CALL TO ORDER The meeting was called to order at 7:00 pm. 2. ROLL CALL Councilmembers Alvarez, Hamilton, M. Medina, Vice Mayor Salazar and Mayor R. Medina were all present. 3. PLEDGE OF ALLEGIANCE Mayor R. Medina led the ledge. 4. PUBLIC COMMENTS FOR ITEMS NOT ON THE AGENDA The following members of the public provided public comment: RamiA Ray Moser Kamilah Eleni Justin Chris Neda J Cynthia Jamal Katout Hibah H Mayor R. Medina provided brief update on Portola Elementary School incident. Mayor R. Medina allowed unknown member of the public to speak under Public Comment for Items not on the Agenda. 5. ANNOuNCEMENTS/PRESENTATIONS a. Proclamation in Recognition of Juneteenth as National Freedom Day b. Proclamation Recognizing June 16-22, 2024 as National Mosquito Control Awareness Week Rachel Curtis-Robles, ph.o., Public Health Education & Outreach Officer, accepted proclamation c. Receive Update From Recology San Bruno on the Recent Spring Drop Off Day Event Held on Saturday, April 27, 2024 Recology Genera Manager Kirsten Pinochi presented item to the City Council City Council - Minutes June I 1, 2024 Page 2 of 4 No members of the public wished to speak under Announcements/Presentations 6. CONSENT CALENDAR a. Approve the Draft Special Meeting Minutes for May 14, 2024 and Regular Meeting Minutes for May 14, 2024 b. Approve Accounts Payable for May 28, 2024 and June 3, 2024 c. Accept Payroll for May 19, 2024 d. Approve Investment Report Dated April 30, 2024 e. Consider Adoption of a Resolution Granting Fireworks Stand Permits for 2024 f. Consider Adoption of a Resolution to Provide for the Conduct of a November 5, 2024, General Municipal Election for Officers: 1 ) Calling and Giving Notice of Holding a General Municipal Election to be Held on Tuesday, November 5, 2024, for the Election of Certain Officers as Required by the Provisions of Laws of the State of California Relating to General Law Cities; 2) Requesting Election Consolidation With the Statewide General Election to be Held on Tuesday, November 5, 2024; 3) Contracting With the San Mateo County Chief Elections Officer and Assessor- County Clerk-Recorder For Elections Services; and 4) Providing for Notice of Election g. Consider Adoption of a Resolution Accepting the Oakmont Manhole Emergency Repair Project as Complete, Authorizing the Filing of a Notice of Completion With the San Mateo County Recorder's Office, and Authorizing the Release of the Construction Contract Retention in the Amount of $"l1,333.03 h. Consider Adoption of a Resolution Accepting the Avenues 3-1 Sewer and Water Main Replacement Project as Complete, Authorizing the Filing of Notice of Completion with the San Mateo County Recorder's Office, and Authorizing Release of the Construction Contract Retention in the Amount of $476,346.12 i. Consider Adoption of a Resolution: a Accepting and Appropriating the Metropolitan Transportation Commission's Transportation Development Act Article 3 Fiscal Year 2023/2024 Funding in the Amount of $380,700 for Safe Routes to School High- Priority Improvements No items were pulled for a separate vote. Item h - Councilmember M. Medina pulled item for comments. Item l- Councilmember Hamilton pulled item for comments. No members of the public wished to speak under Consent Calendar. M/S Salazar/Hamilton to approve the Consent Calendar. The motion passed unanimously. 7. CONDUCT OF BUSINESS a. Receive the City Manager's Recommended Budget for Fiscal Year 2024-25 and Provide Direction for Preparation of the City Council Adopted Budget Which is Scheduled for Final Approval on June 25, 2024 City Manager Alex Mclntyre and Chief Financial Officer Nick Pegueros presented the item to the City Council and answered questions. Community Services Director Travis Karlen answered questions. No members of the public wished to speak under this item. No reportable action was taken. b. Receive Report on the Fiscal Year 2024-25 San Bruno Community Foundation Operating Budget San Bruno Community Foundation Executive Director Leslie Hatamiya presented the item to the City Council. No members of the public wished to speak under this item. No reportable action was taken. 8. PUBLIC HEARING(S) Item b - Mayor R. Medina moved the item up b. Hold a Public Hearing and Consider Adoption of a Resolution Ordering the Annual Sewer Services Charges for Fiscal Year 2024-25 to be Collected on the County of San Mateo Property Tax Roll and Authorizing Certain Actions in Connection Therewith City Clerk Lupita Huerta stated the City received 22 written protests against the sewer service charges being collected on the County of San Mateo Property Tax Roll. The number of written protests do not represent the owners of a majority of the parcels of property described in the report. Chief Financial Officer Nick Pegueros presented the item to the City Council and answered questions. The following members of the public provided public comment: * Unknown member of the public * Ray Moser * San Bruno resident * Kevin Nelson @ Ann Buelow * Jodi Young City Clerk Lupita Huerta advised no additional written protests were received. The number of received written protests remains at 22. M/S Salazar / Alvarez to close the public hearing. Motion passed unanimously. City Clerk Lupita Huerta confirmed the number of received written protests remains at 22. M/S Salazar/ Hamilton to approve the resolution. Motion passed unanimously. a. Hold Public Hearing and Consider Adoption of a Resolution Approving the Fiscal Year 2024-25 Rates for Solid Waste Collection Services with Recology San Bruno Chief Financial Officer Nick Pegueros presented the item to the City Council The following members of the public provided public comment: * Maria Concha City Council - Minutes June 11, 2024 Page 4 of 4 Recology General Manager Kirsten Pinochi answered questions. M/S Salazar/Hamilton to close public hearing. Motion passed unanimously. City Clerk Lupita Huerta stated the City received 19 written protests against the solid waste collection rates. The number of written protests do not represent one-half or more of the property upon which the solid waste collection rates are proposed to be imposed. M/S Salazar / M. Medina to approve resolution. Motion passed unanimously. c. Hold a Public Hearing and Adopt a Resolution Amending the City's User Fee Schedule Effective July 1, 2024 and Direct Staff to Compile and Publish a Comprehensive Master Fee Schedule Chief Financial Officer Nick Pegueros presented the item to the City Council.
