San Marcos Neighborhood Commission Regular Meeting Conference Room, City Hall 630 E Hopkins, San Marcos, TX 78666 September 19, 2018 MINUTES 1. Call to Order Meeting was called to order by Committee Chair Elena Duran at 6:16 p.m. 2. Roll Call Present were Elena Duran, Kenneth Dees, Cathy Dillon, Michelle McWatters, Roland Saucedo and Lizbeth Dobbins. Absent were Blanca Loya, Tres Hefter, Lupe Costilla and Sean Quinones. 3. Approval of Minutes Elena Duran called for a motion to accept meeting minutes from August 15, 2018. Motion made to approve by Roland Saucedo, seconded by Lizbeth Dobbins. All in favor, minutes were approved. 4. Citizen Comment Period - None 5. Update on reorganization/new roles within Neighborhood Services Jeff Caldwell, Neighborhood Services, provided an update on City’s reorganization. Department has been restructured to focus on neighborhood enhancement and engagement and will include the ACT program headed up by Lisa Dvorak, WIC with DerryAnn Krupinsky now serving as Assistant Director in Neighborhood Services, Resource Recovery with Amy Kirwin, and Samantha Armbruster formerly of Main Street who will be tasked with neighborhood engagement across the City. Animal Shelter and Code Compliance/Health will remain with Neighborhood Services. Park Rangers will move to Parks and Recreation and Office of Emergency Management will report directly to the City Manager’s office. The manager of Code Compliance, Kenneth Rocha, left the City’s employment. This vacancy will be filled in the near future. Total number of Code Compliance Officers available in the budget will be five in addition to the manager’s position. The City is working through some logistical issues as the reorganization rolls out, but citizens should not experience interruptions in service during the process. 6. Discuss current status of Lindsey Hill project Elena Duran noted that, to date, there has not been an official presentation made to the Commission. Recommendation is not to weigh in until this happens. Commission requested that an email be sent to the City requesting an official presentation by the builder. 7. Update Residential Parking Permit Program Jeff Caldwell reported that the payment system is still undergoing testing. This project will need reassignment with the departure of Kenneth Rocha. Discussion was made about avoiding  individualized variances. Concerns about homes located next door to businesses and related parking issues may be reviewed by new staff of Neighborhood Services. 8. Discuss Board vacancies and opportunities There are several vacancies currently on the Board. Board members were asked to submit recommendations to City Clerk for Council consideration. The Board will make a thorough review of the ordinance and sector designations during a future meeting. 9. Discuss cancellation vs. rescheduling of October Neighborhood Workshop (Dunbar, Sector 4) Due to conflicting schedules, motion was made by Kenneth Dees and seconded by Roland Saucedo to reschedule workshop to October 30, 2018 at 6:00 p.m., to conduct regular October meeting on October 17, 2018 and to move the November monthly meeting to November 14, 2018. All in favor, motion was passed. 10. Commissioner and Staff Report  Kenneth Dees - October 2, 2018 – National Night Out, members encouraged to visit sector events  ACT’s Community Welcome cancelled, another community engagement event will be scheduled later in the year.  Small Area Plan online survey – encourage sector residents to participate  Lizbeth Dobbins - Dick’s Car Museum will host NNO for Sector 9, with a rain date of 10/4.  Cathy Dillon - requested a recap of reorganization summary from Jeff Caldwell to share with neighborhood.  Roland Saucedo - CONA Holiday Party scheduled November 19, 2018 at 6:00 p.m. at Dunbar.  Elena Duran – Suicide Prevention & Awareness event scheduled October 13 at Plaza Park, 10:00 a.m. to 5:00 p.m. 11.
