STUDY SESSION ID#24-726 General Plan Update and Economic Development Element Received report from Jonathan Moore, Senior Planner regarding the General Plan Update and Economic Development Element study session. Since launching the General Plan Update in 2021, Community Development staff have presented quarterly progress reports to City Council and in 2024 conducted Study Sessions with City Council to review the draft policy on the key topics, including land use and circulation, health, and safety. This Study Session focused on economic development, shares engagement with stakeholders, and summarizes the draft policies of the proposed draft Economic Development Element. Staff continues to work on the preparation of a Public Review Draft General Plan for release in the spring of 2025 and is also working on the related Climate Action Plan and an Environmental Impact Report. It is anticipated that the Council will consider adoption of the updated General Plan on December 2025. Report filed with the City Clerk as the official record. CONSENT AGENDA ID#25-009 Minutes Upon motion by Councilmember Barrera, seconded by Councilmember Sandoval, the minutes of January 14, 2025 were approved. The motion carried by the following vote: Ayes: 6- Councilmember Barajas, Councilmember Barrera, Councilmember D'Arrigo, Councilmember De La Rosa, Councilmember Salazar and Councilmember Sandoval Absent: 1- Mayor Donohue City of Salinas Page 2 City Council Meeting Minutes - Unofficial January 27, 2025 Enactment No: RES 23193 ID#25-005 Williams Road Safe Street Corridor Project Grant Acceptance from the Federal Highway Administration (FHWA) Safe Streets and Roads for All (SS4A) Grant Program Upon motion by Councilmember Barrera, seconded by Councilmember Sandoval, Resolution accepting and receiving grant funds from the Safe Streets and Roads for All (SS4A) Grant Program for the Williams Road Safe Street Corridor Project; and authorizing the City Manager to negotiate and execute grant agreements and all documents necessary to effectuate the grant with the Federal Highway Administration (FHWA) in an amount not to exceed $16,000,000 with supplemental City funding of $4,000,000; and authorizing the FY 24-25 Appropriation increasing the estimated revenue from the Federal Highway Administration by $16,000,000 was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barajas, Councilmember Barrera, Councilmember D'Arrigo, Councilmember De La Rosa, Councilmember Salazar and Councilmember Sandoval Absent: 1- Mayor Donohue Enactment No: RES 23195 ID#24-725 2024 Engineering and Traffic Survey for Speed Limits Upon motion by Councilmember Barrera, seconded by Councilmember Sandoval, Resolution to establish speed limits as recommended by the 2024 Engineering and Traffic Survey for Speed Limits was approved.
