SPECIAL MEETING MINUTES Sand Springs City Council August 20, 2024 -11 :30 a.in. Almy ABSENT: Councilor Matt Barnett Councilor Brian Jackson The Sand Springs Cfty Council met in special session on August 20, 2024, in the Conference and Breakroom Of the Sand Springs Spring Lake Municipal Complex pursuant to the regular meeting notice and agenda filed with the Cfty Clerk's office and posted at 3:30 p.in. on August 15, 2024, on the display board located at the front entrance Of the Sand Springs Municipal Buiiding (Cfty Hall),100 East Broadway Street, Sand Springs, Oklahoma 74063 1. Calltoorder Mayor Spcon called the meeting to order at the noted time of 11 :41 a.in. 2. Rollcall Mayor Spoon called for an individual roll call with members replying in the following manner: Councilor Worrell, here; Councilor Bamett, no response; Councilor Burdge, here; Councilor Riley, here; Vlce Mayor Wilson, here; Councilor Jackson, no response; Mayor Spcon, here. It was noted for the record that Councilor Bamett and Councilor Jackson were absent from said meeting.  CITY COUNCIL MINUTES AUGUST 20, 2024 PAGE 2 3. New and onaoina proiects and Events Discussion -Informational only (A+I Council and staff discussed the following new and ongoing projects and events: A) Cfty Engineer Jeff Westfall provided an update regarding the Berryhill Schcol Sewer project. Mayor Spoon informed Council that James MCMullin siened in to address the Benyhill School Sewer project. Mr. MCMullin expressed concern with the project being medified from a 4- inch line to an 8inch line; other oil and gas lines in the development area, and that the property owner will profit from the development with no expenses in the project. Cfty Manager Michael S. Carter addressed Mr. MCMullin's concerns, indicating the sewer line is not allowed to be located in the same easement as the oil and gas lines, and that the property owner or any future developments wouid have to obtain permits and pay fap fees to connect to the City's sewer line. Cfty Attorney David L. Weatherford stated that the Benyhill Schcol Sewer project wouid be on Monday's Cfty Council meeting for consideration, as well as informed Council that a lawsuit was filed relating to the subject project. There being no other questions or discussion, Mayor Spcon moved to Agenda Item 38. 8) Fire Chief Jeremy Wade provided a briof overview of the Fireworks Ordinance Nos.1161,1182, and 1304 relating to fireworks events and citizen use Of fireworks within the cfty limits. Following discussion, it was detemined that staff will prepare option(s) with no permits, but establishing datesltime, and police responding to unsafe usage of fireworks for a future Council meeting for discussion and consideration. C) Cfty Manager Miehael s. Carter informed council of an inquiry from Jeanie and David Kvach regarding the possibilfty of remedfating the ourrent lagoons and development sewer lines/stations in the Spring Mountain development area for future growth in the area. Cfty Manager Michael S. Carter offered to took into a possible payback contract in this regards. Following discussion, Cfty Manager Michael S. Carter stated he wouid continue discussions regarding a possible payback contract and keep Council apprised in this regards.  CITY COUNCIL MINUTES AUGUST 20, 2024 PAGE 3 D) Cfty Engineer Jeff westfall provided an overview of the william R. Pogue Alrport Sanitary Sewer project, a project to serve the airport and surrounding properties. It was noted that due to funding received through OWRB and ARPA programs, the Or,300,000 expense for the subject project is at no cost to the CftyMunicipal Authority. E) Cfty Engineer cedy Blair provided an overview of the oklahoma Department Of Transportation (ODOT) Main Street Improvements project and related final expenses to close out the project. F) Cfty Engineer Cody Blair provided an overview Of the Sheffieid Crossing Development - Phase 3 project. G) Cfty Manag.er Michael s. Carfer provided an update regarding the upcoming Council Retreat scheduled for October 25, 2024, at Cfty Hall, to begin at 9:00 a.in. Council was encouraged to provide topics, in advance, in addition to the Team Buiiding and Council Relations items. H) Cfty Manager Miehael S. Carfer provided updates regarding various roadway projects such as the 41st Street Overlay project -Phase I and 11, and the 113th Roadway Wiidening project. I) Cfty Manager Miehael s. Carter provided an update relating to a possible Memorandum Of Understanding with Osage Nations for the milling and overlay of what is known as Highway 97-T. J) City Manager Michael s. Carter provided an update relating to a meeting that Mayor Spcon and he attended with representatives from a group known as Rural Water District 14 and their plans to upgrade their system and funding for said upgrades. Item No. 3Al was for informational purposes only. 4. 2025 Meetina Schedules for City Council/MuniciDal Authority Cfty Manager Michael S. Carter presented the proposed 2025 Meeting Schedules for the Sand Springs Cfty Council and Munieipal Authority, addressing the former Council Public Works Advisory and Council Economic Development Committee format. This item was for informational purposes only. 5. Outdoor Advertisina siane Cfty Manager Michael S. Carfer provided an overview of a proposal received from Whistler Outdcor Advertising Sisns Company in regards to upgrading their ourrent  CITY COUNCIL IvllNUTES AUGUST 20, 2024 PAGE 4 sisnage to electronie boards. Following discussion, it was determined that staff would prepare options for updating the Zoning Code to allow upgrade Of outdcor advertising signs, but maintaining the moratorium for ro new/additional signs, for review and recommendation Of the Planning Commission and consideration Of Council. This item was for informational purposes only. It was noted for the record that Councilor Mike Burdge left the meeting at the time Of 1 :04 p.in. 6. City Manaaer's and council Members' Ref)ort The Cfty Manager and Council Members provided updates regarding recent and upcoming events and projects, events Of interest, and the general operations Of the Cfty, as follows: A) Cfty Manager Michael S. Carter informed Council Of the notification regarding OkMRF election for the At-Large Trustee position. It was noted that OkMRF is the Cfty employees' retirement program(s). 8) Cfty Manager Michael s. Carter provided an update regarding the sheffleld Crossing Development area. C) Cfty Manager Michael s. Carfer stated an update regarding the south Main Development area would be discussed at the next Cfty Council meeting in Executive Session. D) Cfty Manager Michael s. Carfer provided an update regarding the grading project for the 65rdcres Housing Development project. E) Cfty Manager Miehael s. Carfer stated there was no update regarding future Urban Renewal Plans at this time. F) Cfty Manager Michael s. Carfer state there was no update regarding the OmnITrax and related development area. G. Cfty Manager Michael s. Carter provided an update relating to maintenance (mowing, etc.) Of the Debris Management Site and provided a report regarding FEMA claims for the June 2023 Wind Storm. H. Cfty Manager Michael s. Carfer informed council that an electric charge station was installed in the Cfty parking lot behind Cfty Hall for charging the recently acquired Ford F-150 Ljghfroi.ng trucks. Labor Day holiday on September 2 -City offices will be closed. 2. PSO Franchise election scheduled for August 27, 2024. 3. Upcoming Tulsa County Commissioner and Tulsa Mayor Elections. 4.
