Public comments generally are limited to two minutes per speaker; the Chair may further
limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent or
Consideration items should be held until the items are reached. The public may request
that the committee consider adding an item for consideration on a future agenda. The
public may comment on scheduled agenda items as they are considered. In order to be
respectful of all speakers’ views and to avoid disruption of the meeting, the audience
shall refrain from applauding or jeering speakers who have been recognized by the Chair.
CONSENT
ID#19-132 Approval of minutes from the December 19, 2018 meeting
Recommendation: Approve the minutes.
CONSIDERATIONS
ID#19-109 Housing Element Annual Progress Report for 2018
Recommendation: Approve the Resolution recommending that the City Council
approve the Housing Element Annual Progress Report for 2018 and authorize its
submittal to the Califronia Department of Housing and Community Development
(HCD) and the Governor's Office of Planning and Research.
PUBLIC HEARINGS
ID#19-127 Variance 2018-002; A request to vary from the zoning code requirement for
street frontage landscaping and screening from the public view and for an
existing agricultural processing facility located at 745 Airport Boulevard in
the Industrial-General- Airport overlay (IG-AR) zoning district.
Recommendation: Affirm the findings and adopt the attached Resolution denying
Variance 2018-002 because the required findings for approval of a Variance pursuant
to Zoning Code Section 37-60.620 could not be established.

ID#19-147 Zoning Code Amendment 2019-001; An ordinance to permit temporary
employee and interim housing in existing properties developed as a hotel
or motel
Recommendation: Affirm the findings and adopt the attached Resolution
recommending that the City Council introduce and then adopt the accompanying
ordinance amending Section 37-50.300 (Temporary Use of Land) of Chapter 37 of the
Salinas Municipal Code (Zoning Code) to permit the conversion of a hotel or motel
for the temporary employee or interim housing.
