Sandy City, Utah Page 1 Printed on 10/10/2018 City Council Meeting Minutes September 25, 2018 Council Member Business Council Member Christensen spoke about ULCT resolutions, the CDBG hearing last week, the Historic Committee, and various Sandy Chamber events. Council Member Robinson reported on the Arts Guild meeting, the Park Lane Fun Run, and he presented the Mayor with a resolution from the Governor about Sandy's idle free ordinance. Council Office Director's Report No Report. Mayor's Report No Report CAO Report Matt Husih invited James Sorensen, Mike Gladbach, and Bruce Cline for updates to the Council. James Sorensen updated the Council on Short Term Rentals. Mike Gladbach updated the Council on the complexity and solutions for trash collection in the Granite Community. Chief Cline updated the Council on the crew that was sent to assist with the Pole Fire. Legislative Report Evelyn Everton was attending a PIO Conference in St. George. Citizen Comments Representative Bruce Cutler addressed the Council regarding Operation Rio Grand. Rachael Dye, Property Manager, addressed concerns with the feral cat population and the TNR Program. She would like to see changes and a solution. Steve Fairbanks to present her information to Mike Applegarth for further possible discussion on this issue. Steve Van Maren addressed the Council on the flow chart for the Administrative Law. He thought there should be an additional step to include collection of a fine, to make the hearing dates consistent in the ordinance, and that the purchasing limit should also be consistent. ZONE-07-18- Larsen Property Rezone - Cari and Nick Larsen have submitted an 5452(CC) application requesting a zone change of a parcel located at 10397 S. Dimple Dell Road, approximately 1.59 acres, from R-1-40A to R-1-20A both "Single Family Residential Districts." File #ZONE-07-18-5452. Attachments: PC Staff Report-Larsen PC Minutes-Larsen-draft Sudivision Concept Plan Ordinance #18-29 City Council Notice-Larsen Jake Warner presented a summary on the Larsen Property Rezone. The public hearing was opened. As there were no comments, the hearing was closed. Council questions followed. A motion was made by Kristin Coleman-Nicholl, seconded by Linda Martinez Saville, to adopt Ordinance 18-29, an ordinance amending and fixing the boundaries of a zone district of the Sandy City Zoning Ordinance; to wit: rezoning approximately 1.59 acres from R-1-40A "Single Family Residential District" to the R-1-20A "Single Family Residential District", located at approximately 10397 South Dimple Dell Road, also providing a saving clause and an effective date for the ordinance... ANEX-09-18- The Community Development Department is recommending the City 5488(R) Council adopt Resolution #18-49C indicating the intent to annex an unincorporated area located at approximately 2893 E. Little Cottonwood Road (and the adjacent parcel to the west, which is a portion of Hidden Pine Lane), setting a hearing to consider such an annexation, and directing publication of a hearing notice. Councilwoman Brooke Christensen asked that item #4 be pulled from the consent calendar. The Consent Calendar consisted of Items #2 and #3...the motion carried by a unanimous voice vote in favor. ANEX-09-18- The Community Development Department is recommending the City 5489(R) Council adopt Resolution #18-48C indicating the intent to annex an unincorporated area located at approximately 11465 and 11467 S. Oberland Road, setting a hearing to consider such an annexation, and directing publication of a hearing notice. Council discussion followed. A motion was made by Kristin Coleman-Nicholl, seconded by Chris McCandless, to approve Ordinance 18-31 as written adding section 11-1-5(h) to Title 11 of the Sandy City Municipal Code with discussion. Council and Administration discussion followed. Kris Coleman Nicholl would be willing to amend the policy to reference State Code 10-3B 203 if that helps anyone. She called the question seconded by Zach Robinson. Further Council comments followed. Councilmember Nicholl recommending adoption of an an Ordinance amending the Sandy City Purchasing Code to clarify the City Council's contracting authority. Kris Coleman Nicholl made another motion seconded by Chris McCandless to table this item until the Counsel for the City Council reviews Chris McCandless's questions; requesting a visit with Salt Lake City and Ogden City regarding their experiences, and schedule to a future date. Kris Nicholl recommended that Mike Applegarth do the research in regards to Salt Lake and Ogden City. Attachments: 18-30 Contract Disclosure Exhibit A_Title 11-1-6 Kris Nicholl discussed the increase for professional service contracts in the spirit of transparency. Council discussion followed. A motion was made by Maren Barker, seconded by Brooke Christensen, to not move forward with any changes to the Purchasing Code...
