MEETING MINUTES
Senior Advisory Board
November 19, 2024
1. CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior
Advisory Board to order at 9:01 a.m. Board Members Present: Chair Bunny Epperson, Vice
Chair Priscilla Martinez, Linda Boscono, Barbara Cox, Yasmin Froehling, Ralph Olcese, and
Joyce Satow. Staff Present: Karlen, Rosin.
2. PLEDGE OF ALLEGIANCE: Chair Epperson led the Pledge of Allegiance.
3. APPROVAL OF THE AGENDA: The Board accepted the agenda.
4. APPROVAL OF MINUTES: The Board accepted the minutes of the October 15, 2024
meeting.
5. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA:
Councilmember Marty Medina spoke about the upcoming grocery distribution at Belle Air
Elementary School on Wednesday, November 27th.
6. NEW BUSINESS:
a. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center
Historical Front Desk Sign In Data from October 2024 – Board Member Cox asked
about adjusting the number of daily meals ordered. Senior Services Manager Rosin
stated that it was being monitored closely. Board Member Satow asked about meals on
October 31st. Board Member Cox expected higher numbers for historical sign in data on
October 31st. Senior Services Manager Rosin stated she would work with staff on
getting a consistent system in place.
b. Accept date and time of Volunteer Appreciation Event - Senior Services Manager
Rosin presented the staff report. Board Members discussed and decided on Saturday,
January 25th in the mid-afternoon for three hours at the Senior Center.
c. Accept Staff Recommendation to Cancel December 17, 2024, Senior Advisory Board
Meeting - Senior Services Manager Rosin presented the staff report. MSC
Cox/Satow. Unanimous.
d. Receive information on Senior Advisory Board Elections - Senior Services Manager
Rosin presented the staff report.
7. UNFINISHED BUSINESS:
a. Receive and File revised Monthly Class Attendance from September 2024 - Senior
Services Manager Rosin distributed new report.
b. Update on Funding request information gathering - Senior Services Manager Rosin
stated the information was still being gathered. Director Karlen stated things could
come forward as a mid-year adjustment request to the City Council or they could come
during the budget cycle for the next fiscal year.
c. Restrooms and Facility Updates - Senior Services Manager Rosin stated the plans
were with the City’s Planning Department and updated schematics from the architects
should be received in the next couple of weeks. Director Karlen stated that formalized
plans could be shared with the board members if they were received.
d. Update on Senior Center Memberships
8. ITEMS FROM STAFF:
a. Update on Nutrition Program donations - Senior Services Manager Rosin stated that
donations had been consistent. Staff would be supporting the lunch desk volunteers
starting December 1st to help with any confusion about exceptions and educating people
about the location of the donation box.
b. City staff are always available to discuss matters of concern with the public around
Senior Services and the San Bruno Senior Center, from informal quick chats to
scheduled meetings – the door is always open. Senior Services Manager Rosin stated
she and staff were always willing to find time to talk.
c. Access programs at the RAC – Director Karlen stated $2.25 million grant was secured
for startup operations at the RAC. Funding was to be used for programs that helped with
access to the RAC for all populations. He reviewed some programs and accessibility
ideas. He asked for ideas to be put into the suggestion box.
9. ITEMS FROM BOARD MEMBERS

unless they are specifically listed for discussion.
Board Member Boscono asked about bocce scheduling. Senior Services Manager Rosin
stated Recreation Coordinator Tomasello would be the main contact for the program and
team signups would begin December 2nd.
Board Member Boscono asked about food at the Volunteer Appreciation Event. She stated
in the past it was a sit-down meal. Senior Services Manager Rosin stated
recommendations were welcomed. Board Member Cox stated that past meals had been
served at City staff or City Council.
Board Member Olcese asked about cleaning the garden. Senior Services Manager Rosin
stated she would talk to staff to get it cleaned up.
Board Member Satow spoke about the great addition of bringing back Freddie’s Café. She
read some items from a patron: issue with the length of the traffic signal and food handling
protocol reminders. Director Karlen stated staff would pass signal concerns to the traffic
engineer.
Board Member Cox stated she had received many complaints about the dirty lunchroom
floor, the inconsistency of table placement, the flashing/lining on some of the tables
continuing to fall or pull away, and cobwebs in the lobby. She thanked staff for deep
cleaning the tile again and asked about having this done on a regular schedule. Senior
Services Manager Rosin stated she would work with staff.
Chair Epperson spoke about people not being considerate of each other at the pastry table
and maybe limiting amounts could be discussed. She asked about the status of hiring the
Nutrition Services Coordinator and the continuation of catering. Director Karlen stated this
would be a conversation during mid-year budget.
Board Member Cox asked about the Nutrition Site Council moving into an office. Senior
Services Manager Rosin stated the office would be ready by the end of the year.
Board Member Froehling and Board Member Satow echoed the same concerns about
the pastry table and the free table. Chair Epperson stated the pastry sign schedule needed
to be updated.
Public Comment: John Barrelier spoke about omissions and errors on the Code of
Conduct and lack of free speech at the Senior Center.
10. ADJOURNMENT: Meeting was adjourned at 9:48 a.m.

