The Sand Springs City Council met in special session on July 16, 2024, in the Conference
and Breakroom Of the Sand Springs Spring Lake Municipal Complex pursuant to the
regular meeting notice and agenda filed with the Cfty Clerk's office and posted at 12:00
p.in. on July 11, 2024, on the display board located at the front entrance Of the Sand
Springs Munieipal Buiiding (Cfty Hall), 100 East Broadway Street, Sand Springs,
Oklahoma 74063

Mayor Spcon called the meeting to order at the noted time Of 11 :32 a.in.
2. Rollcall
Mayor Spoon called for an individual roll call with members replying in the following
manner:
Councilor Jackson, here; Councilor Bamett, here; Councilor Burdge, here; Mayor
Spcon, here; Vlce Mayor Wilson, here; Councilor Riley, here; Councilor Worrell,
here.
It was noted for the record that Vlce Mayor Wilson was absent from said meeting.

3. New and onaoina proiects and Events Discussion -Informational oniv
Council and staff discussed the following new and ongoing projects and events:
A) Cfty Attorney David L. Weatherford provided an update regarding sssM-
002 modification Of the Sand Springs Subdivision Regulations, Section
4.11.1.d to reduce the required setback from an active well from 150' to 8'
(16' diameter). Location: Proposed Stone Creek lv Subdivision, Section
34, Township 19, Range 11, along the south side Of 51st Street South
between The Villas at Stone Creek Estates and I+.ighway 97 .
8) Cfty Planner Brad Bates provided a brief update regarding the Animal
Welfare Facilfty -Bid No.1125 project, including discussion Of a possible
change order and budget amendment.
C) Cfty Planner Brad Bates provided a briof update regarding ROwro25-
Enoroachment permit request for 4300 South 129th West Avenue to allow
fencing, parking, and a drive aisle to be located in Public Right-of-Way.
D) Raw Water Systems Division Supervisor Frank Weigle provided the bid
results for the Skiatook Raw Water Conveyance System (SRWCS) 2024
Emergeney Repairs.
E) Raw water system Division supervisor Frank weisle provided an update
regarding the Skiatock Raw Water conveyance System (SRWCS) No. 4
Pump and Motor project.
F) Cfty Engineer Jeff westfall provided the bid results for the Berryhill sanitary
Sewer Improvements -Bid No.1129 project.
G) Cfty Engineer Cody Blair provided the bid results for 777e Ira/./s Rough
Grading -Bid No. 1134 project.
H) Public Works Director Derek Campbell provided an update regarding the
Sand Springs Home easements as related to the Euchee Creek Sanitary
Sewer System -Airport Sewer project.

The Cfty Manager and Council Members provided updates regarding recent and
upcoming events and projects, events Of interest, and the general operations Of the
Cfty, as follows:

A) City Manager Michael S. Carter provided a brief update regarding the
Sheffleld Crossing development area.

2. City Manager Michael s. Carter informed council of a development
wanting to develop ropes and zip line courses in Sand Springs.

and Waste Water Treatment Plants and systems, specifically a
request for City sewer service to serve the Spring Mountain Estates
development and surrounding area.

City Manager Michael S. Carter requested a report regarding a building issue in

City Planner Brad Bates provided a brief report regarding a new house
construction setback issue, which will be heard/determined by the Board of
Adjustment.
