Upon motion by Committee member Espindola, second by Committee member
Lara, minuted of January 28, 2016 were approved. The motion carried by the
following vote:
Ayes: 5- Committee member Espindola, Committee member Lara, Committee member
McGrath Massie, Committee member Ortega and Chairperson Wruck
Absent: 2- Committee member Sanchez and Committee member Uranga
CONSIDERATIONS
ID#15-725 Review of Annual Auditors Report for Year Ending June 30, 2015 and
Approve Annual Public Report to City Council for FY 2014-15
Finance Director Matt Pressey and the Measure G Subcommittee provided their Annual
Public Report to the City Council for FY 2014-15 which is on file in the City Clerk's Office
as the official record.
Committee members expressed concerns the manner in which the annual reports are
presented the to public regarding Measure G funds. They recommended staff focus on

providing narrative and quantitive reports to the public rather than a summary of
departmental expenditures and graphs.
Upon motion by Committee member McGrath Massie, second by Committee
member Ortega, the Annual Public Report was approved. The motion carried by
the following vote:
Ayes: 6- Committee member Espindola, Committee member Lara, Committee member
McGrath Massie, Committee member Ortega, Chairperson Wruck and Committee
member Uranga
Absent: 1- Committee member Sanchez
ID#15-722 March 31, 2016 Financial Report
Finance Director Matt Pressey provided his report outlining the March 31, 2016 Financial
Report which is on file in the City Clerk's Office as the official record.
The following audience members commented on the report:

Upon motion by Committee member McGrath Massie, second by Committee
member Ortega, the March 31, 2016 Financial report was approved. The motion
carried by the following vote:

McGrath Massie, Committee member Ortega, Chairperson Wruck and Committee
member Uranga
Absent: 1- Committee member Sanchez
ID#15-723 FY 2016-17 Operating and Capital Improvement Budgets
Committee member Ortega left the meeting at 5:10 p.m..
City Manager Corpuz and Finance Director Pressey provided their report which is on file in
the City Clerk's Office as the official record.
Committee member Uranga recommended allocation of $140,000 from Measure G for the
Farm Worker Housing Study.
Committee member Espindola expressed concerns regarding the low percentage of
Measure G funding allocated to Recreation-Youth Prevention programs. He added that he
would like to see documentation clarifying the intended use of the Old Municipal Pool
once the renovation is complete. He expressed support for a senior center occupying the
Municipal Pool.
Chair Wruck expressed concerns regarding the State-wide recession and the potential
effects it may have on the Measure G budget.
Committee member Lara expressed support of the proposed allocation of $140,000 of
Measure G funding for the Farm Worker Housing Study and added that he is pleased with
the regional approach the city is taking. He recommended the City move forward with the
proposed allocation with the understanding that if funding becomes available from other

jurisdiction, the Measure G funds should be re-allocated.
Committee members requested a report from staff regarding the city hiring practices for
the Police Department. They expressed support in allocating funds to conduct a Police
Department Hiring Practices Study.
COMMITTEE MEMBER MOTION
A motion was made by Committee member McGrath-Massie to forward the following
comments to the City Council:1) an addendum to the Annual Public Report requesting
consideration of using Measure G funds to explore hiring an outside consulting firm to
conduct a Police Department hiring practices study; 2) agendize the Measure G
Oversight Committee on the City Council Agenda to make their proposed
recommendations directly to the City Council; 3) consideration for a seniors recreation
center and other senior uses at the Municipal Pool; 4) allocation of $140,000 from
Measure G for the Farm Worker Housing Study; and 5) allocation of funds to assist with
the implementation of a Community Policing Plan. Motion was second by Committee
Member Espindola.
Upon motion by Committee member McGrath Massie, second by Committee
member Espindola, the Motion was approved. The motion carried by the
following vote:
Ayes: 5- Committee member Espindola, Committee member Lara, Committee member
McGrath Massie, Chairperson Wruck and Committee member Uranga
Absent: 2- Committee member Ortega and Committee member Sanchez

Recommendation: Provide comments to the City Council on the Measure G expenditures proposed in the
FY 2016-17 Operating and Capital Improvement Budgets. (MAJORITY VOTE)