Senior Advisory Board
October 15, 2024
1. CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior
Advisory Board to order at 9:01 a.m. Board Members Present: Chair Bunny Epperson, Vice
Chair Priscilla Martinez, Linda Boscono, Barbara Cox, Yasmin Froehling, Ralph Olcese, and
Joyce Satow. Staff Present: Rosin, Sandholm.
2. PLEDGE OF ALLEGIANCE: Chair Epperson led the Pledge of Allegiance.
3. APPROVAL OF THE AGENDA: The Board accepted the agenda.
4. APPROVAL OF MINUTES: The Board accepted the minutes of the September 17, 2024
meeting.
5. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA:
John Barrelier spoke about the lack of freedom of speech at the Senior Center and
requested a corrected code of conduct.
6. NEW BUSINESS:
a. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center
Historical Front Desk Sign In Data from September 2024 – Board Member Cox asked
about bingo numbers. Chair Epperson asked about billiard numbers. Questions about
the number of meals for September 4th and September 5th. Board Member Cox asked
for the agenda packet to be printed correctly. Senior Services Manager Rosin stated
she would bring back numbers at next meeting and would research number of meals.
She stated that staff would work on getting billiard players to sign in.
b. Volunteer Appreciation Event – Deputy Director Sandholm presented the staff report.
Board Members stated that they would like the event at the Senior Center, volunteers
only with no plus one, three-hour event on a Saturday, and other entertainment.
c. Recommendations for Funding Requests – Senior Services Manager Rosin presented
the staff report. Discussion on recommendations.
7. UNFINISHED BUSINESS:
a. Restrooms and Facility Update – Senior Services Manager Rosin stated the architects
were working with the County.
b. Bocce Court Improvement Update – Board Member Olcese recommended meeting
with the contractor to show them the problems. Senior Services Manager Rosin stated
they were contracted to do a deep maintenance. She spoke to the Parks Manager and
asked him to let the contractor know that the court wasn’t level. The contractor would be
coming back to install the bumpers.
c. Senior Center Membership Update – Senior Services Manager Rosin stated the
November newsletter would include all of the information.
8. ITEMS FROM STAFF:
a. Personnel Update – Senior Services Manager Rosin stated recruitment for the
nutrition coordinator position would hopefully open soon. She stated she was working
with HR about having the coordinator position as a full-time administrative position. It
would be a separate position from a chef or catering.
b. Nutrition Program Update – Senior Services Manager Rosin stated December 1st
would be the date when no exceptions to the program would be allowed. She stated that
there was a volunteer meeting set for the end of October. If anyone had questions, they
should speak with her.

