The motion carried by the following vote: Ayes: 7- Councilmember Barajas, Councilmember Barrera, Councilmember D'Arrigo, Councilmember De La Rosa, Councilmember Salazar, Councilmember Sandoval and Mayor Donohue ID#25-058 Financial Claims Upon motion by Councilmember Sandoval, seconded by Councilmember De La Rosa, the financial claims report was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barajas, Councilmember Barrera, Councilmember D'Arrigo, Councilmember De La Rosa, Councilmember Salazar, Councilmember Sandoval and Mayor Donohue ID#25-006 CalRecycle Rubberized Pavement Grant Acceptance Upon motion by Councilmember Sandoval, seconded by Councilmember De La Rosa, Resolution authorizing the acceptance of CalRecycle funds in the amount of $250,000; the adoption of the 2024-25 Appropriation and Funding Sources in the Capital Improvement Program; increase the estimated revenue from State Government appropriation by $250,000; and increase funding for CIP 9981 Pavement Maintenance was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barajas, Councilmember Barrera, Councilmember D'Arrigo, Councilmember De La Rosa, Councilmember Salazar, Councilmember Sandoval and Mayor Donohue Enactment No: RES 23207 ID#25-044 Las Casitas Drive Neighborhood Traffic Calming Plan Upon motion by Councilmember Sandoval, seconded by Councilmember De La Rosa, Resolution approving the Las Casitas Drive Neighborhood Traffic Calming Plan supported by residents for implementation was approved. The motion carried by the following vote: City of Salinas Page 2 City Council Meeting Minutes - Unofficial March 11, 2025 Ayes: 7- Councilmember Barajas, Councilmember Barrera, Councilmember D'Arrigo, Councilmember De La Rosa, Councilmember Salazar, Councilmember Sandoval and Mayor Donohue Enactment No: RES 23208 CONSIDERATION ID#25-052 Sanitary Sewer Rate Study Received report from City Engineer Adriana Robles regarding the sanitary sewer rate study prepared by Wallace Group to develop a sanitary sewer rate study (“Study”) for the wastewater enterprise program. A draft Study is currently under review by City staff. The purpose of the Study is to develop a ten-year financial plan to help ensure that the wastewater enterprise fund will meet financial obligations for ongoing operations and maintenance, debt service, and capital improvements while maintaining prudent financial reserves. The financial plan provides an opportunity to assess the potential implications of future operating and maintenance costs, capital improvement program needs, current and future debt obligations, changing customer demands, and future development. Salinas’ wastewater program is a self-supporting enterprise of the City that includes the sanitary sewer system, staff, equipment, and supplies. The utility service is expected to generate the revenues, through rate payer fees, to cover the ongoing costs of operations, maintenance, administration, regulatory compliance, debt service, capital improvements and maintenance of prudent financial reserves. Two scenarios have been developed that would address the financial obligations of the wastewater enterprise program. Official report with additional detail was filed with the City Clerk. Received public comment from the following member of the public in attendance and on Zoom: Jose Guerra David Maisonneuve Luis Xago Juarez Eric Petersen Mary Ann Worden Upon motion by Councilmember Barrera, seconded by Councilmember D'Arrigo, the City Council accept the findings of the Sanitary Sewer Rate Study; and funding Option 2 was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barajas, Councilmember Barrera, Councilmember D'Arrigo, Councilmember De La Rosa, Councilmember Salazar and Mayor Donohue Noes: 1- Councilmember Sandoval ID#25-045 Adoption of the Stormwater Master Plan (SWMP) Update Received report from NPDES Program Manager Heidi Niggemeyer, and Valerie Huff, Wallace Group Consultant regarding the adoption of the 2024 Stormwater Master Plan Update. The Salinas Stormwater Master Plan Update presents the findings from the development of a hydrology and hydraulics model to create a Stormwater Capital Improvement Program (CIP). This program assists the City in prioritizing both existing and future stormwater system needs through repair, rehabilitation, replacement, or new stormwater facilities.
