The Sand Springs Cfty Council met in regular session on July 9, 2024, in the Council
Chambers Of the Sand Springs Municipal Buiiding pursuant to the regular meeting notice
and agenda filed with the C.rty Clerk's office and posted at 11 :00 a.in. on July 3, 2024, on
the display board located at the front entrance of the Sand Springs Municipal Buiiding
(Cfty Hall),100 East Broadway Street, Sand Springs, Oklahoma 74063
1. Calltoorder
Mayor Spcon called the meeting to order at the noted time Of 11 :40 a.in.
2. Rollcall
Mayor Spoon called for an individual roll call with members replying in the following
manner:
Councilor Jackson, here; Councilor Bamett, no response; Councilor Burdge, here;
Mayor Spoon, here; Vlce Mayor Vvilson, here; Councilor Riley, here; Councilor
Wonell, here.
It was noted that Councilor Bamett was absent from said meeting.

3. Council Trainina Related to Public Meetinae and ODen Meeting Act
Compliance
Cfty Attorney David L. Weatherferd provided a short video and brief discussion was
herd related to publie meetings and Open Meeting Act compliance.

4. Discussion of Future Urban Renewal Proiects for the Area South of Morrow.
East of Hiahwav 97 and North Of the Arkansas River
Cfty Manager Michael S. Carfer provided a brfef overview and discussion was held
regarding future urban renewal plans and development options for the next phase of
development, including specifically the area south Of Morrow and immediately east
Of Hishway 97, including use Of cfty owned property and possible property
acquisitions.

5. Cit\/ Manaaer's and council Members' Report
Cfty Manager Michael S. Carter and Council Members provided updates regarding
recent and upcoming events and projects, including the opening and future ribbon
cutting ceremony for planet Fitness; Roadway Mill and Overlay project; Hiehway 97-
T Overlay project; Page Park project and required historical survey; and the Animal
Welfare Facilfty project.
Councilor Mike Burdge stated that Midwest Cfty completed a survey regarding
conflicts Of interest and will provide the researoh to our Cfty for informational
purposes. If received in time, Councilor Burdge requested the conflict Of interest
topic be placed on the October Council Workshop.
Councilor Brian Jackson provided the results Of the recentry held Boots and Badges
BIood Drive and requested an item be placed on the regular July meeting for the
trophy presentation to the Sand Springs Pol.lee Department.
