Upon motion by Councilmember Barrera, seconded by Councilmember Valenzuela, Resolution authorizing the City Manager to execute Amendment No. 1 to the Subrecipient Funding Agreement (No. 24CIP9001-01) with Community Human Services (CHS) to increase the total not to exceed compensation amount to $2,702,128 for fiscal year 2024-2025; and approve an appropriation of up to $1,990,000 from American Rescue Plan Act (ARPA) funds with the balance of funds from CIP 9001 - Permanent Homeless Shelter, in an amount not to exceed $770,000 was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Gonzalez, Councilmember Osornio, Councilmember Rocha, Councilmember Sandoval, Councilmember Valenzuela and Mayor Craig Enactment No: RES 23157 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilemmebr Osornio appointed Marlene Garcia to the Library and Community Services Commission and Ricardo Ruelas to the Police Community Advisory Committee. Councilmember Barrera welcome and congratulated the new firefighters and new city employees. He reported that be visited the fire stations and met with the on-duty staff and thanked them for their service. Councilmember Barrera reported that he participated on a ride-along with Salinas Police Department on Halloween day and expressed an interest in learning more about the department. Councilmember Gonzalez invited the community to attend numerous events include the Cleanup at Natividad Creek Park, La Posada at Closter Park, and encouraged youth to sign up for winter hoops at the recreation centers. In closing, she addressed the comments made by a member of the public and noted that she welcomes an open dialogue with all the residents of Salinas. Councilmember Sandoval reported that he attended the Niner Empire 10th anniversary, Senator Caballero's farewell and participated in a ride along with the Police Department and stated the experience provided him with an opportunity to make better informed decisions related to public safety. He further reported that he attended the Veterans Day Parade and commended all the high school bands for their participation. Councilmember Sandoval shared that he held a successful movie night in partnership with the Santa Rita School district. In closing, he requested the City consider moving the parking enforcement operations back to the Police Department. Councilmember Rocha reported that he attended Monterey One Water, Housing and Land Use Commmittee, Salinas Valley Recycles meetings and attended the employee Halloween event and thanked the City Manager for supporting events to build staff morale. Councilmember Rocha reported that he attended the Republic Services cleanup where they served approximately 143 vehicles for trash disposal. He also attended the Veterans Day Parade and Senator Caballero's farewell. Councilmember Valenzuela reported that he attended the Veterans Day Parade and Senator Caballero's farewell. In closing, he stated that is a lot of fear within the immigrant City of Salinas Page 6 City Council Meeting Minutes - Final November 12, 2024 community following the election and wanted to remind the community that the City of Salinas is a welcoming community and a sanctuary city. Mayor Craig reported that she was a guest speaker for Santa Lucia Rotary, Ivy Park residents, and the Ichiki-kushikino Sister City Delegation visit. She reported that she served as the master of ceremonies for the ITN Monterey County event which was a success. Mayor Craig thanked the Lowrider Council, the Salinas Police Department, the Veterans Day Parade, Leadership Salinas Valley, and California Water's Operation Gobble for their partnerships with the City contributions to the community through their numerous community events.
