Mayor's Report Mayor Dolan mentioned that Mountain America will have a groundbreaking for their new headquarters on Thursday, November 17th at noon. Mayor Dolan than noted that he would not be at next weeks City Council Meeting because he will be going to Washington D.C. to testify to Congress on the Mountain Accord Agreement and what we are asking the Federal Government to do to allow the trades of land. CAO Report No report given. Information Items 1. 16-352 Administration is recommending the City Council approve the proposed amendments to the City's Administrative Code. Attachments: Administrative Code no Highlights Administrative Code w Highlighted Changes The Council Members reviewed the proposed amendments to the City's Administrative Code, section by section, inputting comments and asking questions along the way. Korban Lee stated that he would make the changes to the Administrative Code as reflected in today's discussion. He will then have something in the packet for the Council to vote on. Smith welcomed all those in attendance. Christian Lewis offered the opening prayer. Anderson Lewis led the audience in the pledge. Citizen Comments Deb Sussman, 8751 South 250 East, addressed the Council concerning beautification of the 90th South offramp (heading North). She then asked if the property belongs to the City or to UDOT. She was told that it belongs to UDOT and that she should contact them. Mayor Dolan then stated that he is planning to ask the Legislature for some money to beautify both offramps on to 90th South. Anderson Lewis, 9207 South Sterling Drive, stated that he lives close to the Sandy Ditch Sandy City, Utah Page 2 Printed on 12/21/2016 City Council Meeting Minutes November 8, 2016 that runs through Falcon Park. He asked the Council if he, and a few friends, could repurpose the ditch so that they can use it for mountain biking. Shane Pace met with Anderson in the hall to discuss options. Steve Van Maren, 11039 Lexington Circle, approached the Council and asked if the City was doing anything for Veteran's Day. Chairman Smith stated that he was not aware of any festivities for the holiday. Special Recognition 2. 16-433 Jeanna Nentwich Historic Sandy Resident Mike Coulam, with the help of Stephen Smith and Mayor Dolan, presented a Resolution to Jeanna Nentwich for the wonderful work that she did on a home in Historic Sandy. Her hard work shows her willingness to improve her home and the neighborhood. 7:05 Public Hearing 3. ANEX-9-16-5 The Community Development Department is requesting the City Council 126 approve the proposed Chytraus Annexation located at approximatley 11417 S Jolley Acres Circle (Ordinance #16-38). Attachments: Staff Report Chytraus Annexation Ordinance 16-38 Staff Report 2 James Sorensen presented this item to the Counci staff report for this item. The Planning Commission heard this last Thursday night and voted unanimously to forward a positive recommendation to the City Council to annex the property into Sandy City and rezone it to the R-1-40A Zone. Joy Chytraus, applicant, addressed the Council and stated that she and her husband look forward to being Sandy residents and to be able to make some changes to their property in the near future. Stephen Smith opened this item up for public comment. There being no one present to address the Council, Stephen Smith then closed the public hearing for this item. A motion was made by Steve Fairbanks, seconded by Chris McCandless, to adopt Ordinance #16-38 annexing territory located at approximatley 11417 S Jolley Acres Circle in Salt Lake County, comprising approximately 1.35 acres into Sandy City establishing zoning of R-1-40A Zone for the property and providing a severance and effective date for the annexation.
