CONSENT ID#19-091 Minutes Upon motion by Committee member Stettenbenz, seconded by Committee member Cervantes, the minutes of October 24, 2018.was approved. The motion carried by the following vote: Ayes: 4- Leopoldo De La Rosa, Brian Stettenbenz, Tom Lynch and Yolanda Cervantes ADMINISTRATIVE REPORTS ID#19-261 Police Department Update Chief Fresé, Assistant Chief Filice, and Sgt. Robert Hampson provided the report. Update on Red Light Camera Vera Mobility formally known as American Traffic Solutions, has been chosen as the vendor with a guarantee that there will be no cost to the City of Salinas. City of Salinas Page 1 Police Community Advisory Meeting Minutes - Final April 24, 2019 Committee The four intersections that have been chosen are the following:  N. Sanborn Rd at E. Laurel Dr  N. Main at E. Boronda  E. Laurel Dr at Davis Rd  N. Main St at Laurel Dr Vera Mobility will be using uses still cameras, video, and radar. The system is able to predict if a vehicle will fail to stoprun the signal. Violator will receive the ticket and pictures in the mail. They can view the video online. Vera Mobility will also provide free marketing. Homeless Outreach Team have selected and placed one full time police officer to be dedicated to outreach to our homeless population who will begin in the Chinatown area. The officer will be present along with 1-2 public works employees when clean-ups occur. Collision Center We have found a location which will be in city hall next to the recruitment officers office. We are ready to go on our part but need to modify the contract and will then be presented to the city manager for approval. Program will be at no cost to the community. Term of the contract will be threes year, after the three years we will reevaluate. This program will be well promoted. Staffing Report 174 sworn officers out of 155 current that are authorized, 12 positions are frozen (2 sergeant positions and 10 officers.) Currently have 6 sworn officer positions to fill, one officer will be graduating the academy on May 29th. Three laterals were sworn in on Monday. Police Office and Employee of the Year Employee of the year Melissa Roman and Officer of the year Isidoro Medrano were recognized at the Police departments awards ceremony. JQ Wilson Community Policing Award recipient for Community Policing in a Challenging Environment. We put together a team and a chose a project which made a difference in the community and that was Closter Park. Denim Day April is Sexual Assault Awareness Month. Wednesday, April 24th is Demin day. The goal is to raise public awareness about sexual violence and to educate the community about how to prevent it. S.P.A.R.K. Program Salinas Police Awareness, Responsibility, and Knowledge Team is to engage high school aged kids and teach them basic life skills that will make them safer and more knowledgeable. The program will also provide a driver awareness portion. This will be a five-week program lead by Commander Matt Maldonado. FUTURE AGENDA ITEMS None City of Salinas Page 2 Police Community Advisory Meeting Minutes - Final April 24, 2019 Committee COMMITTEE COMMENTS / REPORTS Committee Member Stettenbenz reported that he was able to go on a ride along and just to watch for four hours what he does on a typical shift is inspiring and a great honor to ride with him Chairperson Lynch mentioned that on April 16th, he had the pleasure of attending along with Chief Fresé as her guest along with Assistant Chief Filice and Martinez and about 300 other invited guests an awards ceremony at CSUMB. The Child Abuse Prevention Council awarded Chief Fresé the "Community Peace Award" for her work in the community and to change and improve the lives of abused and neglected children. Congratulations again Chief. I completed and submitted to Kendall Gray the first part of my application and I have another part to complete and submit. Chief f invited me to serve as a member of the advisory be smart initiative be safe gun initiative for Monterey county and I agreed. The program is designed to keep children from accessing loaded guns that are not safely stored in the home, I will attend the first meeting May 31st. As a reminder all members of PCAC are to go on a ride along as part of our commitment. I would like to remind our committee members we are a committee and not a commission we serve at the pleasure of the Chief and our function is to bring concerns, observations, ideas, and suggestions to our Chief’s. This committee cannot enact policy and we are here in my view, my position is to serve as an ambassador to our police department. Our next PCAC meeting is July 31st.
