The Board of Adjustment met in a regular session on July 11, 2022, in Sand Springs City
Hall, 100 E. Broadway, Sand Springs, Oklahoma, pursuant to the agenda filed with the
City Clerk’s office and posted at 3:00 p.m., on June 29, 2022, on the display board located
at Sand Springs City Hall, 100 E. Broadway, Sand Springs, Oklahoma, 74063, and on the
City of Sand Springs website www.sandspringsok.org.
1. Call to Order
Chairperson Michael Phillips called the meeting to order at the noted time of 6:00 p.m.
2. Attendance
No formal calling of the attendance was made. It is noted for the record that Vice-
Chairperson Justin Tockey was not present.
3. Consider Approval of Minutes of BOA Meeting of May 16, 2022
The Board is being asked to consider approving, denying, amending or revising of the
Minutes of the regular meeting of May 16, 2022.
Chairperson Phillips made a motion to approve the minutes of May 16, 2022. Mr. Riley
seconded the motion.
With no further discussion, Chairperson Phillips called for the vote recorded as follows:
Mr. Parker, abstain; Mr. Zimmerman, abstain; Chairperson Phillips, aye; Mr. Riley, aye.
The motion did not carry at 2-0-2.
Mr. Zimmerman made a motion to table the minutes of May 16, 2022 until the next
meeting of August 8, 2022. Mr. Riley seconded the motion.

4. Consider Approval of Minutes of BOA Meeting of June 13, 2022
The Board is being asked to consider approving, denying, amending or revising of the
Minutes of the regular meeting of June 13, 2022.
Chairperson Phillips stated he would like the minutes of June 13, 2022 changed to reflect
that a majority vote, as needed, regarding the consideration of the minutes of May 16 th,
was not going to be attained as opposed to the wording that a quorum was not present
for the vote.
Mr. Zimmerman made a motion to approve the minutes of June 13, 2022 with the
corrected language. Mr. Parker seconded the motion.
With no further discussion, Chairperson Phillips called for the vote recorded as follows:
Mr. Parker, aye; Mr. Zimmerman, aye; Chairperson Phillips, abstain; Mr. Riley, aye.
The motion carried at 3-0-1.
5. SSBOA-812
The Board is being asked to consider approving, denying, amending or revising of the
application of Chris Rice to allow a duplex dwelling in a RS-3 (Residential Single-Family
High density) district.
City Planner Bates presented the staff report. The applicant has purchased the subject
property which is a two-story single-family dwelling. Applicant would like to rent out the
finished basement as a separate dwelling unit. Access to the upper unit will be from
McKinley and access to the basement unit will be from the alley between McKinley and
Lincoln.
Applicant was not present.
Kathryn Scott, 515 N. McKinley Ave., stated she was opposed to having the dwelling
being rented out to two families. Ms. Scott cited some problems that have occurred in
the past in the area.
Discussion was held among the Board and staff.
Mr. Zimmerman made a motion to approve SSBOA-812 as presented. Mr. Parker
seconded the motion.

6. SSBOA-813
City Planner Bates presented the staff report. The Board is being asked to consider
approving, denying, amending or revising of the application of Randall and Tina Bill
requesting a Special Exception to the Sand Springs Zoning Code, Section 5.03.B.1.g to
allow an all-metal façade on a detached accessory building. City Planner Bates explained
that the request is only for an all-metal façade, the size of the building (450 sf) is permitted
in the subject area.
Applicants, Randall and Tina Bill were present for questions. The applicants stated that
the existing metal shed on the property would be removed and the new shed will be
placed where the previous shed had been.
Mr. Parker made a motion to approve SSBOA-813 as presented. Mr. Zimmerman
seconded the motion.
With no further discussion, Chairperson Phillips called for the vote recorded as follows:
Mr. Parker, aye; Mr. Zimmerman, aye; Chairperson Phillips, aye; Mr. Riley, nay.
The motion carried at 3-1-0.
7. SSBOA-814
The Board is being asked to consider approving, denying, amending or revising of the
application of Sarah Stewart, on behalf of Nest Enterprises, LLC, to allow a duplex
dwelling in a RS-3 (Residential Single-Family High density) district.
City Planner Bates presented the staff report. The applicant is in the process of
remodeling a single-family dwelling at 110 E. 6th St. Applicant would like to finish out the
basement and rent it as a separate unit. Access to the main house is from 6 th St. or the
alley between McKinley and Lincoln. Access to the basement would be from the alley.
Applicant was present for questions. Discussion was held among the Board and staff.
Mr. Zimmerman made a motion to approve SSBOA-814 as presented. Mr. Riley
seconded the motion.

8. Director’s Report
City Planner Bates advised the Board that all four propositions on the GO bond package
were approved on June 28th. City staff is working on a roll-out list to prioritize the projects.
9. City Manager’s Report
City Manager Mike Carter stated that a revised façade ordinance for commercial and
industrial areas may again be re-evaluated. It is being considered that requests could go
before the PWAC (Public Works Advisory Committee). City Manager Carter also gave
an update on the Powerhouse project.
10. Adjournment
There being no further business, the meeting adjourned at the noted time 6:38 p.m.
