CITY OF SAN SABA, TEXAS Kenneth G. Jordan, Mayor Shawn Oliver, Alderman Marcus Amthor, Mayor Pro-Tem Robert Whitten, Alderman Oleta Behrens, Alderman Michael Nelson, Alderman SAN SABA CITY COUNCIL AGENDA REGULAR SESSION TUESDAY, SEPTEMBER 9, 2025 (6:00) P.M. COUNCIL CHAMBERS – 303 S. CLEAR STREET In compliance with Chapter 551, Govt. Code, Vernon's Texas Codes Annotated (OPEN MEETINGS LAW). I. Call to Order and announce quorum is present. II. Invocation and Pledges III. Open Public Hearings PUBLIC HEARING The City of San Saba will hold a Public Hearing at this time to consider adopting a proposed budget for FY 2025-2026 and tax rate for the 2025 tax year. The proposed tax rate increased to last year's effective tax rate, $.344000 per $100 evaluation. Property taxes collected in 2025 will be $70,244.00 more than what was collected in 2024 due to an increase in the total tax roll. All Citizens are invited to express their views on the proposed city budget and tax rate. Close Public Hearing IV. Public Comments: Citizens who desire to address the Council on any matter may sign up to do so prior to this meeting. Public comments will be received during this portion of the meeting. Please limit comments to three (3) minutes. No discussion or final action will be taken by the Council. V. Presentations: 1. “Supervisor of the Quarter” Award for Third Quarter 2. “Employee of the Month” Award for September VI. Consent Agenda Items: All matters listed under the Consent Agenda are considered to be routine by the City Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately. CITY COUNCIL AGENDA SEPTEMBER 9, 2025 1. Minutes from August 12th, 2025, City Council Meeting and Budget Workshop. 2. Payment of bills presented to City Council. 3. Approve the Dispatcher Services Interlocal Agreement between the County of San Saba, Texas and the City of San Saba, Texas. 4. Approve an Interlocal Agreement between City and County for the Emergency Management Coordinator position. 5. Approve an Interlocal Agreement between the City of San Saba and San Saba County for Flood Plain Management. 6. Approve updated contract with appointed Municipal Judge Sharon Blossman. 7. Approve Resolution No. 2025-37 a Resolution to waive an ordinance defining noise nuisances for Laura Duffer on September 13th, 2025, at Mill Pond Park Gazebo. 8. Approve Ordinance No. 2025-07 temporarily closing Cherokee Street from E. Wallace Street to E. Commerce Street on October 17, 2025, from 12:00 pm to 4:00 pm for the Pink Out Pep Rally. VII. Discussion/Action Items: 1. Discuss, consider, and take possible action regarding approval of Resolution No. 2025-38 approving the proposed budget for the Fiscal Year beginning October 1, 2025, and ending September 30, 2026. 2. Discuss, consider, and take possible action regarding approval of Resolution No. 2025-39 ratifying the property tax increase reflected in the budget. 3. Discuss, consider, and take possible action regarding approval of Ordinance No. 2025-08 levying a tax rate of $.344000 for the City of San Saba for 2025. This rate will raise more taxes for maintenance and operations than this rate raised last year. 4. Discuss, consider and take possible action regarding Ordinance No. 2025-09, an Ordinance of the City of San Saba, Texas regarding an ordinance to temporarily suspend city ordinances related to the minimum square footage of residential structures restricted to only those residential structures damaged or destroyed by the 2025 flooding event in San Saba. Convene into executive session pursuant to Texas Government Code, Section 551.074, Personnel Matters, to Evaluate the City Manager’s Performance. XI. Reconvene to Open Session to vote on any decisions made in Executive Session. XII. Adjourn The City Council reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed, as authorized by the Texas Government Code, Section 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices) and 551.087 (Economic Development).
