Public comments generally are limited to two minutes per speaker; the Chair may further
limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent or
Consideration items should be held until the items are reached. The public may request
that the committee consider adding an item for consideration on a future agenda. The
public may comment on scheduled agenda items as they are considered. In order to be
respectful of all speakers’ views and to avoid disruption of the meeting, the audience
shall refrain from applauding or jeering speakers who have been recognized by the Chair.
CONSENT
ID#19-658 Minutes
Recommendation: Approve minutes of November 20, 2019.
CONSIDERATIONS
ID#19-651 Chinatown Revitalization Plan
Recommendation: It is recommended that the Planning Commission adopt the attached resolution
recommending that the City Council accept the draft Chinatown Revitalization Plan as a
key strategic planning document.
PUBLIC HEARINGS
ID#19-513 West Area Specific Plan Project
Recommendation: Staff recommends that the Planning Commission affirm the findings and adopt the
resolutions recommending that the City Council: Certify the EIR, adopt the CEQA
Findings of Fact, Statement of Overriding Considerations and the Mitigation Monitoring
and Reporting Program, approve the Specific Plan, approve the Rezone, and approve the
Development Agreement.
Miscellaneous 2019-015 - Mitigated Negative Declaration and Mitigation Monitoring and
Reporting Program for the Lease and Development of 13.25-acres at the Salinas Municipal
Airport located at 1341 Mercer Way in the PS-AR District
This item has been continued to the December 18, 2019 Planning Commission meeting.
