Agenda Planning Calendar Review
Kris Coleman-Nicholl reviewed the Agenda Planning Calendar.
Council Member Business
There was no Council Member Business.
Council Office Director's Report
Mike Applegarth informed the Council of a minor change to the minutes and noted that
the minutes would need to be approved as amended.
Mayor's Report
Mayor Dolan updated the Council on various projects and meetings that he has attended.
CAO Report
Byron Jorgensen mentioned that the City had received a couple of letters from residents
praising City employees efforts for going the extra mile.
Scott Earl stated that his department is working on cutting tall grass to prepare for
fireworks season.

Chairwoman Kristin Coleman-Nicholl noted that The Sandy City Council held a Closed
Meeting on Tuesday, June 21, 2016 at 5:32 p.m. in Room 221 of the Sandy City Hall.

A motion was made by Stephen P. Smith, seconded by Maren Barker, to move
into a closed meeting for the purpose of discussing pending or reasonably
imminent litigation. The motion carried by the following vote:

8. 16-236 Boulder Townhomes Rezone - ZONE-05-16-005086 -- Jeffery Vitek, of
Boulder Ventures Development, requesting City Council approve the
rezone located at approximately 300 East 10600 South from the R-1-20A
and R-1-10 "Single-Family Residential Districts" to the PUD(8) "Planned
Unit Development District". The subject property is approximately 16.3
acres and, if approved, would allow for a PUD subdivision creating
approximately 150 housing units.

Mike Wilcox presented the staff report. Jeffrey Vitek, Boulder Ventures presented his
project to the Council. Questions followed.
Kristin Coleman-Nicholl open this item for public comment.
1. Rick Carlson, 10576 South 465 East, spoke concerning the traffic. He stated that he
likes the improvements but he feels that there is still too many units for the area.
2. Randy Osborne, 213 East 10403 South, asked the Council to consider the promises
that were given to the residents in 2009. He feels the proposal is still too many units and
would like to see less density.
3. Derik Sorenson, Utah Transit Authority, stated that it is his responsibility to dispose of
this property and stated that he would like to see the property be developed. He feels
that the proposal will meet the needs of the community.
4. Reed Stallings, 10661 South 540 East, stated that he is opposed to the proposal
because he feels that there are too many units.
5. Amy Morris, 10344 Silver Willow, spoke against the development because she feels
that the density and number of buildings are too high for this area.
Kristin Coleman-Nicholl closed the public comment for this item.
The Council then commented on the proposal.
A motion was made by Chris McCandless, seconded by Kristin Coleman-Nicholl,
to approve the rezone located at approximately 300 East 10600 South from the
R-1-20A and R-1-10 "Single-Family Residential Districts" to the PUD(8) "Planned
Unit Development District"; allowing for a PUD subdivision creating
approximately 150 housing units. The motion carried by the following vote:

Mike Wilcox then mentioned that there should be a second motion for this item which is
to adopt the Ordinance. It was then pointed out that the Ordinance document was
overlooked and was not included in the packet so it would need to come before the
Council at a future date.

9. 16-284 Public Works and Public Utilities recommending the City Council adopt
Resolution 16-49C approving the Century Link franchise agreement.

Shane Pace presented this item to the Council.
A motion was made by Stephen Smith, seconded by Chris McCandless, to
approve Resolution 16-49C. The motion carried by the following vote:

10. 16-274 Sandy Pride 2016, Report to Council
Parks Director Scott Earl introduced the item. Charlie Millard from the Parks Department
gave the update about Sandy Pride.
11. 16-199 City Council Office recommending that the City Council elect new officers.
The Council took a ballot vote for a new Chair. Stephen P. Smith was elected as the new
Chair. The Council then took a ballot vote for a new Vice Chair and did not come to a
consensus.
A motion was made by Maren Barker, seconded by Stephen P. Smith, to hold the
next vice chair election on Tuesday, July 19, 2016. The motion carried by a
unanimous vote.
12. 16-272 Council Member Cowdell recommending alternative policies relative to the

election of Council officers.

Scott Cowdell asked that his alternative policies discussion relative to the election of
Council officers be removed from the agenda. Council discussion followed.

The meeting adjourned at approximately 8:55 p.m. by Scott Cowdell. The next
