The motion carried by the following vote: Ayes: 6- Espindola, Lara, McGrath Massie, Ortega, Uranga and Wruck CONSIDERATIONS ID#15-950 Committee Elections Upon motion by Committee member Espindola, seconded by Committee member McGrath Massie, Maureen Wruck was elected as Chair for the Measure G Oversight Committee . The motion carried by the following vote: Ayes: 6- Espindola, Lara, McGrath Massie, Ortega, Uranga and Wruck Upon motionby Committee member Wruck, second by Committee member Ortega, Brigid McGrath Massie was elected as Vice Chair for the Meausre G Subcmmittee. The motion carried by the following vote: Ayes: 6- Espindola, Lara, McGrath Massie, Ortega, Uranga and Wruck ID#15-945 June 30, 2016 Financial Report Finance Director Pressey provided the report, which is on file in the City Clerk's City of Salinas Page 1 Measure G Oversight Committee Meeting Minutes - Unofficial October 27, 2016 Office as the official record. Mr. Pressey provided a brief description of the June 30, 2016 Financial Report and the CIP Expenditure Report. Committee member Ortega asked about the status of the police facility. In response, Public Works Director, Gary Petersen, stated that construction will start in 18 months but it would take about four to five years for its completion. Committee member Uranga recommend Measure G funds be used to assist with the implementation of a community policing model. Upon motion by Committee member McGrath Massie, seconded by Committee member Espindola, Minute Order was approved. The motion carried by the following vote: Ayes: 6- Espindola, Lara, McGrath Massie, Ortega, Uranga and Wruck ID#15-946 September 30, 2016 Financial Report Finance Director Pressey provided the report, which is on file in the City Clerk's Office as the official record. Committee member Lara asked if one-time expenditures would be brought forth to the Measure G Subcommittee for review. In response, Mr. Pressey, stated that typically those are brought forth during Mid-year. Mr. Pressey further explained that during the last fiscal year those were brought forth in October because of the amount of vacancies that existed. Upon motion by Committee member McGrath Massie, seconded by Committee member Espindola, Minute Order was approved. The motion carried by the following vote: Ayes: 6- Espindola, Lara, McGrath Massie, Ortega, Uranga and Wruck ID#15-948 Farmworker Housing Study and Action Plan Project Funding Community Development Director Megan Hunger provided the report, which is on file in the City Clerk's Office as the official record. The City Council approved a Professional Services Agreement for $120,000 with California Institute for Rural Studies in order do a Housing Study and develop a Housing Action Plan. Ms. Hunter stated that an Oversight committee has been formed and it is made up of partners and stakeholders. Ms. Hunter further added that the cost of the study is $317,000 of which $202,000 has been contributed by partners leaving a shortage of $115,000 that will still need to be raised in order to cover the cost of the study. Committee member Uranga expressed concern for the allocation of the Measure G funds to the farmworker housing study. The amendment to the motion was accepted by the Committee members and added to the original motion. Upon motion by Committee member Lara, seconded by Committee member Espindola, the Measure G Oversight Committee approved to recommend the City Council allocate an additional $115,000 of Measure funding towards the Farmworker Housing Study and Aciton Plan Project and that the Community Development Director will provide an update on the status of further stakeholder contirbutions. The motion carried by the following vote: Ayes: 6- Espindola, Lara, McGrath Massie, Ortega, Uranga and Wruck ID#15-951 Proposed 2017 Meeting Calendar The Measure G Subcommittee accepted the proposed 2017 Meeting Calendar.