Board Member Satow spoke about drivers parking in a diagonal manner and asked for a
reminder in the newsletter about parking between the white lines and suggested having
signs installed. Senior Services Manager Rosin stated that a reminder could be added to
the newsletter and announcements could be made at lunch.
Board Member Boscono asked for the status of her previous request about how much
money was coming in with the different lunch box locations. Senior Services Manager
Rosin stated she would follow up with Director Karlen.
Board Member Boscono asked if a letter could be sent to Trader Joe’s about the
continuation of donations. Board Member Cox stated that staff needed to talk to the Food
Runners because they took the excess.
Board Member Boscono asked about installing a no dumping of personal garbage sign at
the cans. Staff knew of the situation and had spoken to the patron.
Board Member Boscono recommended a recipe exchange and the creation of a recipe
booklet for sale. She also recommended a karaoke night and bringing back the variety
show.
Board Member Cox stated that from the Nutrition Site Council’s standpoint, Freddy’s Café
was a big success.
Board Member Cox stated that there were older pastry program volunteers that would like
to back off their frequency. She suggested that staff may want to start talking with people
about picking up the delivery schedules.
Chair Epperson asked if there was a designated person that worked on available grants.
Senior Services Manager Rosin stated she was the designated person and that she was
currently working on one for 2025. She stated that finding different funding sources was part
of her job. Chair Epperson asked for a report on donations made to the Trust Fund.
Board Member Froehling stated that patrons would like a professional to come and give
covid shots. In the past, there were blood pressure and hearing tests.
Vice Chair Martinez spoke about the people coming in for the pastry tables and about
where people are placing their trays for seconds at lunch. She spoke about someone falling
due to the slick floor. Board Member Cox stated that the tiles were getting dirty again and
asked for a deep steam cleaning which included the area behind Freddy’s Café. Senior
Center Manager Rosin stated she would speak with the Facilities team.
10. ADJOURNMENT: Meeting was adjourned at 10:23 a.m.

SUBJECT: Volunteer Appreciation Event
BACKGROUND:
Volunteers play a vital role in enhancing programming, community comradery, and making the
San Bruno Senior Center the hub of activity for seniors. Their hand work encompasses a wide
range of activities, from organizing social events and educational programs to providing essential
support for patrons. These dedicated individuals contribute countless hours, fostering a warm and
inclusive environment that helps seniors engage with one another and feel connected.
The COVID-19 pandemic and other challenges have prevented the center from hosting a
volunteer appreciation event for the past few years. This absence has made it difficult to recognize
and celebrate the invaluable contributions. Acknowledging and celebrating their efforts through a
dedicated event shows gratitude, strengthens the sense of community, and encourages
volunteerism in the future.
DISCUSSION:
Historically this event has been held at the Senior Center in the Assembly Room. Based on formal
and informal discussion and feedback, the event will be held at the San Bruno Senior Center at
the end of January 2025.
Staff is recommending a sit-down meal, or buffet meal option with non-alcoholic beverages for
the event rather than appetizers. We seek the Senior Advisory Board’s input into what volunteers
may appreciate.
We welcome a discussion on details listed below.

C. Catering: Heavy hors d'oeuvres

Board Meeting
BACKGROUND:
Due to the December Advisory Board Meeting falling right before the holidays, staff recommends
the Board cancel the regularly scheduled meeting. If there are any time sensitive items, Staff will
recommend the Board hold the December meeting or schedule a special meeting to discuss
pertinent business.
DISCUSSION:
At this time, it is not anticipated there will be time sensitive items brought to the Board in
December. Any business that is brought forward will be discussed in January 2025.
FISCAL IMPACT:
No fiscal impact is associated with this report.
RECOMMENDATION:
Staff recommends that the Board cancel its December 17, 2024, meeting.

SUBJECT: Senior Advisory Board Election Update
BACKGROUND:
The Senior Advisory Board consists of six members and one appointed representative from the
Nutrition Site Council. Member terms end in January and elected members are sworn in at the
February meeting.
Linda Boscono, Yasmin Froehling, Ralph Olcese, and Joyce Satow were elected in 2023 for a
two-year term and will be required to submit an application and candidate statement if they intend
to run for re-election.
DISCUSSION:
The process to run for the Senior Advisory Board begins with a call for candidates published in
the December and January newsletters, announced during lunch time, and posted throughout the
Senior Center. Adults 50 and over who reside in San Bruno and desire to run for a board position
will fill out and return an application and a candidate statement describing why they are interested
in serving on the board.
If more applications are received than vacant seats, a small candidate forum is arranged during
lunch for the resident seniors to meet the candidates. An election is held on the first Wednesday
of February and is presided over by the City Clerk or Deputy City Clerk. Voting is open to San
Bruno residents aged 50 or older.
Applications for four Board positions will be accepted from December 16, 2024 through January
24, 2025. The position vacancies will be advertised in the December and January newsletters.
Nominations from the floor at the January 21, 2025, Senior Advisory Board meeting will also be
permitted.
If there are more than four applicants, an election will be held on Wednesday, February 5, 2025,
from 9:00 am – 3:30 pm. Each senior that wishes to vote will receive a ballot after proof of age
and San Bruno residency has been established.
If there are four applications or less, the qualified applicants will be automatically appointed to the
Board.
