Chairwoman Kris Nicholl welcomed all those in attendance.
Battalion Fire Chief Matt Stuebner (A Platoon) offered the opening prayer.
Fire Chief Bruce Cline led the audience in the pledge.
Members of the Sandy Fire Department Color Guard, Retired Battalion Chief Greg
Hinders, Retired Battalion Chief Todd Hyer, Captain Alan Bartlome, and Captain Howard
Mendes presented the colors.
Citizen Comments
Cindy Sharkey, 8893 Willow Green Drive, thanked the Parks Department for support and
effort to curtail graffiti at Big Rock in Quail Hollow Park. She expressed appreciation to
the Sandy Police for their efforts in patrolling the park.
Chairwoman Nicholl closed Citizen Comments.
Special Recognition
2. 16-233 Sandy City Fire Department swearing in and introduction of the new hires
to City Council.
Fire Chief Bruce Cline introduced the new hires to the Sandy City Fire Department:
Mike Bullock, Sandy City Engineer and Paramedic
Carlos Lopez, Fire Fighter
Jared Thomas, Fire Fighter
Braydon Cannon, Fire Fighter
Deputy City Recorder Wendy Downs performed the swearing in.
Deputy Mayor John Hiskey recognized former Sandy Police Chief Ron Bullock who was
present for his son's swearing in ceremony.

Agenda Planning Calendar Review
Chairwoman Kris Coleman-Nicholl reviewed the upcoming Agenda Calendar.
Council Member Business
Scott Cowdell and Steve Smith both apologized for their actions after last week's Council
meeting.
Council Office Director's Report
Mike Applegarth reported that the Purchasing Department received six responses on the
Request for Proposal (RFP) for the Public Safety Staffing and Operations Study.
Mayor's Report
Deputy Mayor John Hiskey provided an update on House Bill 60.
CAO Report
Public Works Director Rick Smith briefed the Council on the Century Link Franchise
Agreement.
Police Chief Kevin Thacker reported that Captain Bill O' Neil will be appointed as the
Deputy Police Chief.
Linda Martinez Saville complimented Fire Chief Bruce Cline for his example to his
Department and the City.

4. 16-210 Resolution 16-30 C - canceling the July 5, 2016, July 26, 2016, and August
2, 2016 City Council Meeting

A motion was made by Stephen Smith, seconded by Scott Cowdell to approve
the Consent Calendar. The motion carried by unanimous vote.

5. ANEX-5-16-5 David Miles is requesting the City Council approve the proposed Miles
079 Annexation located at approximtely 2341 East Sugar Loaf Lane in Salt
Lake County (Ordinance #16-26).

James Sorensen presented a brief description on the Miles Annexation which includes
four parcels on Sugar Loaf Lane.
Chairwoman Kris Coleman-Nicholl opened the Public Hearing.
Mr. Miles, applicant, occupies the lot on the north side of Sugar Loaf Lane. He
expressed appreciation to Staff for their support through the annexation process, and
appreciation for naming the annexation after him. He has never had anything named after
him before.
Chairwoman Kris Coleman-Nicholl opened the Public Hearing.
Steve Van Maren, asked if the annexation was conforming or non-conforming.
Chairwoman Kris Coleman-Nicholl stated that the annexation was legal non-conforming.
Chairwoman Kris Coleman-Nicholl closed the Public Hearing.
Council discussion followed.
A motion was made by Steve Fairbanks, seconded by Scott Cowdell, that the City
Council approve the proposed Miles Annexation (Ordinance #16-26) located at
approximately 2341 East Sugar Loaf Lane, zoning the properties to the R-1-10
Zone. The motion carried by the following vote:

6. 16-279 Small Cell Tower Update
Attachments: Small Cell Presentation
Planner Wade Sanner presented a discussion on the small cell towers and trends in the
cell technology and what Staff is doing to address those issues. The new wave is small
cell towers throughout the City. Mr. Sanner presented a power point presentation.

7. 16-260 Sandy City Fire Department recommending the City Council to approve
updated map for Sandy City Fireworks Ordinance.

Fire Marshall Robert DeKorver briefed the Council on the City's Fireworks ordinance. A
new area was identified and added to the map (Exhibit B in the ordinance). The updated
map prohibits the discharge of fireworks in certain wildland urban interface areas in the
City. No changes were made to the ordinance.
A motion was made by Stephen P. Smith, and seconded by Steve Fairbanks, to
approve the revised Exhibit B map for the Sandy City Fireworks Ordinance. The
motion carried by unanimous vote.

8. 16-285 Administration recommending the City Council approve Resolution 16-40C
authorizing the execution of an interlocal agreement with Salt Lake County

John Hiskey updated the Council on the proposed Interlocal Agreement with Salt Lake
County.
Council questions and discussion followed.
A motion was made by Stephen P. Smith, seconded by Steve Fairbanks, to
approve Resolution 16-40C authorizing the execution of an interlocal agreement
with Salt Lake County. The motion carred by a unanimous vote.

9. 16-196 Council Member Fairbanks recommending the City Council adopt policy
on public hearings (continued from 5/17/16).

Steve Fairbanks presented a proposal for a Public Hearing policy which would act as a
guide to the Council and Staff regarding the conduct of Public Hearings.
Kris Nicholl and Stephen Smith presented their proposed changes and recommendations
to the policy.
The Council agreed to bring the policy back with the revised reccommended changes.
10. 16-262 Council Member Nicholl recommending the City Council direct the
Community Development Department to initiate amendments to the Land
Use Development Code changing the Dimple Dell Overlay Zone to a
permanent zone for the same area.
Kris Nicholl would like to see the Dimple Dell Overlay (DDOZ) Zone become a permanent
zone rather than an overlay zone. She advised the Council that she would like to
schedule this item on a future agenda for further discussion when all the Council are
present.
Council discussion followed.
A motion was made by Stephen P. Smith, seconded by Steve Fairbanks, to table
this item to the July 19, 2016 City Council Work Session meeting. The motion
carried by a unanimous vote.

11. 16-288 City Attorney presenting an amendment to the Land Development Code
regarding development agreements.
Rob Wall presented and reviewed a proposed Development Agreement for Council
consideration.
Adjournment
The meeting adjourned at approximately 9:45 p.m. by Scott Cowdell. The next
scheduled meeting of the City Council is Tuesday, July 12, 2016, at 7:00 p.m.
