MEETING MINUTES Criminal Justice Reform Committee June 2, 2021 | 2:00 – 3:00 p.m. I. CALL TO ORDER The Criminal Justice Reform Committee convened in a regular meeting held virtually on Wednesday, June 2, 2021. Committee Chair Maxfield Baker called the meeting to order at 2:01 p.m. II. ROLL CALL Committee Members in attendance included: Members: Mayor Jane Hughson Councilmember Maxfield Baker (Committee Chair) Councilmember Alyssa Garza Staff Support: City Manager Bert Lumbreras Director of Public Safety Chase Stapp Police Chief Stan Standridge Assistant Police Chief Bob Klett Assistant Police Chief Brandon Winkenwerder Administrative Coordinator/Minute Taker Tammy Strakos III. MINUTES: REVIEW AND APPROVE MEETING MINUTES FROM 5.5.21 A motion was made by Mayor Jane Hughson to approve the Criminal Justice Committee Meeting Minutes from 5.5.21. Motion was seconded by Chair Maxfield Baker. All in favor, none opposed. Motion carried. IV. PRESENTATION: VERA INSTITUTE Presentation was made by Sarah Minion and Frankie Wunschel from VERA Institute of Justice regarding Cite & Release Data Analysis and the various ways in which VERA believes it can serve as a resource. At request of committee members, Chief Standridge will review MOU presented by VERA and provide feedback at next regular meeting. V. REVIEW & DISCUSSION: SMPD GOALS & OBJECTIVES (Chief Standridge) Chief Standridge presented a priority list of current goals and objectives he has identified with his team for the San Marcos Police Department and answered questions/concerns from committee members. VI. IDENTIFY AGENDA ITEMS FOR FUTURE MEETINGS | NEXT MEETING: 7.7.21 • 5.5.21: Present an overview of mental health processes in San Marcos and the State of Texas as it relates to law enforcement and civil vs. criminal confinement. Chief Standridge will also discuss departmental wellness and resiliency in the context of mental health of our employees. Councilmember Garza requests a list of any applicable reading materials on the subject. (Chief Standridge, 7.7 meeting, first priority) • 6.2.21: MOU from VERA. Chief Standridge to present findings from MOU research. (Chief Standridge, second priority at 7.7 meeting with possible preliminary emails of explanation) VII. ADJOURN Chair Baker adjourned the meeting at 3:10 p.m. without objection.
