CONSENT ID#19-406 Minutes Upon motion by Chairperson Lynch, seconded by Committee member Stettenbenz, the minutes of April 24, 2019 was approved. The motion carried by the following vote: Ayes: 4- Leopoldo De La Rosa, Brian Stettenbenz, Tom Lynch and Yolanda Cervantes ADMINISTRATIVE REPORTS ID#19-407 Fleet Purchase Received report from Assistant Chief Felice. Proposal was presented to City Council for purchase of more vehicles to replenish fleet. Council Resolution will be presented. Need to purchase more Explorers and Chargers. Different officers need different vehicles depending on their height, their training etc. Received report. City of Salinas Page 1 Police Community Advisory Meeting Minutes - Unofficial July 24, 2019 Committee ID#19-408 Chief’s Report Received report from Chief Frese. New collision report center will be opening so residents can go there when they have been involved in a non-injury vehicle collision. SWAT is getting new ballistic vests as theirs expired in May 2019. Purchase will be going before council during next council meeting. New Enduro unit is up and running. Rodeo week was the first week the unit had been out and working events. Have begun debriefing new officers just prior to being released from training. Asking them questions about the FTO program etc. Hoping to improve the attrition rate. Implementing new software program called iSubpoena to help improve efficiency of subpoenaing officers to court. SPD is receiving an award from Homeland Security for HSI partner of the year award. HIS has been helping and working with SPD. Charro Suit for special events was a decision that the Chief made to try and find ways to improve relationships with the community. Around 80% of Salinas is of Latino origin. This suit was not purchased with taxpayer money. 1. Enduro Unit 2. Staffing Report 3. PD’s Award from HSI FUTURE AGENDA ITEMS COMMITTEE MEMBER COMMENTS / REPORTS Committee Member DeLaRosa From the last meeting until now ordinances are passed by City Council that there is still confusion about. Ordinance about semi-trailers, getting different answers from different officers. People like to park on corners which creates a hazard. People complain about it and nothing gets done. Since January 1st, I have been reporting a catering truck near a fire hydrant and nothing is getting done about it. There was an incident with a guy on a bike. Why so many officers for 1 guy on a bike? I want answers. Committee Chair Lynch Met with Red Light Camera representatives to try and create some kind of PSA for new Red-Light Cameras. Went to the Chief’s Speech about the State of the PD, it was a wonderful event. Went on a ride along with Officer Sutton, he is a great officer. Offered congratulations on report of homicides being down.
