All agenda items are subject to action. Pledge of Allegiance 3. Guest a. Presentation from Robert Reyna, Bexar County Community Development Director regarding participation in the Bexar County Development programs including CDBG. Discuss and/or possible action on Resolution 2022-159 authorizing the execution of a Housing and Urban Development cooperative agreement between the City of Sandy Oaks and Bexar County and approving the City of Sandy Oaks’ participation in a two year urban county entitlement period designation for Community Development Block Grant, Home Investment Partnerships and Emergency Solution Grant programs for the fiscal years 2023 and 2024. (Mayor Fillinger) c. Presentation from Brian Magness with Armstrong, Vaughn, & Associates, P.C. on independent audit for fiscal year ending 9/30/2021 with possible discussion and/or action. (Mayor Fillinger) 4. Citizens to be heard. Persons wishing to speak may sign up with the City Secretary in the time and manner as indicated above. Please note that the Texas Open Meetings Act prohibits the City Council from responding, commenting, or discussing items or topics during this portion of the meeting June 9, 2022 City Council Agenda - Page 1  that are not included on the agenda. The City Council appreciates hearing from the citizens and your thoughts and questions are valued; however, civility and a sense of decorum will be strictly followed. All speakers must address their comments to City Council. Speakers shall refrain from public criticism of members of the City Council that are prohibited by law. This item will be open for up to 30 minutes, with 3 minutes to each speaker. One (1) person may speak on behalf of a group. Up to three (3) persons may register on behalf of the group in order for the spokesperson to be allotted up to nine (9) minutes to speak. Financial Report The income and expenses for May 2022 will be reported by City Secretary Katherine Yelton with possible discussion and/or action. 8. Police Department a. Discuss and/or possible action on realigning the Code Enforcement Officer position to a police officer position and consider posting job advertisement for one police officer position. Discuss and/or possible action on Ordinance 2022-205 providing the regulations for storage and parking of recreational vehicles to allow for abatement and amending Ordinance 2016-57. (Mayor Fillinger) c. Discuss and/or possible action on Resolution 2022-160 designating an officer or employee to calculate no-new-revenue tax rate and the voter-approval tax rate. (Mayor Fillinger) d. Discuss and/or possible action on appointing a city employee to replace Dalton Ellis on the Citizen Complaint Review Board. (Mayor Fillinger) e. Discuss and/or possible action on the use of ARPA funds to install two handicap ramps for two different households living below the federal poverty level. (Mayor Fillinger) f. Discuss and/or possible action on approving Invoice No. 53759 from Armstrong, Vaughn, and Associates, P.C. for $11,400.00, which exceeds the budgeted amount of $10,000.00 by $1,400.00. EXECUTIVE SESSION (Discussion only – closed to the Public) The Council may close the meeting at any time and hold an Executive Session pursuant to the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, Section 551.071 (Consultations with Attorney--on matters in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly requires discussion in closed session), Section 551.072 (Deliberations about Real Property), Section 551.074 (Personnel Matters) or any other authorized provision of Chapter 551 on any of the above items. The Open Meetings Act permits a governing body to consult with its attorney privately in executive session by telephone conference call, video conference call, or communications over the Internet. Tex. Gov’t Code 551.129(a).
