In the interest of reducing the spread of COVID 19, members of the public may only view the meeting online and/or on television, and may not be present in the Council Chamber. Public Comment: To submit a public comment at the City Council meeting, please email cityclerk@san-marcos.net and write “Public Comment” in the subject line, or identify the number of the Agenda item on which you are commenting. In the body of the email, include the item number and /or title of the item as well as your comments. Email comments on matters not on the agenda must be submitted prior to the time the Mayor calls the Oral Communications item. Email comments on any agenda item must be submitted prior to the time the Mayor closes public comments on the agenda item. Please be advised that all emailed comments are subject to the same rules as would otherwise apply to speaker comments at any Council meeting, and that electronic comments on agenda items for this meeting may only be submitted by email. Comments via text message and/or social media (Facebook, Twitter, Instagram, etc.), will not be accepted. The City Clerk will read all email comments, provided that the reading will not exceed five (5) minutes, or such other time as the Council may provide, consistent with its ability to set time parameters for public comment at a Council meeting. If persons submitting comments do not want their comment to be read out loud at the meeting (not to exceed five minutes), they should note “Do Not Read Out Loud at Meeting” at the top of the email. All emailed comments received by 4:00 pm will be provided to the City Council members and included as “Supplemental Information” on the City’s website prior to the meeting. Those comments received after 4:00 pm and prior to the close of public comment on the applicable agenda item will be added to the record and will be shared with the City Council members at the meeting. TMP-1433 RESOLUTION NO. 2020-8814 - AWARDING A PURCHASE CONTRACT TO SOUTH COAST FIRE EQUIPMENT, INC./PIERCE MANUFACTURING AND LEASE AGREEMENT WITH PNC EQUIPMENT FINANCE FOR ONE (1) TYPE III FIRE ENGINE AND PURCHASE OF ASSOCIATED SUPPORT EQUIPMENT. Recommendation: ADOPT a resolution awarding a purchase contract to South Coast Fire Equipment Inc./Pierce Manufacturing and a lease agreement with PNC Equipment Finance for one (1) Type III Fire Engine and purchase of associated support equipment. TMP-1438 RESOLUTION NO. 2020-8815 - AUTHORIZING AWARD OF A CONTRACT AND DELEGATING AUTHORITY TO THE CITY MANAGER TO NEGOTIATE, FINALIZE, AND EXECUTE A CONSULTANT SERVICES CONTRACT AND ALL RELATED DOCUMENTS WITH EXIGENT SYSTEMS INC. Recommendation: ADOPT a resolution authorizing the award of a consultant services contract and delegating authority to the City Manager to negotiate, finalize, and execute a consulting services contract and all related documents to Exigent Systems Inc.. TMP-1422 RESOLUTION NO. 2020-8816 - AWARDING BULK FUEL SERVICES CONTRACT Recommendation: ADOPT a resolution awarding a bulk fuel services contract and authorizing the City Manager or delegated designee to finalize and execute the contract and all related documents to Southern Counties Lubricants, LLC. for as needed bulk fuel service. TMP-1432 RESOLUTION NO. 2020-8817 - APPROPRIATING ADDITIONAL FUNDS TO THE SUNSET PARK AND MISSION SPORTS PARK SYNTHETIC TURF REPLACEMENT PROJECT (CIP #PK001) Recommendation: ADOPT a resolution appropriating $42,937 of additional funds to the Sunset Park & Mission Sports Park Synthetic Turf Replacement project (CIP #PK001), increasing the project budget to $324,187. SHA 2020-042 - DISPOSAL OF FIVE AFFORDABLE SMALL HOUSING PROPERTY INTERESTS OF THE SUCCESSOR HOUSING AGENCY Recommendation: ADOPT a resolution awarding authorizing the City as the Successor Housing Agency to the former Redevelopment Agency (RDA) to: 1. Sell three manufactured home lots and vacated homes located at 500 Rancheros Drive, Spaces 21 & 94, and 1219 E. Barham Drive, Space 169, as "small housing projects" pursuant to California Health and Safety Code (HSC), limiting the resale of 500 Rancheros Drive, Spaces #21 and #94 and 1219 E. Barham Drive, Space 169 to persons of low- or moderate-income in accordance with the redevelopment plan; and 2. Sell two manufactured home lots and vacated homes located at 500 Rancheros Drive, Space 122 and 150 S. Rancho Santa Fe Rd, Space 146, in the event tenant abandons property or desires to purchase at market rate as determined by certified appraiser, as "small housing projects" pursuant to California HSC, conditioned on the resale of Spaces #146 and #122 to persons of low- or moderate-income in accordance to the redevelopment place; and 3. Report on the sale of the manufactured home lots as per HSC 33433(c)(1) at the end of the fiscal year in which they are sold.
