CONSENT ID#17-073 Minutes Upon motion by Committee member Uranga, seconded by Committee member Lara, the minutes of October 26, 2016 were approved. The motion carried by the following vote: Ayes: 7- Al Espindola, Brigid McGrath Massie, Cesar Lara, Daniel Ortega, Maureen Wruck, Juan Uranga and Juan Mendoza-Romero CONSIDERATIONS ID#17-074 December 31, 2016 Financial Report Finance Director Pressey provided the report, which is on file in the City Clerk's Office as the official record. Mr. Pressey provided a brief description of the December 31, 2016 Financial Report and the CIP Expenditure Report. Committee member Uranga asked for clarification on line item 4342 - School Resource City of Salinas Page 1 Measure G Oversight Committee Meeting Minutes - Final January 26, 2017 Officer of the Measure G FY 2016-17 Budget Report and asked why the $213,590 allocated to the School Resource Officer had not been spent. In response, Mr. Pressey, stated that the City received a grant to fund eight resource officer positions and Measure G would fund a Sergeant position to oversee the operation, but with the difficulty in hiring and maintaining officers, the grant program has not been implemented yet. Committee member Uranga further added that he had heard of a movement that stated that having armed officers in school campuses is counterproductive. Residents, particularly in East Salinas, are urging the police department to not have school resource officers be in uniform and armed. In response, Police Chief, Adele Fresé, stated she had not heard but, stated that the community expects to fill those positions but is open to discussion. Chief Fresé further added they had asked for two extensions and are in danger of losing the grant and is looking for alternatives to fill those school resource officer positions. Committee member Lara asked if the Police department had considered hiring a consultant to take a look at hiring practices. In the past the Measure G committee had brought forth the idea of looking at hiring practices and hiring a consultant to accelerate the recruitment of hiring police officers. Chief Fresé stated that hiring is a priority but since there have been so many changes being made to hiring effort, they would first reevaluate to see what the end results produce before they spend money on a consultant. Committee member Lara asked for clarification on the grant requirements for the school resource officer. In response, Chief Fresé stated that in order to accept the grant, the school resource officer must be a full time armed police officer and employed with the Salinas Police Department. Community Development Director, Megan Hunter provide an update on the Farmworker housing Study. Ms. Hunter stated that she would be providing the Measure G Subcommittee a written report on the Farmworker Housing Study during each Measure G meeting. Chair Wruck asked how Measure X might affect Measure G. Mr. Gary Petersen, Public Works Director, responded the City’s portion is expected to be between $90-100 million dollars over the next thirty years. Without compromising the maintenance of effort requirement, there will be a number of projects that are being funded by Measure G, Measure V and the General Fund that will be moved to Measure X. Committee member comments to City Council Mr. Uranga requested the Council know that the following reports have been requested and are yet to be received by the committee: 1. Report to show what steps have been taken in order to look into hiring a consultant. The new Chief does not need to do it at this point. 2. Report from the Police Department requesting what steps have been taken to implement a Community Policing model. Committee member Uranga expressed concern about making the Farmworker Housing Study into a regional study. Mr. Uranga further added that representative from other jurisdictions are part of the planning process yet they are not contributing sufficiently to the cost of the study. The Measure G committee felt it was important to support the study and would front the entire cost but that the Community Development Department would approach the other jurisdictions to contribute to the study. City of Salinas Page 2 Measure G Oversight Committee Meeting Minutes - Final January 26, 2017 Committee member Espindola requested an updated be added to the City Managers Newsletter that shows what is being done to improve the City for those residents that supported Measure G. Committee member Lara expressed concern regarding and wanted to be put on record stating that the police department has not reported back to the Measure G Committee on their plan to reform the hiring practices or how they plan to moving back to more community oriented policing. Committee member Brigid McGrath Massie commented about the accomplishments and progress that Measure G funding is having in the community and would like to see signage for projects funded with Measure G. Committee member Ortega expressed concern regarding having a school resource officer that is not in uniform because of safety concerns. Chair Wruck requested to have added as part of the Farmworker housing report, the funds that are coming back from other entities for the study. Chair Wruck also commented that the comments of Committee member Uranga need to be communicate to the City Council and discussed by the City Council. Committee member Uranga asked for a study to be done on crime and violence in the schools during the period when there was no resource officer compared to crime and violence in the schools when there was a school resource officer. Upon motion by Committee member McGrath Massie, seconded by Committee member Espindola, the Measure G Oversight Committee approved to accept the December 31, 2016 Financial Report.
