MINUTES Sand Springs Municipal Authority Regular Meeting September 26, 2011 Room #211 Following City Council Sand Springs Municipal Building 100 East Broadway Sand Springs, Oklahoma 74063 MEMBERS PRESENT: Chairman Mike Burdge (5-0) Trustee Michael L. Phillips (5-0) Trustee Jesse Honn (5-0) Trustee Harold G. Neal (4-1) Trustee Brian Jackson (5-0) Trustee James Rankin (5-0) ALSO PRESENT: City Manager Rocky D. Rogers Assistant City Manager E. Bruce Ford Authority Attorney David Weatherford Recording Secretary Janice L. Almy ABSENT: Vice Chairman Dean Nichols (4-1) The Sand Springs Municipal Authority met in regular session on September 26, 2011 in Room #211 of the Sand Springs Municipal Building pursuant to the agenda filed with the City Clerk’s office and posted at 10:00 a.m., on September 22, 2011 on the bulletin board located in the first floor lobby of the Sand Springs Municipal Building, 100 East Broadway, Sand Springs, Oklahoma 74063. 1. Call to Order Chairman Burdge called the meeting to order at the noted time of 7:28 p.m. 2. Roll Call Chairman Burdge called for an individual roll call with members replying in the following manner: Trustee Phillips, here; Trustee Honn, here; Trustee Jackson, here; Vice Chairman Nichols, no response; Chairman Burdge, here; Trustee Neal, here; Trustee Rankin, here. It was noted for the record that Vice Chairman Nichols was absent from this meeting.  MUNICIPAL AUTHORITY MINUTES SEPTEMBER 26, 2011 PAGE TWO 3. Consent Agenda Chairman Burdge informed Trustees that all matters listed under Consent Agenda to be considered by Trustees are to be routine and will be enacted by one motion. Chairman Burdge noted that questions or clarification on any Consent Agenda item could be addressed prior to taking action. Chairman Burdge requested if Trustees had questions or needed clarification on any Consent Agenda item. There being none, Chairman Burdge noted any Trustee may remove an item from the Consent Agenda by request. Chairman Burdge requested if Trustees had items to be removed from the Consent Agenda. There being none, Chairman Burdge called for a motion regarding Consent Agenda Items 3A – 3C. A motion was made by Trustee Phillips and seconded by Trustee Neal to approve the Consent Agenda Items 3A – 3C as follows: A) The minutes of the August 22, 2011 regular Municipal Authority meeting. B. The minutes of the August 25, 2011 special Municipal Authority meeting. C. The monthly Transfers of Funds. Chairman Burdge called for the vote recorded as follows: Trustee Rankin, aye; Trustee Neal, aye; Chairman Burdge, aye; Trustee Jackson, aye; Trustee Honn aye; Trustee Phillips, aye. The motion carried 6-0-0. 4. 2012 Calendar Year Schedule of Regular Meetings for the Sand Springs Municipal Authority Chairman Burdge informed Trustees of the requested approval of the 2012 Calendar Year Schedule of Regular Meetings for the Sand Springs Municipal Authority. With the Council approving their 2012 schedule, a motion was made by Trustee Phillips and seconded by Trustee Neal that the requested approval of the 2012 Calendar Year Schedule of Regular Meetings for the Sand Springs Municipal Authority, as presented, be approved.  MUNICIPAL AUTHORITY MINUTES SEPTEMBER 26, 2011 PAGE THREE Chairman Burdge called for the vote recorded as follows: Trustee Phillips, aye; Trustee Honn, aye; Trustee Jackson, aye; Chairman Burdge, aye; Trustee Neal, aye; Trustee Rankin, aye. The motion carried 6-0-0. 5. Aviation Services Operator (ASO) License Agreement – Homer Woolslayer Derek Campbell, Public Works Director, introduced Ken Madison, Airport Supervisor. Ken Madison, Airport Supervisor, requested Trustees’ approval of an Aviation Services Operator (ASO) License Agreement with Mr. Homer Woolslayer to conduct Flight Instruction, Flight Training, and Aircraft Rental Operations at Sand Springs – Pogue Airport. Following discussion a motion was made by Trustee Phillips and seconded by Trustee Rankin that the requested approval of an Aviation Services Operator (ASO) License Agreement with Mr. Homer Woolslayer to conduct Flight Instruction, Flight Training, and Aircraft Rental Operations at Sand Springs-Pogue Airport, as presented, be approved. Chairman Burdge called for the vote recorded as follows: Trustee Rankin, aye; Trustee Neal, aye; Chairman Burdge, aye; Trustee Jackson, aye; Trustee Honn, aye; Trustee Phillips, aye. The motion carried 6-0-0. 6. Aviation Services Operator (ASO) License Agreement – Judah 1 Ken Madison, Airport Supervisor, requested Trustees’ approval of an Aviation Services Operator (ASO) License Agreement with Judah 1 to operate as an Airport Tenant and Non-Commercial Operator in the Sand Springs Home Hangar/Office Facility at Sand Springs – Pogue Airport. Trustee Phillips confirmed that the facility is the former Platinum Air site. Following discussion a motion was made by Trustee Jackson and seconded by Trustee Neal that the requested approval of an Aviation Services Operation (ASO) License Agreement with Judah 1 to operate as an Airport Tenant and Non- Commercial Operator in the Sand Springs Home Hangar/Office Facility at Sand Springs – Pogue Airport, as presented, be approved.  MUNICIPAL AUTHORITY MINUTES SEPTEMBER 26, 2011 PAGE FOUR Chairman Burdge called for the vote recorded as follows: Trustee Phillips, aye; Trustee Honn, aye; Trustee Jackson, aye; Chairman Burdge, aye; Trustee Neal, aye; Trustee Rankin, aye. The motion carried 6-0-0. 7. Correspondence The following correspondence was provided to Trustees for their review and information. A. Regular monthly bills. 8. City Manager’s Report City Manager Rocky Rogers informed Trustees that Councilman/Trustee Phillips was elected to the Oklahoma Municipal League as the District 6 representative. 9. New Business – Any matter not known about or which could not have been reasonably foreseen prior to the time of posting the agenda There was no new business to be discussed at this time. 10.
