City Council Meeting April 23, 2024 Responses to City Council Agenda Questions 7:00pm Regular Meeting 7a. Update to User Fee Schedule for FY24/25 • Reviewed the staff report and wanted to check on the RAC cost comparisons for neighboring cities. Our previous study session included a number of these costs. It would be helpful to see the cost comparisons. The fees for the RAC are derived from the Implementation Plan and benchmarking during the development of the plan. The changes presented to the City Council tonight regarding membership are based on a comprehensive model rather than an a la carte. This is due to the interior building layout and access configurations of the RAC. The a la carte model would require additional resources throughout the building to monitor access. The implementation plan took into account new facilities that offer similar amenities but are reflective of a San Bruno market. But the state law does still allow the city to require parking for a very short list of uses, including hotels, and there is also the possibility that the state may modify or rescind the law in the future. Thus, staff recommends maintaining the fee, and indexing it annually for inflation. 3
