Agenda Planning Calendar Review
Chairman McCandless reported that the Parks and Recreation report on the 4th of July
event would be rescheduled.
Council Member Business
Council Member Fairbanks handed out an article from Politico.
Council Member Smith asked for an update on the Mt. Accord lawsuit and its effects on
the Central Wasatch Commission and the audit requested of Mt. Accord by members of
the County Council.
Chairman McCandless mentioned optional tours added to the Council agenda planning
calendar.
Council Office Director's Report
No Report was given.
Mayor's Report
Mayor Dolan mentioned architectural plans for city owned property, and the Central
Wasatch Commission organizing meeting.
Council Member Cowdell suggested more Code Enforcement for city owned property.
CAO Report
Scott Bond spoke about the fireworks launched from City Hall, and called on Fire Chief
Cline to report on neighboring cities fireworks use bans. Council discussion followed.

Amelia Andrews and other representatives from the Utah Department of Transportation
briefed the City Council on South Valley projects.
2. 17-186 Emergency Management recommending the City Council be briefed on the
role of the Council during an emergency.

Jeff Mulcahy, Emergency Manager Coodinator, presented a power point on the Sandy
City Emergency Management Plan.
3. 17-192 Parks and Recreation Department reporting on the Fourth of July event.
This item will be scheduled for an upcoming City Council meeting.
4. 17-190 Council Member McCandless recommending review and discussion of
Council and Administration six-month objectives.
Chris McCandless asked Mike Applegarth to present a list of goals and objectives from
the Administration and City Council. Mr. Applegarth reviewed the various categories. A
discussion is scheduled for the August 8th Council meeting.
At approximately 6:25 p.m., a motion was made by Linda Saville seconded by Kris
Nicholl to recess Work Session.

Chairman Chris McCandless welcomed all those in attendance.
Fire Captain Ryan McConahy offered the opening prayer.
The Sandy City Fire Department presented the Flag Opening Ceremony then led the
audience in the pledge.
Special Recognition
5. 17-193 Fire Department swearing in ceremony.
Chief Cline introduced the individuals for promotions within their Department. Michael
Goff, Fire Captain/Paramedic, Sam Shanoff, Fire Captain/Paramedic, Ryan Taylor, Fire
Engineer/EMT, Jacob Evans, Fire Engineer/ EMT, Colton Olson, Fire
Engineer/Paramedic. They were sworn in by Deputy City Recorder Wendy Downs.
Citizen Comments
Steve Van Maren, 11039 Lexington Circle, spoke in opposition to ariel fireworks.
Chairman McCandless closed Citizen Comments.

11. 17-185 The Community Development Department is recommending that the City
Council approve the revised proposed budget for the Community
Development Block Grant (CDBG) and the revised draft Annual Action
Plan for Fiscal Year 2017-2018.

Mike Wilcox presented the recommendation to approve the revised proposed budget for
the Community Development Block Grant and recommended budget.
Don Gerdy, Chair of the CDBG Committee, informed the Council that the system used by
the CDBG committee made their recommendations more uniform.
Chairman McCandless opened the public hearing
Peggy Daniel, South Valley Services, West Jordan, thanked the Council for the continued
funding and support for the domestic violence shelter.
Alisha Dee, Road Home, expressed appreciation to the Council for the allocation to help
fund their program.
Jason Weeder, Road Home, also expressed his gratitude for the assistance to help

provide for seniors and critical repairs in homes.
As there were no further comments, Chairman McCandless closed the Public Hearing.
Council comments followed.
A motion was made by Steve Fairbanks, seconded by Linda Martinez Saville, to
adopt the proposed Community Development Block Grant (CDBG) Budget and
Annual Action Plan for FY 2017-2018, that the City Council authorize Mayor Tom
Dolan, serving as Chief Executive Officer of Sandy City, to sign and submit to the
U.S. Department of Housing and Urban Development, Sandy City's Annual Action
Plan for fiscal year 2017-2018... The motion carried by the following vote:

12. 17-188 Councilman McCandless recommending the City Council voluntarily sign a
Council Code of Conduct.

Chris McCandless asked Staff to come up with a good guideline and policy that the
Council could adhere to.
Dustin Fratto reached out to other communities during the research process. He
explained how other communities came up with rules of decorum. He noted that around
50% of communities have adopted Rules of Conduct.
Council questions followed.
Adjournment
A motion was made by Scott Cowdell, seconded by Stephen Smith to adjourn the City
Council meeting.
The meeting adjourned at approximately 8:00 p.m. by Scott Cowdell, seconded by
Stephen Smith. The next scheduled meeting of the City Council is Tuesday, July 25,
2017, at 7:00 p.m.
