Pressey, CPA, Finance Director City Clerk’s Office: (831) 758-7381 Measure G Oversight Committee Meeting Minutes - Unofficial June 8, 2015 PLEDGE OF ALLEGIANCE ROLL CALL Committee member Sanchez arrived at 4:05 p.m. Present 7- Brigid McGrath Massie, Al Espindola, Cesar Lara, Daniel Ortega, Juan Uranga, Sergio Sanchez, and Maureen Wruck CONSENT ID#15-208 Minutes Committee Member Espindola asked if the City Council considered the action that was taken by the Committee during the May 6, 2015. In response, City Clerk Barajas stated that any response provided by the Council regarding the action taken will be provided during the FY 2015-16 Operating and Capital Improvement Budget Consideration item. Upon motion by Committee member Lara and second by Committee member McGrath Massie, the minutes of May 6, 2015 were approved unanimously. Ayes: 6- McGrath Massie, Espindola, Lara, Ortega, Uranga and Wruck Absent: 1- Sanchez CONSIDERATIONS ID#15-221 FY 2015-16 Operating and Capital Improvement Budgets City Manager Mr. Corpuz outlined the Annual Operating and Capital Improvement Budget for FY 2015-16 and alignment with city Council Goals and Objectives, Priority Based Budgeting and the needs of the various departments, and the needs of the community. Total operating budget is estimated at $132,297,800 for FY 2015-16. Finance Director Matt Pressey outlined the FY 2015-16 revenue and expenditure budget for the General Fund, Measure V, and Measure G. He stated that the largest proposed increase is in public safety (police and fire), followed by infrastructure. Department Directors highlighted their respective staffing and Measure G funding service requests. Committee Member McGrath Massie left the meeting at 5:06 p.m. Amit Pandya, audience member, expressed concerns regardingthe the report. Committee member Lara expressed support of the budget recommendations as presented by staff. He added, that he would like to see additional funding allocated to public safety in the future and increased customer service training across all Departments. Committee Member Sanchez requested expenditure reports provided to the Committee periodically in a legible format and made available to the public as well. City of Salinas Page 1 Measure G Oversight Committee Meeting Minutes - Unofficial June 8, 2015 Committee Member Uranga expressed support of the recommended Measure G funding allocations as presented. He added he would improve and impliment the Police Department's Community Policing model throuught the City. Committee Member Ortega expressed support of the proposed Measure G funding allocation as presented, in particular funding allocation for staff training. Committee Member Espindola expressed support for the proposed budget recommended to recommend staff recommendation to the City Council. Upon motion by Committee Member Uranga and second by Committee member Expindola, the Committee recommend the City Council adopt the Measure G budget as presented by staff; and recommend that the City Council consider Measure G funds be used to prioritize a Community Policing model throughout the City in the future. Ayes: 6- Espindola, Lara, Ortega, Uranga, Sanchez and Wruck Absent: 1- McGrath Massie ID#15-222 Establish Measure G Oversight Committee Meeting Dates Proposed Measure G meeting dates: October 8, 2015; January 14, 2016; April 14, 2016; and August 28, 2016 (with Mayor's approval). Proposed Quarterly Reports release dates: October 22, 2015; January 28, 2016; and May 12, 2016. Upon motion by Committee member Sanchez and second by Committee member Lara, the Measure G Oversight Committee approved the meeting dates and quarterly report release dates for FY 2015/2016. (MAJORITY VOTE REQUIRED) ID#15-222 Establish Measure G Oversight Committee Meeting Dates Recommendation: Adopt the proposed Measure G Oversight meeting dates for FY 2015/16 as follows: * October 8, 2015 * January 14, 2016 * May 12, 2016 PUBLIC COMMENT TIME RESTRICTIONS Public comments generally are limited to two minutes per speaker; the Chair may further limit the time for public comments depending on the agenda schedule.
