Recommendation: Approve by Minute Order CITY COUNCIL AUTHORIZATION 5. 24-163 CONSIDER ADOPTING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO (1) APPROVING AND ADOPTING THE PLANS AND SPECIFICATIONS FOR THE COMMUNITY CENTER ROOF REPLACEMENT PROJECT (0107); (2) AWARDING A CONTRACT TO CENTRAL ROOFING, INC.; (3) AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH CENTRAL ROOFING, INC. IN THE AMOUNT OF $254,000 WITH A 15% CONTINGENCY FOR A TOTAL AUTHORIZATION OF $292,100 FOR THE PROJECT; AND (4) APPROPRIATING FUNDS IN THE AMOUNT OF $341,100 FROM FUND 130 - BUILDING & FACILITIES MAINTENANCE RESERVE FUND TO THE PROJECT. CEQA: This Project is categorically exempt from environmental review pursuant to CEQA Guidelines Section 15301, Existing Facilities, as it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. Recommendation: Adopt Resolution 7. 24-242 CONSIDER ADOPTING RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO (1) APPROVING AND ADOPTING THE PLANS AND SPECIFICATIONS FOR THE CITYWIDE TRASH CAPTURE DEVICE INSTALLATION PROJECT; (2) AWARDING A CONTRACT TO UNITED STORM WATER, INC.; (3) AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH UNITED STORM WATER, INC. IN THE AMOUNT OF $145,558 WITH A 10% CONTINGENCY FOR A TOTAL AUTHORIZATION NOT TO EXCEED $160,114 FOR THE PROJECT; AND (4) APPROPRIATING GENERAL FUND DESIGNATED RESERVED - NPDES MRP COMPLIANCE FACILITIES IMPROVEMENT IN THE AMOUNT OF $100,000 TO THE PROJECT BUDGET CEQA Compliance Statement The Citywide Trash Capture Device Installation Project was assessed and determined to be Categorically Exempt from environmental review under Section 15301 of the CEQA Regulations. The CEQA Notice of Exemption was filed at the Contra Costa County Clerk’s Office on 06/12/2024. Recommendation: Adopt Resolution City of San Pablo Page 4 Printed on 6/27/2024 City Council Meeting Agenda July 1, 2024 8. 24-257 CONSIDER ADOPTING RESOLUTION (1) ACCEPTING AND APPROPRIATING PROPOSITION 1 STORM WATER GRANT PROGRAM FUNDS IN THE AMOUNT $1,412,860 TO THE SUTTER AVENUE URBAN GREENING PROJECT (“PROJECT”, CIP 0300); (2) UNAPPROPRIATING MEASURE J FUNDS IN THE AMOUNT OF $1,412,860 FROM THE PROJECT; (3) REALLOCATING $100,000 OF GENERAL FUNDS FROM THE PROJECT TO THE BUSH POCKET PARK PROJECT (CIP 0502) AND; (4) REALLOCATING $100,000 OF AMERICAN RESCUE PLAN ACT (ARPA) FUNDS (FUND 120) FROM THE BUSH POCKET PARK PROJECT (CIP 0502) TO THE PROJECT CEQA: The Sutter Avenue Urban Greening Project was assessed and determined to be Categorically Exempt from environmental review under Sections 15304(b)&(f), 15301(b)&(c), and 15302(c) of the CEQA Regulations. The CEQA Notice of Exemption (NOE) was originally filed with the Contra Costa County Clerk’s Office on January 31, 2022, and a revised NOE was filed on March 13, 2024. Recommendation: Adopt Resolution 9. 24-251 CONSIDER ADOPTING RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO AUTHORIZING THE PURCHASE OF A NEW 2024 FORD SUPER DUTY F-600 TRUCK WITH AN ASPHALT PATCHING MACHINE, USING A COMPETITIVELY BID COOPERATIVE PURCHASING AGREEMENT PURSUANT TO SAN PABLO MUNICIPAL CODE SECTION 3.16.110(E) CEQA: This proposed action is not a project as defined by CEQA.
