Fire Chief Bruce Cline offered the opening prayer. Linda Martinez Saville led the audience in the pledge. Agenda Planning Calendar Review Mike Applegarth reviewed the agenda calendar. Council Member Business No Reports. Council Office Director's Report No Report. Mayor's Report Mayor Bradburn updated the Council on a budgetary adjustment for firefighters. CAO Report Matt Huish excused Parks and Recreation Director Scott Earl and welcomed Assistant Parks and Recreation Director Dan Medina Dan Medina presented a review of Sandy Pride scheduled for this Saturday, May 19, 2018, at 9:00 a.m. Citizen Comments Steve Van Maren commented on the proposed Salt Lake County 0.25% local option general sales tax for transportation and an option where cities could impose the tax if it does not pass through the County. Robert Perkins, 1488 East Pinnacle Place, presented copies of photos on a block wall installed around the Villas at Dimple Dell. He also addressed lost taxes on Real Salt Lake Stadium. Chris McCandless addressed the wall concerns and Maren Barker responded to Mr. Perkin's comments regarding Real Salt Lake. Mayor Bradburn also commented. 1. 18-165 City Council Office requesting annual budget proposals from the Public Works Department, the Administrative Services Department, the Economic Development Department, and the Community Development Department. Council questions and discussion followed. Shane Pace explained budget line items for fuel and salt and how they are figured based on costs. Brian Kelley presented the Tentative Budget for the Finance Administration budget. Council questions and discussion followed. Nick Duerksen presented the Tentative Budget for the Economic Development Agency. Council discussion and questions followed. The meeting was paused for a 5 minute break. Meeting went into Recess Meeting Reconvened James Sorensen presented the Tentative Budget for the Community Development Department budget. Council questions followed. 2. 18-175 Public Works recommends approval of Resolution #18-22C, a resolution authorizing the execution of an interlocal cooperation agreement between Salt Lake County and Sandy City to transfer up to $5,000,000 from county transportation funds to the city as ammended. A motion was made by Chris McCandless, seconded by Brooke Christensen, to adopt Resolution #18-22C a resolution authorizing the execution of an interlocal cooperation agreement between Salt Lake County and Sandy City to transfer up to $5,000,000 from county transportation funds to the city as amended. ... Council questions, comments, and discussion followed. A motion was made by Maren Barker, seconded by Zach Robinson, to upgrade the system to the Lumine 4 channel system for $1,000.00 including the $10,000.00 credit at this point....The motion carried by the following vote: Yes: 4- Brooke Christensen Maren Barker Zach Robinson Linda Martinez Saville No: 3- Kristin Coleman-Nicholl Chris McCandless Steve Fairbanks 7:00 Public Hearings and other Timed Certain Items 4. 18-182 City Council to recognize the 2018 Citizen Acadmey Class. Council Member Steve Fairbanks presented Certificates of Appreciation to the 2018 Citizen Academy Participants. Recess for Citizen Academy Reception. Maren Barker made a motion seconded by Steve Fairbanks to recess City Council for a small reception in the Multi Purpose Room for the 2018 Citizen Academy Class. Motion approved by a unanimous voice vote. 5. CODE-04-18 Community Development Department recommending the City Council -5391 Amend Title 15A, Chapter 23, Commercial, Office, Industrial & Transit Corridor Development Standards, Land Development Code, Revised Ordinances of Sandy City, 2008 relative to Automall District Dealer Area Setbacks. Attachments: staff report 18-14 Ord Brian McCuistion introduced the Code Amendment to Amend Title 15A, Chapter 23, Commercial, Office, Industrial & Transit Corridor Development Standards, Land Development Code, Revised Ordinances of Sandy City, 2008 relative to Automall District Dealer Area Setbacks. There were no public comments. A motion was offered and seconded and Council discussion followed. Kyle Lane answered questions. A motion was made by Kristin Coleman-Nicholl, seconded by Steve Fairbanks, to adopt Ordinance 18-14 amending Title 15A of the revised ordinances of Sandy Sandy City, Utah Page 4 Printed on 5/30/2018 City Council Meeting Minutes May 15, 2018 City (The Land Development Code), 2008, to modify Chapter 23, "Commercial, Office, Industrial & Transit Corridor Development standards" by amending the setbacks for structures within the Automall District (Dealer ARea); also providing a saving clause and effective date for the ordinance...The motion carried by the following vote: Yes: 7- Brooke Christensen Maren Barker Kristin Coleman-Nicholl Chris McCandless Steve Fairbanks Zach Robinson Linda Martinez Saville Adjournment The meeting adjourned at approximately 8:40 p.m. by Zach Robinson.
