Received report from Planning Manager Courtney Grossman, regarding the proposed construction of the Quick Quack Car Wash, a 3,588 square foot Vehicle Washing building with outdoor vacuums located at 115 E. Boronda Road in the Gateway Shopping Center. The site is in the Commercial Retail Zoning District and falls under Specific Plan Overlay District 8 - Gateway Center Specific Plan Overlay. The Gateway Center Specific Plan (Specific Plan), adopted in October 2011, restricts Vehicle Washing as an accessory use to a Convenience Store use subject to a Conditional Use Permit (CUP). The Applicant is requesting an amendment to the Specific Plan to allow Vehicle Washing as a primary use subject to a CUP. Additional amendments requested include authorizing a site specific 75% (9-space) parking reduction, allowing a shift in building orientation away from the street, and modifying access driveways to accommodate Vehicle Washing traffic circulation on-site. An application for a CUP to construct and operate the proposed 3,588 square foot Vehicle Washing building with outdoor vacuums is requested. The Ordinance as established in 1956 and has been updated as needed to address emerging issues relating to operations of the Recreation-Park Department. The last update was approved in 2009 and mended Sec. 28-14 (b) which prohibits the use of fireworks in parks, recreation areas or facilities. In order to address concerns, staff recommends amendment to Chapter 28 related to the use of the parking lots at various Recreation-Park facilities and use of parks for campaign-related activities. Councilmember Rocha reported that he attended the CalCities Conference in Long Beach, California and highlighted a housing session he attended. Additionally, he reported that he attended the Salinas Valley Groundwater Sustainability Agency meeting. No report for Salinas Valley Recycles. Councilmember Sandoval stated that he also attended the CalCities and found it to be very informative. He requested the City consider installing solar lights throughout the City of Salinas as a cost savings measure. Councilmember Gonzalez reported that the prevention and wellness grants are due on October 28 at 5 p.m. with $300,000 in funding availability for community organizations and programming. She announced upcoming community events throughout the City and invited the community to attend. Councilmember Gonzalez also commended the Alisal Center for the Fine Arts for their Dia De Los Muertos event. Councilmember Barrera commended the community leadership academy for their participation. He requested the City Manager consider addressing the concerns that were brought up by the Leadership academy. Councilmember Barrera reported that he City of Salinas Page 8 City Council Meeting Minutes - Final October 22, 2024 participated in a ride along with the Salinas Police Department and expressed interest in doing another on Halloween Night. In closing, he commended his peers and thanked them for the great work that is being done throughout the City. Councilmember Osornio commended the Buddhist temple on their 100th year anniversary and Tatum's Garden for their “thank a community member day" event. He reported that he attended the Salinas Valley Pride event and invited members of the public to attend the Trunk or Treat at Sherwood Hall at 5:30 p.m. on October 31, 2024. Mayor Craig reported that she met with the Girls Scout Troop for their democracy badge. She reported that she attended the Salinas Valley Pride event and spoke to the community leadership academy regarding council priorities. Mayor Craig reported that she attended the Animal Shelter JPA meeting and noted they are working on a strategic plan for 2025. Mayor Craig reported that she served as the master of ceremonies for the ITN event. CLOSED SESSION Item b, Labor negotiation was canceled.
