Public Comment: If you wish to address the City Council, please complete a “Request to Speak” form. Forms are
located at the rear of the Council Chambers. Be sure to indicate which item number you wish to address .
Comments are limited to FIVE minutes, unless you meet the requirements of a formal or informal organization and
have registered your organization with the City Clerk in advance. Speakers are asked to fill out a “Request to
Speak” form and hand it to staff, although provision of a name, address, or other identifying information is optional.
The Oral Communication segment of the agenda is for the purpose of allowing the public to address the City
Council on any matter NOT listed on the agenda. Speakers are limited to only one opportunity to address the
Council under Oral Communications. The Oral Communication segment is split on the agenda and begins with a
15-minute timed segment during which the Council will hear as many speakers as possible. Upon the conclusion
of the 15-minute timed segment, any remaining speakers will automatically be called during the continuation of the
Oral Communication segment at the end of the agenda. The City Council is prohibited by state law from taking
action on items NOT listed on the Agenda. However, they may refer the matter to staff for a future report and
recommendation. If you wish to speak under “Oral Communications,” please complete a “Request to Speak” form
as noted above.
Meeting Schedule and Broadcast Information: Regular City Council meetings are held on the second and fourth
Tuesday of each month at 6:00 pm in the Council Chambers. City meetings are broadcast LIVE on San Marcos
Community Television (SMTV) on Cox Channel 19, Time Warner Channel 24 and AT&T Channel 99. Meetings are
also streamed live and archived online at www.san-marcos.net.
Agendas: Agenda packets are available for public inspection 72 hours prior to scheduled meetings at the City
Clerk Department located on the second floor of City Hall, 1 Civic Center Drive, San Marcos, during normal
business hours. Packet documents are also posted online at www.san-marcos.net.

CHAPTERS 20.230 AND 20.425 OF THE SAN MARCOS MUNICIPAL
CODE RELATING TO ACCESSORY ENTERTAINMENT IN TASTING
ROOMS
Recommendation: ADOPT second reading of an ordinance amending certain provisions under Title 20
(20.425.060, Table 20.230-2) of the San Marcos Municipal Code (TA 19-0003) to allow
accessory entertainment in Tasting Rooms and find the project categorically exempt
from the California Environmental Quality Act (CEQA) (CEQA Exemption 19-030).

5. TMP-1309 RESOLUTION NO. SA 2020-029 - APPROVING THE 20-21 RECOGNIZED
OBLIGATION PAYMENTS SCHEDULE (ROPS) AND ADMINISTRATION
BUDGET AS REQUIRED BY HEALTH & SAFETY CODE SECTION 34177
Recommendation: ADOPT a resolution approving the Recognized Obligation Payment Schedule (ROPS)
and Administration Budget for the required filing period of July 1, 2020 through June 30,

6. TMP-0904 RESOLUTION NO. 2020-8710 - AWARDING A FIVE-YEAR CONTRACT FOR
JANITORIAL SERVICES
Recommendation: ADOPT a resolution awarding a five-year janitorial services contract to CCS San Diego
Janitorial, Inc., in the maximum amount of $1,300,000.

7. TMP-1301 RESOLUTION NO. 2020-8712 - APPROVING THE CONSTRUCTION
DRAWINGS, AUTHORIZING THE CITY MANAGER TO AWARD AND
EXECUTE THE CONSTRUCTION CONTRACT AND TO FINALIZE AND
EXECUTE CONTRACT DOCUMENTS, APPROPRIATING ADDITIONAL
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, AND
REALLOCATING FUNDS FOR THE CITYWIDE ADA INFRASTRUCTURE
IMPROVEMENTS PROJECT (CIP #ST009)
Recommendation: ADOPT a resolution to approve the construction drawings, delegate to and authorize the
City Manager to award the contract, and to finalize and execute contract documents,
appropriate an additional $515,000 of CDBG funds and reallocate $135,000 from the
San Marcos Boulevard at Discovery Street Intersection Improvements Project (CIP#
86002) to the Citywide ADA infrastructure Improvements Project (CIP# ST009).

RESOLUTION 2002-5865 FOR THE SAN MARCOS BOULEVARD SLOPE
STABILIZATION PROJECT (CIP #ST006)
Recommendation: ADOPT a resolution to approve the construction drawings, authorize bids, and approve a
temporary waiver of the requirements of Resolution 2002-5865 to allow work to occur
along San Marcos Boulevard at hours approved by the City Engineer, for the San
Marcos Boulevard Slope Stabilization Project (CIP #ST006).

9. TMP-1305 RESOLUTION NO. 2020-8714 - FINDING CROSSTOWN ELECTRICAL AND
DATA, INC. TO BE THE MOST QUALIFIED AND RESPONSIVE
PROPOSER, AND AUTHORIZING AND DELEGATING TO THE CITY
MANAGER THE AUTHORITY TO NEGOTIATE, FINALIZE, AND EXECUTE A
DESIGN-BUILD CONTRACT WITH CROSSTOWN ELECTRICAL AND DATA,

Electrical and Data, Inc., for the Traffic Management Center System Enhancements

Specific Plan Areas) to Specific Plan Area (Mission 316) and to make applicable text
changes to figures and tables reflecting said amendment;
3. APPROVE first reading of Ordinance 2020-1482 (Specific Plan Amendment SP
18-0003) to amend the existing Mission 316 Specific Plan to add the 3.7-acre project
site within the Specific Plan boundaries;
4. APPROVE first reading of Ordinance 2020-1483 (Specific Plan Amendment SP
18-0005) to amend the Heart of the City Specific Plan to revise certain maps and land
use graphics within the Specific Plan document to reflect the new Mission 316 Specific
Plan area boundary;
5. APPROVE Resolution 2020-8707 (Tentative Subdivision Map TSM 18-0003) to create
67 residential condominiums, drive aisles, private and common open spaces lots;
6. APPROVE Resolution 2020-8708 (Multifamily Site Development Plan MFSDP
18-0003) to address the design of the 9 multifamily buildings, site floor plans, building
elevations, parking and private and common usable open space areas;
7. APPROVE Resolution 2020-8709 (Conditional Use Permit CUP 18-0007) to allow for
the temporary use of a rock crusher during grading operations; and
8. APPROVE Resolution 2020-8710 (Grading Variance GV18-0002) to allow
manufactured slopes in excess of 20 feet in height within the project site.
