot was denied. The motion carried by the

Salinas' (Republic Services) Schedule of Service Fees and Schedule of Rates for
Residential and Commercial Customers effective July 1, 2024, to be within the terms of
the Collection Services Agreement. Motion was second by Mayor Craig.

Councilmember Rocha made a substitute motion to approve the rates with the exception
of the residential and commercial rate increase to be considered once the performance
review has been completed by R3. Motion was second by Councilmember Sandoval.

of Monterey the annual levies for assessment and maintenance district fees and
charges and agreeing to indemnify and defend Monterey County with respect to
challenges to the levy on the City's behalf was approved. The motion carried by

Funding Agreement and any amendments with Community Human Services to
operate the SHARE Center for the Fiscal Year 2024-2025 for an amount not to
exceed $1,503,707; and to negotiate and execute subsequent Subrecipient
Funding Agreements for fiscal years 2025-2026 and 2026-2027, contingent upon
satisfactory program performance and future funding appropriation, for a total
compensation not to exceed $3,400,000 was approved. The motion carried by the

City Hall Build-Back Project in a total amount not to exceed $128,509 plus a 10%

Department of Housing and Community Development (HCD) for the 2024 HCD
Emergency Solutions Grant (ESG) Continuum of Care Allocation (CoC) Program Notice
of Funding Availability (NOFA); and authorizing the City Manager to execute all
applicable HCD grant documents, Subrecipient Funding Agreements, and necessary
amendments to fund programs approved by the CoC #506 Leadership Council during the
term of the Standard Agreement with HCD.
ID#24-370 Citywide Sidewalk Repair Project, CIP No. 9720 Contract Change Orders
Recommendation: Approve a Resolution approving Contract Change Orders No. 3-10 for a total of
$280,517.32 for the Citywide Sidewalk Repair Project, CIP 9720.
ID#24-377 City Hall Build-Back Security and Network Cabling Agreement
Recommendation: Approve a Resolution authorizing the City Manager to execute an Agreement for Services
with MJ Communications, Inc. for the installation of security cameras, access control
systems, and network cabling and associated media technology for the City Hall
Build-Back Project in a total amount not to exceed $128,509 plus a 10% contingency
($12,850).
ID#24-380 Tow Franchise Service Agreement Extension
Recommendation: Approve a Resolution authorizing the extension of the Salinas Police Department's FY
2023-24 Tow Franchise Service Agreements and authorizing the City Manager to enter
into such extensions on behalf of the City.
