ID#19-445 Election of Committee Chair and Vice Chair
Upon motion by Committee member Alisea, seconded by Committee member
Sanchez, the Measure E Oversight Committee nominated Committee member
Mitch Huerta to serve as Chair for a one year term. The motion carried by the
following vote:
Ayes: 5- Jack Alisea, David J. R. Mack, Andrea Manzo, Lupe Sanchez and Committee
member Mitchell Huerta
Absent: 1- Everett Sivils

Upon motion by Committee member Sanchez, second by Committee member
Alisea the Measure E Oversight Committee nominated Andrea Manzo to serve
as Vice Chair for a period of one year. The motion carried by the following
vote:

member Mitchell Huerta

ID#20-012 December 31, 2019 Measure E Financial Report
Matt Pressey Finance Director provided an overview of the Measure E Financial report.
Upon motion by Committee member J. R. Mack, seconded by Committee
member Manzo, the December 31, 2019 Measure E Financial Report was
received and accepted. The motion carried by the following vote:
Ayes: 5- Jack Alisea, David J. R. Mack, Andrea Manzo, Lupe Sanchez and Committee
member Mitchell Huerta

ID#20-013 Measure E FY 2019-20 Mid-Year Budget Adjustments
Matt Pressey Finance Director provided the Measure E mid-year budget adjustment for
fiscal year 2019-20. The amount available for allocation is currently $2.7 million.
$93,300 will be allocated to:
HDL - Measure E Sales Tax Audit Services (2,500)

Janitorial Services for LCS FAcilities and Parks (3,200)
Janitorial Services for LCS Facilities and Parks (12,600)
Match Request for "Brining In the LIbrary to You" Grant (Kindermobile) (75,000)
Reallocation of LIbrary Sorter CIP 9113 to Collection Development 9100 (165,000)
Reallocation of LIbrary Sorter CIP 9113 to Collection Development 9100 165,000
The remaining $2,606,700 will be formally allocated to paying down the bonds associated
with the El Gabilan Library.
Upon motion by Committee member Alisea, seconded by Committee member J.
R. Mack, the Measure E FY 2019-20 Mid-Year Budget Adjustments was received
and accepted. The motion carried by the following vote:
Ayes: 5- Jack Alisea, David J. R. Mack, Andrea Manzo, Lupe Sanchez and Committee

GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent or
Consideration items should be held until the items are reached. The public may request
that the committee consider adding an item for consideration on a future agenda. The
public may comment on scheduled agenda items as they are considered. In order to be
respectful of all speakers’ views and to avoid disruption of the meeting, the audience
shall refrain from applauding or jeering speakers who have been recognized by the Chair.
