CITY MANAGER REMARKS
City Manager Rodriguez made the following announcements:
•The Community Services Department is planning the final details to the upcoming 4th of July, 2024 Multicultural
Celebration event. This year, there will be live music show, and carnival games and an expanded aerial light show
instead of a traditional firework show.
•The Firework Education Campaign has been launched, outreach to the community has been updated on all social
media platforms in efforts to educate the public about the dangers of fire and risk to public safety when using
illegal fireworks.
•The upcoming service of Dumpster Day scheduled for Saturday, September 7, 2024.
•City staff is working with the Contra Costa County Emergency Preparedness group in preparing for the excessive
10-day heat warning over the next two-week period.
•The Wednesday, July 10, 2024, the City Council will be holding a Special Meeting to discuss San Pablo ’s Housing
Policy Workshop following the adoption of the City Housing Element.

PROJECT (0107); (2) AWARDING A CONTRACT TO CENTRAL ROOFING,
INC.; (3) AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT
WITH CENTRAL ROOFING, INC. IN THE AMOUNT OF $254,000 WITH A 15%
CONTINGENCY FOR A TOTAL AUTHORIZATION OF $292,100 FOR THE
PROJECT; AND (4) APPROPRIATING FUNDS IN THE AMOUNT OF $341,100
FROM FUND 130 - BUILDING & FACILITIES MAINTENANCE RESERVE
FUND TO THE PROJECT.
CEQA: This Project is categorically exempt from environmental review pursuant
to CEQA Guidelines Section 15301, Existing Facilities, as it consists of the
operation, repair, maintenance, permitting, leasing, licensing, or minor alteration
of existing public or private structures, facilities, mechanical equipment, or
topographical features, involving negligible or no expansion of use beyond that
existing at the time of the lead agency's determination. The CEQA Notice of

County Clerk’s Office on January 31, 2022, and a revised NOE was filed on

A motion was made by Councilmember Pineda, seconded by Mayor Ponce, to schedule a discussion for
consideration of an amendment to the City Council Priority Workplan, specifically under Local Hiring and
Opportunity Policy adopted via Resolution No. 2018-023 and explore adding a policy to the City Council
Priority Workplan that expands local employment and contracting requirements for various types of city
supported major public projects and service contracts.
