At 5:15 p.m., a motion was made by Council Member Chris McCandless, seconded by Council Member Kris Nicholl to recess into closed session for the purpose of discussion pending or reasonable imminent litigation. Motion carried by a unanimous vote. Mayor Dolan provided an update on the Gardner building. The Mayor and all staff with the exception of the Council Office Director excused themselves from the meeting. 16-428 City Council visioning workshop. A motion was made by Council Member Maren Barker, seconded by Council Member Chris McCandless offering support for the hiring of an analyst in the Council Office and instructing the Council Office Director to circulate a proposed job description. The motion carried unanimously. A motion was made by Council Member Steve Fairbanks, seconded by Council Member Chris McCandless to continue the discussion to another day, with a caveat that staff is directed to create additional direction. The motion carried by the following vote: Yes: 4- Scott Cowdell Chris McCandless Steve Fairbanks Linda Martinez Saville No: 2- Maren Barker Stephen P. Smith Absent: 1- Kristin Coleman-Nicholl 16-429 City Council to discuss possible guidelines on the use of development agreements. Attachments: Draft Development Agreement Guideline This item was continued by unanimous consent to a future date. 16-430 City Council Office recommending the Council consider additional comments on the 700 East Safety Project. A motion was made by Chris McCandless, seconded by Steve Fairbanks to approve the proposed letter to UDOT with instruction to correct a typographical error. The motion carried unanimously. Adjournment The meeting adjourned at approximately 7:33 p.m. by Council Member Scott Cowdell.
