Comments on Consideration, Public Hearing items, and the Consent Agenda should be held until the items are reached. CALIFORNIA GOVERNMENT CODE §84308 - LEVINE ACT Government Code § 84308. Parties to any proceeding involving a license, permit or other entitlement for use pending before the City Council must disclose any campaign contributions over $500 (aggregated) within the preceding 12 months made by the party, their agent, and those required to be aggregated with their contributions under Government Code § 82015.5. The disclosure must include the amount contributed and the name(s) of the contributor(s). CONSENT AGENDA Matters listed under the Consent Agenda may be enacted by one motion unless a member of the Council requests a separate vote or discuss. Members of the public may comment on the Consent Agenda items collectively during their public comment. ID#24-722 Minutes Recommendation: Approve minutes of February 11, 2025. ID#25-040 Financial Claims Recommendation: Approve financial claims report. ID#25-025 Award of the Accessibility Improvements for Closter Park Recreation Center, CIP No. 9451 Recommendation: Approve a Resolution approving the Plans and Specifications for the Accessibility Improvements for the Closter Park Recreation Center CIP No. 9451; awarding the Accessibility Improvements for Closter Park Recreation Center CIP No. 9451 contract to Tombleson, Incorporated in the amount not to exceed $320,225; authorizing the Mayor to execute the contract on behalf of the City; authorizing the City Engineer to approve contract change orders up to an additional 15% in an amount not to exceed $48,034 for construction contingencies; and approving the reallocation of $67,940 from CIP 9022 and $240,000 from CIP 9048 to CIP 9451. City of Salinas Page 3 Printed on 2/21/2025 City Council Meeting Agenda - Final February 25, 2025 ID#25-026 Amendment No. 2 to the Professional Services Agreement with BFS Landscape Architects Recommendation: Approve a Resolution delegating authority to the City Manager to execute Amendment No. 2 to the Professional Services Agreement with BFS Landscape Architects to extend the term for an additional two (2) years and to increase the total compensation by $8,000, for a total not to exceed amount of $1,836,589; and authorizing the reappropriation of up to $100,000 from District 5 Recreation Center Reserve to CIP 9060 to be utilized for BFS's additional services, permitting fees and construction of the accessibility requirements associated with the installation of a universal playground at Northgate Neighborhood Park. ID#25-032 Letter of Support for California State Assembly Bill 49 (Muratsuchi): Schoolsites and Day Care Centers; Entry Requirements: Immigration Enforcement Recommendation: Approve a Resolution authorizing the Mayor to sign a letter on behalf of the City of Salinas in support of California State Assembly Bill 49 (Muratsuchi). CONSIDERATION ID#25-023 Conveyance Agreement Transferring 73 Acres in Carr Lake from the Big Sur Land Trust to the City of Salinas Recommendation: Approve a Resolution authorizing the Mayor to execute a Conveyance Agreement between the Big Sur Land Trust and the City of Salinas to transfer approximately 73 acres identified as the Carr Lake Park Project/Ensen Park for the purpose of public park use and management. ID#24-685 Fiscal Year 24-25 Mid-Year Budget Review and Supplemental Appropriation Requests Recommendation: Approve a Resolution receiving the FY 2024-25 Mid-Year budget performance review; and authorize budget adjustments as recommended in the budget performance review. STUDY SESSION ID#25-022 East Area Specific Plan Study Session Recommendation: No action required. Receive report regarding preparation of the East Area Specific Plan.
